MINUTES
AUGUST 4, 2004
The St. Croix County LEPC meeting was held at the St. Croix County Government Center, Community Room,
Hudson, WI. Chairman Mehls called the meeting to order at 1:07 p.m.
Present: Jack Colvard, SCC Emergency Management; Charles Grant, Art Jacobson, Chuck Mehls, Chuck
Struemke - St. Croix County Board; Tim Ramberg, SCC Hwy. Department; Craig Nelson, Baldwin Ambulance;
Geralyn Karl, Public Health; Mark Samelstad, New Richmond Police Chief; Lee Milligan, UW- Extension; Craig
Olson, River Falls; Gary Kollman, SCC Emergency Communications.
The agenda was adopted on a Grant /Jacobson MOTION. The May 12, 2004 Minutes were approved on a
Jacobson /Grant MOTION.
The next meeting date will be November 10, 2004 — 1:00 p.m. - Government Center, Community Room.
NEW BUSINESS:
1. Report on Terrorism Funded Exercises
Emergency Management applied for a WMD/Terrorism Grant through Homeland Security that will
provide funding for exercises that involve schools. Five school districts were selected. The five school
districts are Glenwood City, Baldwin, Somerset, Hudson, and New Richmond. These exercises are
mainly for management personnel of municipalities, emergency response agencies and schools
(Superintendent, Principal, and Senior Maintenance person). It is a State requirement that Schools and
Municipalities have a Disaster Plan in place and the exercises will help to test operational practicality of
those plans.
On August 9 a Table -Top Terrorism Exercise will be held for the Glenwood City School District at
10:00 a.m. at the Oak Street Cafe in Glenwood City.
Due to time constraints, the exercise that was tentatively scheduled for September 13 at Baldwin is
being rescheduled for October.
2. Report of August 26 Hammond Exercise (SARA)
The Village of Hammond has agreed to participate in a Train Derailment Exercise at 10:00 a.m. The
exercise will involve the release of a hazardous chemical. This exercise will help to test the
municipality's disaster plan, which is being updated.
3. Functional Exercise — New Richmond, 9/23/04
The City of New Richmond would like to do an exercise. The main purpose is to test communications,
incident management, and the activation of their Emergency Operations Center (EOC).
4. Report on Volk Field Training
Jack Colvard and Chuck Mehls attended a WMD/Terrorism Defensive Operations class. It dealt with
HazMat/WMD Terrorism scenarios. The class was funded 100% except for mileage and meal costs.
5. Emergency Coordinators Report
a. Funded Training — Any agency can request a class through the Emergency Management Office.
The State requires a minimum enrollment of 15 students. Colvard distributed a list of the
classes that have been presented, in the County this year. All of the classes have been funded
100% by the State.
b. Grants — A handout was given to Committee Members that shows the different grants received
from the Dept. of Military Affairs and the Office of Justice Assistance. Also, a list showing the
total funding from all grants and training refunds received so far this year was distributed to the
Committee.
For Federal Fiscal Year (FFY) 2005, St. Croix County has been awarded a $16,513.00 EPCRA
Grant, approximately $25,000 EMPG Grant (exact figures are not in yet), an FFY 2004 -2005
Exercise Grant of $12,825, and an undetermined amount, at this time, for training and an
FFY05 WMD /Terrorism Equipment.
Any municipality or emergency response agency which would like equipment through the 2005
Homeland Security Equipment Grant needs to submit their list to the Emergency Management
Office.
6. Security Concerns of SARA Planning Facilities
This topic was discussed with the concern being the security of chemicals used by companies and
private individuals, that could be used in a terrorist nature or be components that may be used in
clandestine drug labs.
7. Public Comments and Concerns
None were made.
ANNOUNCEMENTS AND CORRESPONDENCE
The communications consoles are at the Baldwin Site. Set -up of the Site is underway.
Election Day polling sites may be changed.
