Special Meeting — May 12, 2011
Meeting called to order by Chair Standafer at 9:00 a.m.
ROLL CALL: 18 Present; Absent: Supr. Meyer
REVIEW OF AGENDA: Motion by Supr. Norton - Bauman, 2nd by Supr. Wentz to adopt the agenda.
Carried unanimously.
OLD AND NEW BUSINESS
1. County Supervisory District Plan. Chair Standafer stated the deadline to have a plan in place is May 25
a. Review of Tentative County Supervisory District Plan — Ellen Denzer, Senior Planner, Planning
and Zoning Department. Denzer reviewed the proposed supervisory districts created noting the priority is the
lowest possible deviation. Denzer reviewed priorities in creating the districts and stated after a decision is
made to adopt the plan, training will be done with municipalities then brought back to the Administration
Committee and County Board for action in August or September.
b. Public Hearing on Redistricting Plan — 9:00 a.m. Chair Standafer opened the public hearing at
9:12 a.m. and asked those who plan to speak to identify themselves and their municipality. Kevin Adkins
from the Town of St. Joseph spoke on behalf of the town and town board. He asked for consideration of the
district to be more of one than split in half for equal representation. County Clerk Campbell read a letter
submitted by Carolyn Barrett also requesting reconsideration of the split in the district. Laura DeRosier, from
the Town of St. Joseph, stated splitting the town may not be in the best interest and to not discount the river
crossing in this situation. DeRosier thanked the Board for their time and service.
Vice Chair Wentz spoke as part of the public hearing and requested a horizontal split in the City of New
Richmond rather than a vertical split.
Chair Standafer asked if anyone else wanted to speak during the public hearing then declared the public
hearing closed at 9:20 a.m.
c. Resolution Adopting the Tentative County Supervisory District Plan. Discussion regarding
adopting the tentative plan with consideration on the concerns stated for further consideration. Motion by
Supr. Malick, 2nd by Supr. Shearer to adopt the tentative plan but with direction to the Redistricting
Committee (Administration Committee) to study and report back to the County Board addressing these two
questions — a way to reduce splits in the Town of St. Joseph and more review of a horizontal split in the City
of New Richmond.
Supr. Luckey expressed concerns regarding the Town of St. Joseph splits and noted the Town Board for the
Town of St. Joseph voted unanimously to ask for consideration of changing this plan. She added the town is
open to being a district itself by adding districts around the town boundaries.
Chair Standafer stated options were reviewed in creating the tentative plan and added it's impossible to
accommodate all concerns. Denzer stated these concerns can be reviewed but it does have an impact on
other communities. Denzer noted most lines follow roads and the Town of St. Joseph does not have a great
deal of roads, but rather more dead -end roads. Denzer indicated St. Joseph will likely have six wards.

Discussion regarding adjustments to the tentative plan. Chair Standafer reviewed options to proceed to either
adopt today with the proviso of suggested changes or not adopt the resolution today, and address the two
areas discussed. A special meeting of the County Board could be held on May 25 to adopt the tentative plan.
Supr. Malick stated defeating the motion would be better to clear the record. Tabling would bring back the
motion in same form. Motion by Supr. Horne, 2nd by Supr. Luckey to table the motion until the date of the
next special County Board meeting. Carried: Yes — 11; No — 7.
