NEW BUSINESS
Cindy Blonk — Wildlife Damage Program
Plan of Operation — Cindy Blonk handed out copies of the Plan of Administration (work plan). It is reviewed
every 5 years. A statute number change may have to be made. Cody made motion to extend the St. Croix County
Plan of Administration for the Wildlife Damage Program for another 5 years, seconded by Ruetz. Carried.
Bear Trapping Agreement 2005 — Discussion. There is a minimum cost of $500.00 to have service available.
Motion by Peavey, seconded by Cody, to adopt the 2005 Bear Trapping Agreement. Carried.
Blonk handed out the St. Croix County Wildlife Damage Program participants and hunting access list. The
participants with an asterisk next to their name, indicates that a shooting permit has been issued on their property.
Subdivision Review
Kling presented:
Maplehaugen - (Located in the NE ` / 4 of the NE `/a of Section 16, T31N -R18W, Town of Star Prairie, St. Croix
County Wisconsin) — 24 -acre development, 10 lots total. All storm water and erosion control issues have been
resolved and the plans conform to the St. Croix County Subdivision Ordinance. The storm water and erosion
control plans are acceptable for this subdivision. Cody made motion to recommend that the plans for this
subdivision are acceptable and a letter be sent to the Planning & Zoning Committee, Ruetz seconded. Carried.
Rolling Hills Acres — (Located in the NE ' / 4 of the SW '/4, part of the NW ` / 4 of the SE '/4, and the SE ` / 4 of the NW
` /4 of Section 8, T31N -R18W, Town of Star Prairie, St. Croix County, Wisconsin) — 49 -acre development, 18 lots
total. All storm water and erosion control issues have been resolved and the plans conform to the St. Croix County
Subdivision Ordinance. The storm water and erosion control plans are acceptable for this subdivision. Raymond
made motion to recommend that the plans for this subdivision are acceptable and a letter be sent to the Planning &
Zoning Committee, Burri seconded. Carried.
Hidden Ponds - (Located in the SW ` / 4 of the NW `/a and in part of the SE `/a of the NW ' / 4 of Section 17, T3 IN-
RI 8 -W, Town of Star Prairie, St. Croix County, Wisconsin) - 32 -acre development, 12 lots total. All storm water
and erosion control issues have been resolved and the plans conform to the St. Croix County Subdivision
Ordinance. The storm water and erosion control plans are acceptable for this subdivision. Peavey made motion to
recommend that the plans for this subdivision are acceptable and a letter be sent to the Planning & Zoning
Committee, Cody seconded. Carried.
Woodland Meadows - (Located in the W `/z of the SE ` / 4 of Section 1, T 3 IN-RI 9W, Town of Somerset, St. Croix
County, Wisconsin) — 80 -acre development, 24 lots total. The storm water and erosion control plans are acceptable
for this subdivision. Burri made motion to recommend that the plans for this subdivision are acceptable and a
letter be sent to the Planning & Zoning Committee, Raymond seconded. Carried.

Pine Meadows — (Located in the NE V4 of the NE ` / 4 and in the NW ' / 4 of the NE ' / 4 of Section 1, T 28N -R16W,
Town of Eau Galle, St. Croix County, Wisconsin) — 57 -acre development, 12 lots total. All storm water and
erosion control issues have been resolved and the plans conform to the St. Croix County Subdivision Ordinance.
The storm water and erosion control plans are acceptable for this subdivision. Peavey made motion to recommend
that the plans for this subdivision are acceptable and a letter be sent to the Planning & Zoning Committee, Ruetz
seconded. Carried.
Hammond Oaks 2 °d Addition - (Located in part of the NE ' / 4 of the NW '/4 and part of the NW ' / 4 of the NE ' / 4 of
Section 20, T29N -R17W, Town of Hammond, St. Croix County, Wisconsin) — 34 -acre development, 15 lots total.
All storm water and erosion control issues have been resolved and the plans conform to the St. Croix County
Subdivision Ordinance. The storm water and erosion control plans are acceptable for this subdivision. Cody made
motion to recommend that the plans for this subdivision are acceptable and a letter be sent to the Planning &
Zoning Committee, Peavey seconded, carried.
FARM SERVICE AGENCY (FSA)
Robert Hendrickson reported:
• FSA will be accepting ballots for the COC (County Office Committee) in the near future. The actual counting
of the ballots will take place the first part of December.
• Staff will be starting compliance reports with landowners using the new NAIP (National Agricultural Imagery
Program).
• The general CRP (Conservation Reserve Program) ended with 40 plus offers submitted.
• CRP — Staff is working on cost -share agreements and trying to complete them.
• Staff was recently notified that they could begin making the annual CRP payments. Payments will be issued
next week.
• Staff was also notified that it is time to make the final DCP (Direct and County Cyclical Program) payment.
• The interest rate for October Commodity Loans is 3.0% and 3.875% Facility Loans.
• There are no MILC (Milk Income Loss) payments for September.
• The LDP's(Loan Deficiency Payment) for today is .36 for corn, .50 for barley, .16 for soybeans and .28 for
HRS (Hard Red Spring) wheat.
