Chairman Mehls called the meeting to order at 9:10 a.m. The Agenda was adopted on a Mehls /Jacobson MOTION. The Minutes of the Emergency Management/Communications February 19, 2004 meeting were approved on a Malick/Bernard MOTION. DATE OF NEXT MEETING: April 22, 2004 at 9:00 a.m. Tentative: Woodville Community Center i OLD BUSINESS: 1. Jurisdictional Maps The Final Draft will be available on March 26, 2004. 2. Report on the Continuation of Alternate 911 Site As directed, Kollman has provided a letter to Colvard requesting Homeland Security funds in the following amounts for the Baldwin Backup Center: $15,000 for a telephone key system, $632 for installation of 8 telephone business lines and $19,956 for a CAD license for the Communication Center. A Grant through The Office of Justice Assistance will be applied for to cover the $15,000 Electronic Key Telephone System and eight- business line cost. This application needs to be submitted by May 30` 3. Disposition of Old Microwave Equipment All equipment has been gathered except Glenwood City's due to weather conditions. All equipment is stored at the Baldwin Ag. Center. Gary Kollman will follow up with a company in Omaha, who has bidded the highest, to purchase this inventory and shipping costs would be included. NEW BUSINESS: 1. Village of Wilson's Disaster Plan The Village of Wilson's Disaster Plan has been approved. The Village of Wilson will discuss the possible Shelter designation(s), and the Village does not have a siren system and will discuss getting one and incorporating this into their disaster plan. Also, the Village has no radio contact with St. Croix County Dispatch. Possibly this will be listed also under the grant monies. The Village has been advised of 2004 Grant Monies available for equipment to support their disaster plan. 2. Emergency Management Director's Report: The American Red Cross has 19 trained volunteers. Within the next three months, the American Red Cross will update the shelter contracts, and it will be done on a yearly basis. Tornado /Severe Weather Awareness Week is APRIL 19 -23, 2004. On April 22, 2004, at 1:00 p.m. a Tornado WATCH Siren will alarm. At 1:40 a Tornado WARNING siren will sound for St. Croix County. Information will be sent to the Communities to disperse to their residents. Also a Notice will be published in the County Newspaper. The Office of Justice Assistance (OJA) has awarded the New Richmond Airport $300,000 for security equipment. Jack Colvard will assist Airport personnel in applying directly to the OJA office. The Office of Justice Assistance also would like contact names and numbers for schools in our County; there will be 80 schools chosen within the State that will receive $20,000 each for security measures. Jack Colvard will submit the information to OJA. OJA has not yet allowed application to be made for the 2004 Homeland Security Grant. A Letter of Intent to participate in the EMPG and EPCRA Grants were submitted to the State. By the middle of April, all ten Fire Departments will be trained at the HazMat Operations Level. St. Croix County will be the only county in the region to have accomplished this. 3. Emergency Management Bills: The Emergency Management Bills were approved on a BernardlMalick MOTION. 4. Emergency Communications Director's Report Glenwood City Tower: Western Wireless Corp. accepted our counter -offer of $640 per month for each of the five years and then this contract would be renegotiated; the contract starts in July. Microwave System: All Towers are operating well. Computer Services and their Consultant, & Harris Corp. have met. This issue has been resolved. Harris Corp. will now provide additional back -up at no expense to the County. A letter will be sent to Harris Corp. and invite them to attend the April 20`'' County Board Meeting for a ceremony. Also, a letter will be sent to Dairyland to attend this same meeting. Gary Kollman will be requested to be at this meeting also for recognition of his efforts. A new Voice Mail system for the Government Center goes into effect March 26` Radio Consoles: The replacing of Radio Consoles and Installation should be purchased as Severe /Tornado weather is approaching and the County Board has approved this cost. The cost of this is $35,905. Revenue received from outstanding warrants, fines, etc., will balance out this cost. 5. Emergency Communications Bills The Emergency Communications Bills were approved on a Bernard/Malick MOTION. 6. Emergency Service Agencies Concerns and Issues a. EMS - Nothing b. Fire — An issue of whether to send Fire and EMS to an incident or just one or the other after Law Enforcement has been dispatched to the scene and analyzes the needs of the situation. The New Richmond Fire Dept. would like to trust the authority of Law Enforcement to have one or the other or both sent out. A "User Committee" (Fire/EMS/) does exist and its purpose is to standardize issues countywide. An invitation will be sent to FIRE /EMS and LAW ENFORCEMENT DEPARTMENT HEADS to address this issue and possibly set a policy. C. Municipal Law Enforcement - Nothing d.
