COUNCIL ON AGING AND DISABILTIES MEETING
May 19, 2011
Board Room, Health & Human Services, New Richmond, WI
CALL TO ORDER: Council Chair Nelson called the meeting to order at 9:00 a.m. Pledge of Allegiance was
said.
ROLL CALL: Supervisors: Al Schrank, Buzz Marzolf, and Esther Wentz; Council members: Michelle
Chevalier, Sue Nelson, Deb Brennan, Judy Harrison- Belisle Vera Grant, and Lois Burri. Also present ADRC
Manager Brad Beckman; HHS Director Fred Johnson; Information & Assistance Specialist Denise Gillen;
Administrative Assistant Renea Aeschliman; Caregiver Support Coordinator Nancy Abrahamson and
Community Services Coordinator Tracy Davis. Excused were Council member Ramsey Lee and Supervisor
Sharon Norton - Bauman.
ACTION OF PREVIOUS MINUTES: A motion to approve the minutes was made by Supervisor Marzolf;
seconded by Council member Grant; motion carried.
DATE OF NEXT MEETING: Thursday, June 16 at the County Board Room, Government Center in
Hudson. The Health and Human Services Open Hearing on the 2012 Budget will be held on Wednesday, June
15 at 6:00 p.m. in New Richmond.
1. Monthly Financial Report: Council members received financial information for the ADRC and the Aging
programs for April. Johnson mentioned the Aging revenue is at 36% overall with 100% of the county levy
accounted for. Expenses are also in line. Davis pointed out that the 85.21Grant dollars have not been received
yet. Johnson stated on the ADRC side the figures are in line for revenue and expense.
Fiscal Transition Planning Update: Johnson provided the Council with a handout pertaining to the
Fiscal Transition Planning. Johnson pointed out the work that has already been done and what future steps will
be taken. The question is whether to move to accrual accounting and show what dollars will be coming in or
continue as is. By showing actuals, the ability to spend dollars accordingly throughout the year would make
more sense instead of the current practice of spending at the end of the year.
2. Consideration of Claims & Vouchers: Supervisor Marzolf reviewed the vouchers. A motion to accept the
vouchers as presented was made by Supervisor Marzolf and seconded by Supervisor Wentz, motion carried.
Please seepage 4 for a list of vouchers reviewed by Marzolf Council member Nelson will review next month's
vouchers.
3. ADRC State Budget - update: Beckman informed the Council the SeniorCareRX program was placed
back into the state budget by Joint Finance. The Family Care cap will go into place July 1 st halting the transition
of consumers into publicly funded programs unless a slot opens due to disenrollment, moving out of state, or
death of a consumer. The ADRC and Aging programs did not receive any cuts at the Federal level; there will be
no increases. There may still be cuts at the state and local levels. Beckman mentioned as of July 1 St Logistic
Care will be providing transportation to consumers on Medical Assistance.
4. The CASTLE — update by Council member Chevalier: Council member Chevalier passed out recent
brochures for The CASTLE. Chevalier reported the number of attendees has increased as well as the budget
slightly. She stated they will be hosting a Group Dynamics training to assist in some of the issues that arise
within groups.

5. CHIP — update by Supervisor Marzolf: Supervisor Marzolf provided the Council with a packet of
information with a summary of the work being done by the CHIP committee. CHIP stands for Community
Health Improvement Process and began in 2008. The CHIP Steering Committee consists of various community
partners and has developed action plans hoping to improve health of residents throughout St. Croix County.
6. Staff Vacancies — Outreach Coordinator, Contracted Benefit Specialist, & Contracted Adult
Protection Social Worker: Beckman informed the Council Outreach Coordinator Rhonda Johnson turned in
her resignation effective June 30, 2011. The Contracted person who was hired for Adult Protection & Benefit,
Specialist Miranda Hotter, also resigned effective May 27, 2011. Information pertaining to the position requests
was provided to the Council members for review. The Outreach Coordinator Position will be for 19 hour /week
and oversees the Home - Delivered Meal program. A motion was made to fill the Outreach Coordinator Position
by Supervisor Wentz; seconded by Council member Burri; motion carried.
Beckman explained the individual hired to fill the Adult Protection and Benefit Specialist contracted
position, Miranda Hotter, resigned to take a permanent part-time position with the ADRC of Eau Claire County.
The positions will be filled by two separate candidates instead of one. A motion was made to use the pool of
candidates from the first time around to fill the contracted positions by Supervisor Schrank seconded by
Supervisor Wentz; motion carried.
