Resolution Regarding Proposed Revisions To The Regional Planning Legislation
. WHEREAS, legislation govqning the creation and operation of Regional Planning
Commissions in Wisconsin is presently twenty years old; and

WHEUIAS, the needs for pl'Snling in the State of Wisconsin have changed in those
twenty years; and
'WHEREAS, a special legislative study committee.has been formed and has been working
for over a year to study the needs for revision in the regional planning legislation,
and
WHEREAS, the West Central Wisconsin Regional Planning Commission has been actively
involved in developing viable programs to meet the needs of its constituents; and
WHEREAS, in West Central Wisconsin there has been considerable proliferation of re-
gio
nal functional planning activities; and
WHEREAS, these functional planning activities have each fostered a new substate
area planning agency; and
WHEREAS, the proliferation of these special purpose sub -state planning agencies
has created confusion and duplication of planning activities and expense in the State
of Wisconsin which have resulted in mistrust of the area -wide planning process and di-
lution of the jurisdiction and viability of the general purpose Regional Planning
Commission, and
WHEREAS, Regional Planning Commissions have not been placed in a position to be
effective coordinating agencies of the separate independent sub -state agencies, questions
have risen regarding the need for an area -wide coordinationg agency;
NOW, THEREFORE, BE IT RESOLVED that the St. Croix County Board of Supervisors
urges the Municipalities Committee of the Wisconsin Assembly to include in any revised
legislation relating to Regional Planning a provision requiring that future sub -state
planning activities be coordinated through a locally initiated and administered area -
wide planning agency if one has been established;
BE IT FURTHER RESOLVED that the operation and accomplishment of sub -state planning
activities must be offered to the respective Regional Planning CommiL,Sions before
separate, single purpose agencies are established from the state level; and
BE IT FURTHER RESOLVED, that this Resolution be sent to Representative James Wahner,
Chairman of the Special Study Committee on kegional Planning; Representative Gary Barzak,
Chairman of the Assembly Municipalities Committeq_; tQ-TCar6l T.Toui3sai9t$ecre.tary of the
Department of Local Affairs and Development'.4,ftxtin J.Schreiber,Governof of-,-7nWbw.6nsin,, 'and
to the West Central Wisconsin Legislative Delegation.
That this Resolution shall become effective upon adoption and passage.

RESOLUTION NO. 77-4
DESIGNATION OF
RURAL DEVELOPMENT
PLANNING AGENCIES
WHEREAS, for the first time since its enactment in 1972, the compre-
hensive planning section of the Rural Development Act is being funded; and
WHEREAS, this funding is designated to provide planning resources
to rural areas of the United States; and
WHEREAS, the West Central Wisconsin Regional Planning Commission and
other Regional Planning Commissions in Wisconsin are the statutorially es-
tablished agencies to provide planning services to member units; and
WHEREAS, the Regional Planning Commissions are the best equipped
agencies to perform rural development planning; and
WHEREAS, other financial aids to provide planning assistance to
rural Wisconsin have not kept pace with inflation; now
BE IT THEREFORE RESOLVED, that West Central Wisconsin Regional
Planning Commission strongly suggests that the West Central Wisconsin
Regional Planning Commission and other Regional Planning Commissions
serving rural Wisconsin counties be given the planning aid funds and
the responsibility to prepare rural development plans; and
BE IT FURTHER RESOLVED, that a copy of this resolution be sent to
Acting Governor Schreiber; Char I ott Quick, Chairperson of the Rural Area
and Community Development Council; Carol Toussaint, Secretary of the
Department of Local Affairs and Development; and the seven counties in
the West Central Region; and George Berteau, Chairman of the Council
of Regional Planning Organizations.
