Present: Leon Berenschot, Ronald Raymond, Art Jensen, Chris Bethke, Lois Burri,
James Janke, Kimberly Reaman, and Mary Lestrud.
The meeting was called to order by Chairman Bethke.
Date of next meeting was set for May 4, 2004.
Berenschot moved that the agenda be adopted as presented. Raymond seconded the
motion. Motion carried.
Jensen moved that the previous meeting's minutes be approved. Burri seconded the
motion. Motion carried.
Raymond moved that the vouchers be approved. Berenschot seconded the motion.
Motion carried.

WACEC Report — Lestrud reminded Committee members to complete their
registration for the upcoming WACEC state conference, which will be held at the Plaza
Inn and Suites on June 6, 7, and 8. The registration deadline is May 12.
Family Living Agent's Report
Lestrud extended an invitation to the committee to attend the Family Festival fundraiser
for the Family Resource Center to be held on Sunday, April 25 10 am to 2 pm, at the
American Legion in Baldwin. Lestrud passed out information from the training on the
health benefits of blueberries done for HCE club leaders in April. Thirty- five leaders
participated. The book compiled by the jail inmates for their children was passed
around. Many hopes and dreams for positive futures with families were expressed. This
was the culmination of the third Kid Connection class held by Lestrud for the inmates.
The fourth 6 -week series will begin in May. Lestrud has been asked to be part of an
obesity coalition in St. Croix County. The Public Health needs assessment process
determined that obesity is the number one health concern of county residents. As part
of this effort, Lestrud will be working with the Family Resource Center to do a pilot
project in the Baldwin/Woodville school district and community regarding healthier
lifestyles. Potential grant money for the first go- around would be $450,000. Lestrud will
be doing family literacy programming at the Grace Place transitional housing facility with
parents and children. Lestrud has completed the federal nutrition grant, which pays for
the services of nutrition educator, Martha Mabis, and is now working with Mabis and
other area partners to develop the in -kind commitments for the next year. Partners
include Public Health, the jail, the Dept. of Aging, and the Community Support Program.
This program works with food stamp eligible people to help them with practical cooking
skills, and nutrition, money for food, and food safety education as well as dealing with
hunger issues in the county.
4 -H Youth Development Agent's Report
Summer Assistant — Five candidates were interviewed for the position. The position
was offered to Pamela Stahlke and she has accepted. The position begins June 1.
Camp Counselor Interviews and Selection — There was an exceptional pool of
experienced 4 -H members who applied for the camp counselor positions this summer.
All three counties in the camp association (St. Croix, Polk and Dunn) had an abundance
of applications. New leadership positions were created with the 8 th grade camping
program to accommodate the number of members who applied to be counselors.
Through the interview process, the members without camp experience tend to score
lower than those with experience. Generally, when a young member applies and is not
selected, they don't apply again even though they would be good counselors and are
encouraged to apply next year. Our preference was to make more leadership roles
available and utilize all the members who applied.
Jr. Leader Activities — March and April are busy months with the Jr. Leader program.
Six members participated in a community service project at Mary's Place. They led a
craft activity with the children and supervised the playroom. Six members also
participated in the Asset Carnival in New Richmond. The asset we had was
"constructive use of time" In our promotional booth we talked with children about all the
different activities that you can do through 4 -H and had a coloring activity for the
youngest children in addition to applying temporary 4 -H Clover tattoos. The group is
organizing a 4 -H May Day Barn Dance for May 1 at the Silver Bison Ranch in Baldwin.
Youth in the 8 th grade and up are invited to attend. Jr. Leaders divided into four
committees: refreshments, decoration, promotion and chaperones.
Beer served at South End events during he Fair — The Fairboard is researching the

advantages and disadvantages of establishing a beer tent/garden as a way to generate
funds for the Fair. There may be implications for the Jr. Leader Foodstand and it's
location being at the Mud Bog on Saturday night of the Fair. Reaman is concerned
about putting teenagers in a position where they may have negative interactions with
fairgoers who have consumed too much alcohol.

Blackboard Course for Tenure Orientation — Reaman has been instrumental in
developing a web -based training for the Department of Youth Development as one of
her responsibilities on the Department's Standard, Rank and Promotion Committee.
The course has been under development for several months and will be offered for the
first time beginning April 20 running through May 11.
Resource Agent's Report
Approximately 100 people participated in the drinking water program for
the Town of Hudson. The Town of Warren program is scheduled for April 22.
Janke reported that Chairman Malick has requested an orientation program
for new supervisors. The session has been scheduled for Monday April 12
in the UWEX classroom. Janke will use videotapes and PowerPoint supplied
by the Local Government Center.
Small Business Management Advising was held in Hudson on March 18. The
next program will be April 22.
Nearly 50 people participated in the Comprehensive Planning workshop on
March 24. The topic was "Implementation." Several participant comments
indicated that it was the best one in the series.
