SUBMITTED BY: Debra Kathan, Personnel Director DATE: October 12, 2004 COPIES TO: County Board Office, County Clerk, News Media, Notice Board, and Committee Members PERSONNEL COMMITTEE MEETING Official Date: October 19, 2004 Location: Government Center, Hudson The Personnel Committee meeting was called to order at 8:30 a.m. by Chairman Daryl Standafer. Members present: Standafer, Dick King, Esther Wentz, and Lori Bernard Arriving at 9 a.m. - -Cindy Leonard. Also present: Steve Weld and Debra Kathan. Moved (Wentz, King) and approved to adopt the agenda as presented. Moved (King, Wentz) and approved to adopt the minutes of the October 1, 2004 meeting. The next regularly scheduled meeting was set for November 5, 2004. The Committee met with GGSS Union members regarding their "demand to bargain" request concerning job descriptions in the Register of Deeds Office. Present for GGSS were business agent Steve Hartmann and local members Kim Dupre, Dawn Pace, Beth Pabst, and Polly Orf. Hartmann requsted that the county begin an immediate bargain on the appropriate wage rates for the union positions in the Register of Deeds Office that have undergone job description revisions. The Personnel Committee took no immediate action but instructed Steve Weld to respond to the request in writing to the GGSS Union and representatives. Weld and Hartmann and the union members left the meeting at 9 a.m. The Committee met with members of the Labor Association of Wisconsin (LAW) which represents the unionized deputies in the Sheriff's Department. Representing LAW were business agent Henry Kjentvet and local members Jim Dorsey, Jeff Kennett, and Mike Winberg. Also on the bargaining team, but not present today are Chris Drost and Bob Widiker. The initial proposals from the County and LAW were exchanged in open session. Copies of the initial proposals are available from the Personnel Department. Motion (Wentz, Bernard) to go into closed session per WI Stat. 19.85 (1) c for the purpose of entering into negotiations with LAW. Roll call vote: all aye; moved into closed session at 10:08 a.m. Moved (Wentz, Bernard) and approved to come out of closed session at 12:19 p.m. Both sides agreed to a second bargaining session, scheduled for 8:30 a.m., November 4, at the Government Center. Administrative Coordinator Chuck Whiting joined the meeting and indicated that he is waiting for final rates for the 2005 health insurance plan. They should be completed today or tomorrow and he will make a full report at the next Personnel Committee meeting. Kathan reported that the annual Employee Appreciation Banquet for "milestone" employees who have 15- 20 -25 -30 years of service with the County is scheduled for 6:30 s s. p.m., November 18 at the fellowship hall of Gethsemane Lutheran Church in Baldwin.
