SUBMITTED BY: Debra Kathan, Personnel Director DATE: October 28, 2004 COPIES TO: County Board Office, County Clerk, News Media, Notice Board, and Committee Members X PERSONNEL COMMITTEE MEETING Unofficial Date: November 5, 2004 Location: Government Center, Hudson The Personnel Committee meeting was called to order at 8:30 a.m. by Chairman Daryl Standafer. Members present: Standafer, Dick King, Esther Wentz, Lori Bernard, and Cindy Leonard. Also present: Chuck Whiting, Ron Volkert, and Debra Kathan. Moved (Wentz, Bernard) and approved to adopt the agenda as presented. Moved (King, Wentz) and approved to accept the minutes of the October 19 meeting. Moved (King, Wentz) and approved to accept the minutes of the November 4 meeting. Next meeting date was set for December 3. Kathan updated the committee on issues regarding positions in the Computer Services Department. The position of Network Administrator has been created from an existing position to coordinate the work of the technicians and support the infrastructure of the County's computer system. Labor attorney Weld will be requesting that the position be removed from the union based upon managerial responsibilities. Weld will also request that the position of Systems Programmer /Analyst be removed from the union based upon its professional status. It is a four -year degreed position with unique job responsibilities and program functions. The position of Operations Specialist has been re- designed to include trainer opportunities for the incumbent. The County will not request its removal from the union. The Committee reviewed the updated language for the Escrow provisions of the non -union retirement conversion to health insurance premiums, Article 8, Section 8. Moved (Wentz, Bernard) and approved to revise the policy to provide for an escrow provision of up to 10 years in duration for the purpose of setting aside health insurance premium payments based upon the conversion of Long Term Sick Leave at the time of retirement.
