UNDER THE JOB TRAINING PARTNERSHIP ACT TO AUTHORIZE ADOPTION OF BY-LAWS
BY THE CONSORTIUM BOARD OF COMMISSIONERS: AUTHORIZING THE COUNTY BOARD
CHAIRPERSON TO EXECUTE ANY AND ALL AGREEMENTS THEREUNDER
RESOLUTION NO. -jLO (00,3')
WHEREAS, on January 24, 1983, the Chairperson of the County
Boards of Supervisors of the Counties of Barron, Chippewa, Clark,
Dunn, Eau Claire, Pepin, Pierce, Polk and St. Croix signed a
Charter creating the West Central Wisconsin Counties Consortium, pur-
suant to resolutions duly adopted by their respective County Boards,
in order to administer the provisions of Public Law 97-300, the Job
Training Partnership Act; and
WHEREAS, said Charter and resolutions formed the bases for the
C ounty Board Chairpersons of said counties to collectively carry
out the responsibilities of the Chief Local Elected Officials (LEO's)
under P.L. 97-300 in recent months in that they function as the
Board of Commissioners of said West Central Wisconsin Counties Con-
sortium; and
WHEREAS, the Board of Commissioners of said Consortium had met
several times and deems it advisable to have the authority to adopt
by-laws for the operation of that Board of Commissioners; and
WHEREAS, the initial Consortium Charter Resolutions need to be
amended to grant such authority to adopt by-laws;
NOW, THEREFORE, BE IT RESOLVED by the St. Croix County Board of
Supervisors, meeting in regular session, that the Consortium Charter
Resolution adopted by this County Board be amended to add the
following clauses:
1. In order to carry out the powers and duties vested in the
Consortium under P.L. 97-300, the Board of Commissioners
may adopt such operational and procedural by-laws as may be
necessary and proper, provided they are consistent with
this Charter, applicable federal and state laws, and rules
or regulations pursuant thereto. By-laws and amendments
thereto shall require approval by the recorded vote of 2/3
of those present at a meeting of the Board.
2. The Chairperson of the County Board, or his/her designee,
shall be the official representative of the County on the
Board of Commissioners, and as such is authorized to execute
any and all agreements, plans or documents required in order
to carry out his/her responsibilities under P.L. 97-300.
3. The County Clerk shall send a copy of this resolution to
the Clerk of the Board of Commissioners at Menomonie.