7. Aging Updates:
• Caregiver Program Caregiver Support Coordinator Abrahamson will be attending a variety of trainings this
summer — Living Well With Chronic Conditions, Stepping On, and National Family Caregiver Support
Program.
• Interfaith Volunteer Needs Handout The Council received the most recent volunteer needs list in
their monthly packet.
• DayAway Adult Respite Program Update Abrahamson informed the Council the DayAway
program in New Richmond is booming. The Hudson location on Mondays has declined.
• Caregiver Conference Abrahamson informed the Council the brochure for the Caregiver
Conference will be done pro bono by GWAAR as a template for all other ADRCs to use.
Sponsorships trickle in slowly and some of the committee members are actively seeking
sponsorships this year.
• United Way Proposals Abrahamson informed the Council the United Way proposals were due
again this year. Both DayAway and Faith in Action were awarded grants for 2011.
• Senior Center/Nutrition Program Beckman informed the Council of a memorial given to the Home -
Delivered Meal Program by a former participant's family. He also mentioned a grant that was received by
the New Richmond Collaboration, the group working with the New Richmond Senior Center on the middle
school project, from the Bremer Foundation to assist in remodeling the building and to purchase needed
equipment in the kitchen.
• Nutrition Advisory Committee meeting Beckman informed the Council the Nutrition Advisory
Committee (NAC) meeting will be in June at the Hudson Senior Center. The NAC meets on a
quarterly basis to review menus and make suggestions or recommendations to the nutrition
program.
• Nutrition Program Managers' meeting Beckman informed the Council the Nutrition Program
Managers will meet in June to review changes in regulations from the state regarding meals and
other program related information.
• Annual Countywide Card Tournament — update Community Services Coordinator informed the
Council the 8 Card Tournament was held yesterday in Amery. The winners of the tournament
will be awarded at the Senior Picnic in Roberts on June 10 th .
• Annual Countywide Senior Picnic, June 10 in Roberts Davis provided the Council with flyers

for the Senior Picnic. Representatives from each of the Senior Center Boards have met and are
collecting donations for the day. It is a good kick off to the summer season.
• Outstanding Senior Award presented at County Fair Davis handed out nomination forms to the
Council members. The nominations are open to any person over the age of 60 who resides in St.
Croix County. The nominations are reviewed by a committee and the winner is based on the
information provided. Davis stressed accuracy and thoroughness.
• Farmer's Markey Voucher Program Davis informed the Council there are 150 vouchers
available this year and will be distributed in June. Individuals have been calling into the ADRC to
get on the list for vouchers.
• Senior Center Board Coalition United Way Proposal Davis reported the Senior Center Board
received $12,000 to be divided between all of the Senior Centers to assist with activities and trips
at each of them. Aging & Handicapped, Inc also received a grant for $3,600.
• Equipment Replacement — stove Glenwood City Beckman informed the Council the stove in
Glenwood City will be replaced with a gas stove. The City of Glenwood City will pay for half of
the purchase of the stove. A motion to proceed with the purchase of the gas stove through Sysco
by Supervisor Schrank; seconded by Supervisor Marzolf; motion carried.
• Transportation Program
• Transportation Requests Davis presented transportation requests for Glenwood City to Barron
County on June 17''; River Falls to Bay City on June 25 Disability Coalition to Chetek July 15
and July 17 A motion to accept the transportation request was made by Supervisor Marzolf;
seconded by Supervisor Wentz; motion carried.
8. ADRC updates:
• Information & Assistance Specialist — Update Information & Assistance Specialist Denise Gillen
reported between April 21, 2011 to May 18, 2011, one referral was made to Community Health
Partnership — Partnership Plan; nine referrals were made to Community Health Partnership — Family
Care Plan; 4 individuals disenrolled from CHP. Nine clients have been referred to IRIS with four
enrolled and one disenrollment. There were two nursing home relocation referrals. There were 50 PAC
referrals with 19 of them requesting information on the ADRC. The total number of assessments for the
month was twenty- three. Gillen pointed out that every individual on the waiting list received letters
asking if they would like to continue to stay on the waiting list or not. Of the one hundred forty- eight,
seventy -three asked to remain on the waiting list. There was discussion regarding if the youth in
transition would stay on the children's waiver or move right into funding through Community Health
Partnership or IRIS. Beckman mentioned that the ADRC was able to acquire 50 slots from Eau Claire
County to transition as many individuals as possible before the July 1 cap.
• ADRC Signage parking lot Government Center: Beckman suggested the Council members look for the
signage for the ADRC at each of the entrances of the Government Center. The Highway Department
repainted the sign on the south side of the building already and will be finishing the north side
tomorrow.
