Excused: Jim VanderWyst - New Richmond Fire, Doug Briggs - Somerset Police Absent: Chuck Struemke - County Board Chairman Mehls called the meeting to order at 9:00 a.m. Chairman Mehls would like for all Committee Members to notify him or EM /EC Directors, if they cannot participate in Committee Meetings, each month. It may be necessary to readjust agendas if a quorum is not present. The Agenda was adopted on a Grant/Jacobson MOTION. The Minutes of the November 18, 2004 Emergency Management/Communications Meeting were approved on a Malick/Jacobson MOTION. DATE OF NEXT MEETING: January 19, 2005 at 9:oo a.m., ST. CROIX COUNTY GOVERNMENT CENTER, COMMUNITY ROOM Communications Interoperability Planning Grant Kollman sent his concerns to OJA. Chairman Malick will educate our County Board and the other participating County Boards as to the operations of this Planning Grant. A Jacobson/Grant MOTION was made for Malick to proceed. MOU between County and ARES Amateur Radio The Committee was given this to review and make any changes. Malick will assist in the language of this MOU. Once changes have been completed, it will then be forwarded to Corporation Counsel for review. The ARES/RACES equipment is in place at the Government Center in the event of activation. Fire Number Information An Informational article will be distributed to the Town Clerk/Town Chairman after the first of the year. PSAP Cellular 911 Funding A Malick/Grant MOTION was made to present to the County Board a Resolution Designating PSAP (Public Safety Answering Points) Eligible for E911 Grant Funding. Backup Communication Center Testing At the last test, some concerns arose. There will be additional testing /training Emergency Service Representative's Concerns and Issues I A. Sheriffs Department— Nothing B. Municipal Law Enforcement — N/A C. Fire Services — N/A D. EMS Services — Nothing New Resolution — Adoption of the National Incident Management System (NIMS) This Item has been tabled until January's Committee Meeting. MOU with City of Hudson for EOC Operations and update of Municipal Plan This Item has been tabled until January's Committee Meeting. Director's Report - Emergency Communications Director's Report - Emergency Management The City of North Hudson complimented the most recent Critical Incident Management Class presented and would like another class offered so more of their personnel may attend. The Wisconsin Dept. of Agriculture, Trade & Consumer Protection has implemented a first Statewide Animal Emergency Plan. The 2005 Homeland Security Grant will be 1/3 less than this year's Grant monies, approximately $100- 107,000. Chairman Mehls approved the Emergency Management /Emergency Communications' Bills on 12/13/04. Chairman Mehls was excused at 9:40 to attend a funeral; Grant carried out the remainder of the meeting.
