Chairman Mehls called the meeting to order at 9:04 a.m. The Agenda was adopted on a Grant/Jacobson MOTION. The Minutes of the August 13 and August 31, 2004 Emergency Management/Communications Meetings were approved on a Jacobson/Malick MOTION. At the August 31 s` Emergency Management/Communications and Planning and Zoning, Public Protection Meeting, a demonstration of Pictometry was given. These Committees and any other interested Committees need to give an evaluation of this demonstration. Supervisor Struemke arrived at 10:05 a.m. DATE OF NEXT MEETING: OCTOBER 21, 2004 at 9:00 a.m. HUDSON GOVERNMENT CENTER, COMMUNITY ROOM An explanation of the alternate 911 Center was given by Kollman and also a tour of the 911 center and tower shack to the Committee members. Colvard has been discussing with the State the setting up of a training program, either in January or February, 2005, for municipal personnel, County departments, elected officials, etc., as to What an EOC is and how it functions. Once the training program is completed, an exercise will also be set up for the same personnel who have attended the training. Procedures to eliminate the term FIRE NUMBER in St. Croix County This subject needs to be completed. An Article will be published in the newspapers (Front Page). A mailing will be sent to Town Chairs /Clerks. MOUs from municipalities utilizing County EOC Facilities These Memorandum of Understandings still need to be received from certain municipalities. RACES Communications This organization would like to place an antenna at the Government Center and set up an operational site at the Government Center. A proposal was distributed showing the options for an antenna and also supporting documentation for set up of an operational site. There would be no cost to the County, and the County may designate whomever to install the antenna. RACES personnel are recognized by the State and are also SkyWam trained. If an antenna were approved, RACES would be able to communicate locally and also to the State WEM Office and nationally. Mehls made a proposal for this Committee to accept the RACES program linkage to the Comm. Center and include possible installation at the Government Center. A Benefit Analysis will be compiled and returned to this Committee for approval at the 10/21/04 Committee Meeting. Malick/Grant seconded this proposal. Health Center Repeater Replacement The Health Center Repeater is placed in an unsafe area (water problems), and has been for many years. This Repeater is also many years old. The approximate price to replace this Repeater is $12,500. There are several avenues to be explored as to the funding of this Repeater replacement: 1) Homeland Security Funding, 2) United Way, 3) County Budget. It was learned that in order to receive Interoperability Funding from the Federal Government in 2005 that a written plan which states your current communication capabilities, how to improve these communications capabilities to be digital compliant within a couple years and the cost to accomplish this needs to be in place. A County Communications Plan will be compiled and at a later date will include each municipality. New Richmond CPX, September 23` This exercise is LEPC related; it will test and potentially improve the communications and operations of a HazMat Incident. NOTE: The next L.E.P.C. Meeting will be 11/10/04 at 1:00 p.m. at the Government Center. Emergency Service Representative's Concerns and Issues A. Sheriffs Department— Nothing B. Municipal Law Enforcement - Nothing C. Fire Services — Nothing D. EMS Services — Billing the Sheriff s Dept. for EMS/Fire Standby Time — Traditionally, there is no billing for these services as it is considered Mutual Aid. Mehls will talk with the Sheriff s Department so that all parties understand there will be no billing for services. Director's Report - Emergency Communications Kollman will get bids for fencing around the Hudson Water Tower. Emergency Communications Bills The Emergency Communications Bills were approved on a Mehls /Grant MOTION. Emergency Management Director's Report A handout was shared showing the Hospitals' Decontamination Equipment Package, which was purchased through Homeland Security. The County retains ownership of this equipment for a 3 -year period. The hospital agrees to replace /repair equipment, provide pertinent training through the Consortium, and at the end of the three -year period, they then own the equipment, not the County. Emergency Management Bills The Emergency Management bills were approved on a Malick/Struemke MOTION.
