MINUTES OF THE ST. CROIX COUNTY FINANCE COMMITTEE
Special Meeting April 20, 2004
Meeting called to order by Chair Swenson at 11:50 a.m. Present: Ralph Swenson, Clarence
Malick, Daryl Standafer, Esther Wentz and Stan Krueger. Staff present: Administrative
Coordinator Chuck Whiting, Corporation Counsel Greg Timmerman and County Clerk Cindy
Campbell.
Others present: Dennis Blegen and Peter Anderson
Motion by Standafer, 2nd by Malick to adopt the agenda. Carried unanimously. Date of next
meeting is May 13, 2004.
1. Election of Officers:
a. Chair — Swenson asked Krueger to take nominations. Wentz nominated Swenson
for Finance Committee Chair. No other nominations were made. Motion by Standafer,
2nd by Malick to close the nominations and call a unanimous ballot for Swenson as Chair.
Carried unanimously.
b. Vice Chair — Malick nominated Krueger and Standafer. Standafer declined the
nomination. No other nominations were made. Motion by Standafer, 2nd by Malick to
close the nominations and call a unanimous ballot for Krueger as Vice Chair. Carried
unanimously.
C. Secretary — Standafer nominated Wentz. No other nominations were made.
Motion by Malick, 2nd by Standafer to close nominations and call a unanimous ballot for
Wentz as Secretary. Carried unanimously.
2. Tax Deed Property Bid Opening for properties located in the Village of Baldwin and
Town of Cady. County Clerk Campbell announced the second notice was published in the county
newspapers and indicated bids were received in her office in a timely manner on both properties.
Village of Baldwin — two bids were received. Clerk Campbell opened and read the following
bids:
Paul Deppa bid $2,000.00 and provided a certified check of ten percent down in the amount of
$200.00.
Steve O'Connell, Keith Robinson and Hal Martinez bid $29,200.00 and provided a certified
check of ten percent down in the amount of $2,920.00.
The appraisal had been $29,000. Motion by Malick, 2 nd by Krueger to award the bid to Steve
O'Connell, Keith Robinson and Hal Martinez in the amount of 29,200.00.

Town of Cady — six bids were received. Clerk Campbell opened and read the following bids:
Kale D. Blegen bid $52,550.00 with ten percent certified funds included in the amount of
$5,255.00.
Verlyn and Patricia Falde bid $45,030.00 with ten percent certified funds included in the amount
of $4,503.00.
Gordon and Alicia Behling bid $45,250.00 with ten percent certified funds included in the
amount of $4,525.00.
Dan VanSomeren bid $73,501.00 with ten percent certified funds included in the amount of
$7,350.00.
Dennis Blegen bid $31,157.36 with ten percent certified funds included in the amount of
$3,115.74.
Peter Anderson and Robert Brion bid $35,000.00 with ten percent certified funds included in the
amount of $3,500.00.
Motion by Wentz, 2nd by Krueger accept the bid submitted by Dan VanSomeren in the amount of
$73,501.00. Dennis Blegen indicated he would like to see this property cleaned up. Standafer
indicated he speculates if someone is putting in a bid of $73,501.00 that they too would want the
property restored and would not use it as a future landfill or junkyard. Corporation Counsel
Timmerman opined that the ten cent shortage in the deposit was immaterial. He indicated that
the DNR considers this property not to be contaminated, now that the DNR performed a cleanup.
The appraisal was $73,500. Carried unanimously.
