Present: Ronald Raymond, Jan Zoerb, Lois Burn, Bill Peavy, Gene Ruetz, Lee Milligan, Jim
Janke, Kimberly Reaman, Jon Behling, Mary Lestrud, Martha Mabis, and Danielle Bleck.
The meeting was called to order by Chairman Ronald Raymond at 9:00 a.m.
Date of next meeting was set for July 6, 2004 at 9:00 a.m.
Gene Ruetz moved that the agenda be adopted as presented. Lois Burri seconded the motion.
Motion carried.
Jan Zoerb moved that the previous meeting's minutes be approved. Lois seconded the motion.
Motion carried.
Lois moved that the vouchers be approved. Bill Peavey seconded the motion. Motion carried.
Lois moved to approve the resolution for June Dairy Month. Gene seconded the motion. Motion
carried.
ADMINISTRATIVE REPORT
Federal Budget Update —No report.
State Budget Update— No report.
County Budget— Reaman reported on the capital outlay plan for the 2005 budget. There are no
items in the capital outlay plan for 2005.
4 -H YOUTH AGENT'S REPORT
Summer Assistant – Reaman introduced Danielle Bleck, the 4 -H Summer Assistant.
Program Goals for 4 -H Youth Development:
Community 4 -H Club Program
1. Promotion, Recruitment and Retention: 5 goals have been identified in this area 1)
identify underserved audiences; 2) review 4 -H policies and remove barriers to
participation; 3) identify effective marketing strategies; 4) increase effectiveness of club
recruitment and 5) increase retention of "new" 4 -H families (1 to 3 rd year in 4 -H)
2. Adult Volunteer Leadership Development: Adults completing the new leader orientation
will be able to develop educational programs that are appropriate to youth and implement
the experiential learning model
3. Teen Leadership Development: Teens will develop leadership skills through intentional
repetition in planning, organizing, leading, teaching, making decisions, solving problems
and evaluating the events for which they are responsible.
Skills for a Multi- cultural Society
1. Multi- cultural is broadly defined as differences in age, race, rural/urban, abilities,

religion, socio- economic.
2. Youth will increase their knowledge about multicultural understanding and the ability to
get along with people who are different than they are.
Financial Management Skills for Teens — did not report on this goal.

RESOURCE AGENT'S REPORT
Janke described his goals in four major programs.
1. Drinking Water and Ground Water Education focuses on the "drinking water program" for
rural homeowners to increase their knowledge about the safety and quality of their private
drinking water and ways to correct problems. The data from these tests are used to create
maps of groundwater quality for use by local government officials.
2. Community Economic Development Education has two major components: (1) Small
business counseling to improve the knowledge and skills of individual entrepreneurs and (2)
Community Economic Analysis, which seeks to improve the economic development planning
skills of local groups.
3. Comprehensive Planning Education aims to increase the knowledge of plan commissioners
and elected government officials about topics and issues related to the planning process.
4. An emerging program relates to affordable housing. The emphasis is on providing
organizational and educational leadership on methods to increase the local supply of
affordable housing in the county.
FAMILY LIVING AGENT'S REPORT
Mary Lestrud and Martha Mabis described the Family Living Program in St. Croix County:
Eating Well and Being Active: Mary and Martha seek to improve the knowledge and skills of
individuals and families in order to select and prepare healthy foods and incorporate physical
activity into their lifestyles. The plan includes engagement of communities and institutions in
addressing these issues.
Poverty and Food Insecurity: Mary and Martha work to address issues related to poverty and
food insecurity through strategies designed at the community level, as well as the family and
individual level. This work seeks to reduce the incidence of food insecurity and to increase the
availability and use of resources.
Research -based Parenting and Family Programs and Practices: Mary works toward better
understanding, identifying and implementing strategies, activities and policies that have been
shown through scientific research and evaluation to be effective in enhancing good parenting and
promoting positive developmental outcomes in children.
Family Stress and Transition: Mary works with two programs to help high -risk audiences
improve family functioning.
Jail Programming: Last year Mary started a new program at the St. Croix County jail
called, Kid Connection: A Parent/Child Book Sharing Program. This 6 -week program
targets inmates with children. Inmates read aloud to their absent children on videotape
and also compiles a classroom book which is shared with the children
Family Camp: Targeting families with low - incomes and/or parenting challenges, this

weekend camp helps families learn new parenting skills, and to bond with their children.
(Joint project of Mary and Kim.)
Association for Home and Community Education (HCE): Mary serves as advisor to this group
of 244 women who are organized into 22 different clubs.
• Mary advises and attends 6 annual Executive Board meetings, Spring and Fall Council
meetings, and advises numerous committees.
• Mary stays in constant email contact with county president on current issues.
• Mary develops annual program book.
• Mary coordinates annual education program and teaches 3 -4 leader training lessons held
at locations throughout county.
• Mary is editor of monthly HCE newsletter.
Developing Capable Youth: Mary works with the home economics projects in 4 -11, especially in
the clothing and food areas, helping youth to learn practical skills regarding eating well, food
preparation, clothing construction, etc.
HORTICULTURE AGENT'S REPORT
A synopsis: Mission and goals
The purpose of the St. Croix horticultural extension position is to provide the greater St. Croix
Community with a resource for developing and promoting both commercial and
community /home horticulture. This position is funded as a 40% time. As a result time and
planning is very critical.
The following are goals identified for this position:
1) To provide horticultural educational opportunities to businesses and individuals. These
educational opportunities will focus on promoting and developing sustainable alternative
horticultural operations with a focus on St. Croix County, but assisting into Pierce and Polk
Counties.
2) To assist and organize the direct farm marketing group within St. Croix County. The
emphasis will be on those farmers and entrepreneurs who are actively engaged in Farmer's
Markets, truck farming and roadside stands within the County.
3) To be a resource for the aforementioned commercial operations as well as the home
gardeners within St. Croix County.
4) To provide assistance and structure for the St. Croix Community Gardens.
How to accomplish these goals:
1) Offering a multi - session course based on developing a sustainable horticultural/alternative
agriculture business. In 2003/2004 this was a 10 -week course. This coursework will be
honed in 2004/2005 and with the assistance of other agricultural agents within the region. We
will offer these courses on a week -by -week basis.
Areas to cover:
• Organizing the business
• Finance and accounting
• Taxes, employee relations, zoning and permits
• Marketing and sales
• Equipment
• Specific horticultural classes: fruits, flowers, bedding plants,

nursery, vegetables, organic versus conventional production
2) Develop a strong network of Farm Marketers within the Western Region of WI. This group
will meet on a quarterly basis and we will have our first half -day workshop this coming winter
of 2005. To be a liaison for this group in developing a purpose and goal structure.
3) To answer questions throughout the season regarding horticulture and home care issues.
4) Mentoring interested Master Gardeners within St. Croix County in order to develop a self -
sustaining group of volunteers who will organize and carryout the rigorous schedule of
planting and maintaining a garden that will benefit the Food Pantries around St. Croix County.