NATURAL RESOURCES CONSERVATION SERVICE (NRCS)
Steve Pernsteiner reported:
Environmental Quality Incentive Program (EQIP) contracts have now been downloaded to the NRCS computer.
NRCS will now handle all billings and payments for this program.
The St. Croix County Local Workgroup met last week to discuss 2005 program requirements for EQ1P. Major
resource concerns were chosen and submitted to NRCS state office. It appears there will be reduced funding for
EQIP in 2005.
A portion of the EQIP money will be made available to counties who wish to assist in providing technical services
to NRCS especially with clerical and data entry.
NRCS staff is currently working with landowners who have requested information on the Conservation Reserve
Enhancement Program (CREP).
RESOURCE CONSERVATION & DEVELOPMENT (RC &D)
Ruetz reported:
• The annual state meeting will be held in Eau Claire on October 26 -28.
• Green Bay Packer raffle tickets are being sold as a fundraiser.
West Central Area
Heise reported that St. Croix County is responsible to organize and host the fall meeting/speaking contest/awards
luncheon on October 20 at the Memorial Student Center, UW- Stout. Burri, Cody, Peavey, Ruetz, and Raymond
plan to attend. They will leave at 8:30 from the Ag Center.
Heise handed out copies of the proposed bylaws of the WLWCA, which will be reviewed during the
business meeting. The amended Bylaws propose that the WLWCA become affiliated with the Wisconsin
Counties Association. The Wisconsin Counties Association has stronger lobbying abilities than
WLWCA. Someone from the Western Area Association will present the resolution.
NEW BUSINESS
Policy — Cost /Sharing Labor & Machinery Expense
Heise stated that the department has recognized that it is imperative to improve our cost sharing policy on how we
administer the state cost - sharing dollars to landowners and identifying priority conservation practices that meet the
LWRMP (Land & Water Resource Management Plan) and state performance standards and prohibitions. It is
critical that we treat each landowner fairly and equitably when distributing these state cost -share dollars. No
decision is necessary from the committee at this time. Staff will be preparing a policy for the committee to review
and approve in the following months. Our goal is to have an approved policy in place by the beginning of the 2005
calendar year.
Draft — MOU — DNR Administering NR -151
Heise reported that he has been working with the DNR regional staff in developing a Memorandum of
Understanding between St. Croix County and the DNR on how we plan to administer the State performance
standards and prohibitions. He handed out a draft copy of the MOU for the committee to review. Discussion.
Vouchers
Reviewed vouchers. Peavey made motion to approve Chair Raymond's signature on the October voucher list (total
$14,218.43), seconded by Cody. Carried.
UNFINISHED BUSINESS
Information & Education Report
Aleisha Miller reported:
Education presentations given in September have reached over 600 students in St. Croix County.
The St. Croix County Speaking Contest will be held on October 14' at 6:30 p.m. The area WLWCA Speaking
Contest will be held on October 20 at UW- Stout, Menomonie.
She will be attending a Geographic Information Systems (GIS) Workshop to help implement a new GIS
educational program.
Priority Watershed Proiects
Kulow reported:
Kinnickinnic - Explained the Thomas Goodman project (rip rap) has been permitted by DNR and the landowner
has settled on a contractor. Work will begin in mid November. A well abandonment demonstration is scheduled
for October 7`" at the David and Cheryl Cowles farmstead. We have a site showing scheduled at the David and
Dorothy Nelson farm on October 6` This project involves a grade stabilization structure, waterway, and concrete
animal /machinery crossing.
South Fork/Hay River — Explained that we are close to starting the Tiffany Creek project in Glenwood. A
memorandum of understanding is being developed between Land & Water Conservation and DNR for the purpose
of allowing DNR to operate leased equipment from Land & Water Conservation. A meeting is scheduled with the
Fairgrounds beautification committee to explain what will go on. In addition, a video of the Gilbert Creek
restoration will be presented.
Lakes Cluster — The Squaw Lake Rehab District is to the point of making a final decision on the Alum Treatment
scheduled for Squaw Lake in 2005. Buzz Sorge from DNR will make the final decision and will help the District
write a grant for funding. The Englehart/Wilson shoreline restoration project on Bass Lake is proceeding. The
landowners have hired a private consultant to develop a plan for the necessary permits. In addition, our
Department is working with Roger Orf of Bass Lake to put together a small shoreline native revegetation plan.
Farmland Preservation — Soil and Water Conservation Standards
Heise reported that last month we submitted our draft standards to DATCP -State of Wisconsin for reviewal by
their legal counsel and be presented to the Land & Water Board today. DATCP's legal staff did not review our
county's soil and water conservation standards by the deadline. It will be presented to the State Land & Water
Board in December. It will delay our public hearing until after January 1, 2005.
Heise reported that he wanted to correct something stated last month. When we consider the Farmland
Preservation contracts vs. Ag zoning certificates, the people who signed contracts, whatever soil and water
conservation standards were in place at the time they signed the contracts, are the soil and water conservation
standards to be followed until the contract expires, unless they voluntarily opt to make those changes. We cannot
impose new standards on them. The standards that were in place at the time the contract was signed are what
stand.
