CROIX COUNTY HEALTH AND HUMAN SERVICES BOARD February 13, 2004 The St. Croix County Health and Human Services Board met on February 13, 2004 at the St. Croix County Health and Human Services /Health Center complex. NEXT MEETING The next Health and Human Services Board meeting is scheduled for Friday, March 12 at 8:30 AM. Berenschot will review vouchers at 8:00 AM, AGENDA Motion A motion was introduced by Bethke, seconded by Berenschot, and unanimously adopted: That the agenda be approved as circulated. MINUTES Motion A motion was introduced by Swenson, seconded by Burri, and unanimously adopted: That the minutes of the 01/09/04 Health and Human Services Board meeting be approved. Borup reported there was a minor electrical fire in the Nursing Home and distributed a report from David Best on that fire. The fire occurred on third shift and residents were evacuated to the dining room. An air handling humidification box burst into flames but there was nothing to burn in the area and the fire was extinguished. Routine maintenance had been done on the unit and is replaced every year, as they are combustible canisters. An insurance claim has been submitted and the cost is estimated between $12,000 to $15,000 to replace. FENCE FOR HEALTH CENTER COMMUNITY GARDEN Berenschot is getting an updated material list for the fence and hopes to finish with this soon. The grant people are requesting signage to give vendors credit for the donations. Borup is in the process of clarifying ownership of the materials of the pheasant pens and getting a written statement for this. CONSIDERATION OF CLAIMS The following reports were distributed to the Board: January fixed asset report and December and January unemployment reports. St. Croix County Health and Human Services Board ` Page 2 February 13, 2004 Health and Human Services Board member, Burri, reviewed the following vouchers: HUMAN SERVICES: 13565: Brotoloc Health Care Systems, Inc. $19,003.00, Long Term Support purchased services. Brotoloc operates six homes that are used by clients on the waiver program. The homes are located in New Richmond, Hudson, Baldwin and River Falls. 13568: The Deerfield, $11,263.67, Long Term Support client expense. We have several clients living in Deerfield as a Community Based Residential Facility or assisted living arrangement. The clients have to pay their own board and room. The County pays for the services they receive under various waiver programs. The State is billed for these waiver costs. 13989: Special Children's Center, $6,919.55, Early Intervention purchased services. We purchase therapy services for the children in the Birth -to -Three Program. FINANCIAL REPORTS There will be no financial report this month due to waiting for information from the Government Center. Borup reported year -end Mental Health losses have grown to a year -end estimate of roughly $340,000 due to increased inpatient usage. He said the figures are looking better in January. A more formal report will be issued to the Board in March. REQUEST TO ISSUE BIDS FOR A 20- PASSENGER BUSSETTE FOR ST. CROIX INDUSTRIES This vehicle is in the capital outlay plan, allocated over four years. Motion A motion was introduced by Bethke, seconded by Rasmussen, and unanimously adopted: That the Board approves issuing the bids and to look at a different procedure for next budget to see if St. Croix Industries can get the money to pay ahead of time. Borup will work with the Finance Committee on an internal loan. HEALTH AND HUMAN SERVICES GOVERNING BODY BYLAWS UPDATE Borup said an updated version of the Bylaws is included in the Board packets. He said the Home Health Program was eliminated and because of the downsizing of the Nursing Home we were able to eliminate the need for medical bylaws. Other changes were suggested for the Bylaws and the Board will review again at the March meeting. ACTION ON NURSING HOME REMODELING BIDS Seven bids were received for the nursing home remodeling. All bids received were below what was estimated. Berg said the bids were close due to the time of the year and the overall number of projects being down. The low bid was received from Vonasek & Schieffer, Inc. Berg said this is a family business and has been around for several years. Boldt withdrew their sub -bid and Vonasek and Schieffer is replacing Boldt with Sterling for the plumbing subcontract. Berg recommended the Board issue a notice of intent to award the bid. Final approval from the Department of Health and Family Services needs to be received and the bids cannot be awarded until approval is received. Motion A motion was introduced by Berenschot, seconded by Bethke, and unanimously adopted: That the Board approves using Vonasek and Schieffer subject to Mike Berg's approval of Sterling as a professional for subcontracting the plumbing subject to regulatory approval of the Department of Health and Family Services. Swenson asked if the bids included a sales tax break on county materials. Berg said it had not been included and is not sure if it would be worth the effort to do this. REVIEW OF STATE DEPARTMENT OF HEALTH AND FAMILY SERVICES REVISION OF CHAPTERS 139 AND 140 Gilbertson was present to discuss the revisions of HFS 139 and 140. A draft of the rules, with changes noted, was distributed to Board members. The Department of Health and Family Services does a formal review of the Public Health Departments in Wisconsin and must do this review every five years. The last review started in 1999 and was completed in 2000. Gilbertson said no new mandates were put in place, there was only rephrasing of mandates that were in place before. Chapter 139 was revised to define and St. Croix County Health and Human Services Board Page 5 February 13, 2004 clarify definitions within Public Health. Chapter 140 was revised to clarify the Public Health levels. Nelson gave a brief update in regards to preparedness issues. Handouts were given on 2002 -03 WRPPHP accomplishments, 2004 objectives and a quarterly Preparedness Update from DHFS /DPH. Efforts for preparedness have been a burden on Public Health time. Videoconference equipment purchased with Clerk of Court funds is available and was recently used for a consortium meeting, which included members at Chippewa, Eau Claire and Polk Counties. This should reduce travel cost and time and it is hoped that this equipment can be used for training also. A handout was also distributed on the recently released Public Health Restructuring report. TURNINGPOINT FOR VICTIMS OF DOMESTIC ABUSE TERMINATING OFFICE RENTAL AGREEMENT Turningpoint has issued notice to terminate its rental contract with the County effective 04/01/04. This will result in lost revenue to the county. The Department of Health and Human Services currently has a contract with Turningpoint for $4,000 /year based on a usage basis. Borup said he was not pleased to have received notification of the termination of the rental agreement in January. This results in lost revenue for the county that we are not able to replace. Borup indicated this is a good service but is concerned with the revenue loss together with a tight budget and terminating the contract with Turningpoint may generate some political interest. Motion A motion was introduced by Olson, seconded by Burri, and unanimously adopted: That the Board rescinds the Department's contract with Turningpoint, giving them 60 -day notice. NURSING HOME The census in the nursing home is 72, with a waiting list. Krieger distributed a handout on the Nursing Home census for January and a form showing referral tracking. She said admissions /referrals are dependent on the openings available at the time. Krieger reported there were no injuries due the fire and everything was done as needed to be done. She said residents were tired due to the time the fire happened but staff were able to handle the evacuation. She said insurance will cover the clean up, overtime for staff and the replacement of the unit. Dorsey would like a thank you sent to staff from the Health and Human Services Board for their cooperation and dedication. Dorsey asked if there were any other issues to bring before the Board.
