PRESENT: Chuck Mehls, Clarence Malick, Art Jacobson, Charles Grant, Chuck Struemke - County Board; Gary
Kollman, Casey Swetlik — Emergency Communications; Jack Colvard — Emergency Management; Ron Volkert —
St. Croix County Sheriff; Doug Briggs, Somerset Police; Craig Nelson, Baldwin EMS; Jim VanderWyst, New

Chairman Mehls called the meeting to order at 9:00 a.m.
The Agenda was adopted on a Jacobson/Grant MOTION.
The Minutes of the April 22, 2004 Emergency Management/Communications Meeting were approved on a
Malick/Grant MOTION.
The Minutes of the May 20, 2004 Emergency Management /Communications Meeting were approved on a
Grant/Malick MOTION.

1. Review of the Village of Hammond's Disaster Plan
The Committee reviewed the Village's Disaster Plan with the Village's representatives present at this
meeting. The Plan will be updated, including the Line of Succession names and telephone numbers and
businesses. The Village would like examples of other disaster plans for the type of information needed to be
included in their plan; Emergency Management will supply this information. The following areas were
discussed: Emergency Operations Center (EOC) /Incident Command, Secured Area for damaged property,
Generators and refueling, Potential Red Cross Shelter. It was advised to the Village to keep logs of
communications within the EOC for FEMA requirements, including financial damage information. The
Village does have Cable Override. The National Weather Service will override with HazMat, Nuclear,
Amber, and Severe Weather Alerts.
The Village will participate in a Train Derailment Table -Top Exercise on August 26, 2004, Hammond's
Village Hall — Board Room from 10:00 a.m. to 1:00 p.m. The Emergency Management Office will contact
all participants.
2. Introduction of New Emergency Service Representatives
Doug Briggs will represent Municipal Law Enforcement; Jim VanderWyst will remain the Fire Services
Representative; Craig Nelson will remain the EMS Services Representative, and Ron Volkert will remain the
Sheriff's Dept. Representative.
3. Baldwin — Village Use of Communications Tower
The Village of Baldwin wants to use Dairyland's Tower to utilize automatic water meter readings. The
Committee accepts the proposal for the Village of Baldwin to use this tower. This was approved on a
Jacobson/Struemke MOTION. Kollman will draft a letter agreeing to this usage with Dairyland on behalf
of the Village.

4. Public Safety Issues based upon the April 26 Strategic Planning Session
The issues discussed were "Meth. ", Fluorescent Lamps and its dangers, Tornado /Storm Warnings, and
Promoting Community and County Homeland Security with municipal elected officials. Modification of the
current Alert Warning system will not be changed.
5. 2005 Staffing Level
Kollman did a PowerPoint presentation/handout supporting the need for expanding the % time Technical
Lead position to fulltime and expanding the ' / 2 time dispatch position to a Full -Time Dispatcher position at a
cost of $74,214.00. The growth in the County has prompted demands for services; there has been a 69%
increase in calls for service since 1999. After a lengthy discussion, a Mehls /Struemke MOTION was made
to Initiate this position request but we do not plan to make the budget request for Overtime pay (20,000) but
instead deliver a choice to continue to have some contraction, and give further investigation to the possibility
of recouping some sort of "User Fee" for the effort that goes into the Warrant activity. This Motion carried
a unanimous vote by the County Board Members,
6. Emergency Service Representative's Concerns and Issues
A. Sheriffs Department —Nothing
B. Municipal Law Enforcement - Nothing
C. Fire Services — The Planning Office will charge for the Jurisdictional Maps.
D. EMS Services — Grant items are being received and will be distributed.
7. Director's Report - Emergency Communications
The Emergency Communications Dept. will again check to make sure a WI Emergency Management "Duty
Officer" can be contacted at different times during the course of 24 hrs.
The River Falls Paging situation is fixing itself; costs will be River Falls responsibility.
A River Falls City Council member and a Fire Dept. representative inquired as to having St. Croix County's
Dispatch center handle the City of River Falls Police, Fire, and EMS calls instead of Pierce County.
A Cover Story and Pictures of St. Croix County's Emergency Communications Van have been sent to the
WI Emergency Management Magazine.
The Baldwin Backup System radios have been delivered.
Emergency Communications will receive a Homeland Security Grant administered by Emergency
Management in the amount of $15,000 for the Baldwin Phone System. Bids are being taken.
An item to be discussed at the next EM/EC Meeting will be the cost to be charged for requests for
Emergency Communications tapes and CAD reports.
Kollman received two new PCs from Colvard's SARA Grant. The PCs are to be used to replace two old
existing CAD PCs in the Communications Center. Colvard will receive one of the old, replaced PCs for his
sue. Computer Services has been notified by our CAD vendor (Visions) that they will charge $500 per PC
for installation support of any CAD PC change out. Emergency Communications has a third new CAD PC
which has been awaiting installation as well. Neither Computer Services nor Emergency Communications
has budgeted the unforeseen $1,500. Colvard needs his PC changed out but cannot accomplish this until the
new ones are installed. A Struemke /Grant MOTION was made that the Committee recognizes the
importance of this upgrade, and the Emergency Communications Director will request Computer Services to
cover this cost if possible and if not possible to approach the Finance Committee's Contingency Fund for the
money.
8. Emergency Communications Bills
The Emergency Communications Bills were approved on a Grant/Malick MOTION.
9. Emergency Management Director's Report
St. Croix County is in the process of meeting all the requirements for being certified as a "Storm Ready
County ". This process requires all communities within the County to address an EOC for their community
and ensure that their emergency plan is operational and up -to -date.
UW -Green Bay is offering an Undergraduate and /or Graduate Emergency Management Director
Certification program. This is the first University in Wisconsin to offer this program.
10. Emergency Management Bills
The Emergency Management bills were approved on a Malick/Jacobson MOTION.
