WHEREAS, the St. Croix County Board of Supervisors has appointed an Ad Hoc Committee to investigate potential uses for the 1897 building; and WHEREAS, the Ad Hoc Committee has conducted several meetings exploring various alternatives; and WHEREAS, the Ad Hoc Committee has unanimously endorsed a concept to utilize the 1897 building as a congregate housing facility for the elderly, handicapped, and disabled residents of St. Croix County as presented by Robert J. Richardson. NOW, THEREFORE, BE IT RESOLVED: That the St. Croix County Board of Supervisors hereby grants exclusive rights to developer Robert J. Richardson for a period of ninety (90) days to develop a feasibility study for use of the 1897 building as a congregate facility for elderly, disabled, and handicapped persons. BE IT FURTHER RESOLVED, that Robert J. Richardson shall present said feasiblity study to the St. Croix County Board and specifically reference therein the following matters: (a) Whether the 1897 building would be purchased or leased from St. Croix County. (b) The extent and nature of purchased services (e.g. heat, snow removal, parking) by developer from St. Croix County. (c) Provisions for a cooperative working agreement between the developer and St. Croix County Health Care Center, St. Croix County Dept. of Social Services, and all other agencies, departments, or committees effected by the f�ty. f �5 (d) Delineation of proposed interior and exterior modifications and physical changes, to the 1897 building together with the projected cost thereof. (e) A projected timetable for the sequence and duration of stages of development. (f) If applicable, a proposed agreement for payment in lieu of taxes. (g) A set working drawings for the layout. of said facility. (h) A survey indicating the "need" and "demand" for said facility. (i) A projected schedule of operation showing rental fees, services offered and tenant eligibility. BE IT FURTHER RESOLVED, that all St. Croix County personnel cooperate with developer by furnishing upon reasonable request all non -confidential information requested by developer for completion of said feasibility study. BE IT FURTHER RESOLVED, that said feasibility study be completed at developer's expense without additional cost to St. Croix County except for the cooperation of applicable personnel. �h Adopted this /,� day of November, 1983.
