SUBMITTED BY: Debra Kathan, Personnel Director DATE: December 7, 2004 COPIES TO: County Board Office, County Clerk, News Media, Notice Board, and Committee Members i PERSONNEL COMMITTEE MEETING Official Date: December 10, 2004 Location: St. Croix Health Center, New Richmond The Personnel Committee joined the Health and Human Services Board at their regular meeting on December 10. Chairman Daryl Standafer called the Personnel Committee meeting to order at 9:40 a.m.. Members present: Standafer, Dick King, Esther Wentz, and Cindy Leonard. Absent: Lori Bernard. Present for the HHS Board were members Esther Wentz, Stan Krueger, Tom Dorsey, Lois Burri, Tom Caflisch, Ralph Swenson, and Debbie Rasmussen. Also present: Debra Kathan, John Borup, Carolyn Krieger, and Malva Berg. Moved (Wentz, King) and approved to adopt the agenda as presented. Action on minutes was postponed until the next regular committee meeting. The next regularly scheduled meeting was set for January 7, 2005. Motion (King, Wentz) to join the Health and Human Services Board in closed session per WI Stat. 19.85 (1) c for the purpose of labor negotiation discussions regarding unions under the Health and Human Services umbrella. Roll call vote: all aye; moved into closed session at 9:41 a.m. Malva Berg was dismissed from the session. Moved (Wentz, Leonard) and approved to come out of closed session at 10:40 a.m. No action was taken in closed session. Standafer recessed the Committee to a different meeting site to continue with the Personnel agenda. Committee reconvened in the conference room of the SCHC at 10:45 a.m. with members Standafer, Wentz, King, Leonard, and Personnel Director Kathan. Discussion regarding the holiday schedule ratified by the LAW membership. Moved (Wentz, Leonard) and approved to authorize the Personnel Director to extend letters to the AFSCME unions proposing a change in annual holidays — eliminating one- half day on New Year's Eve and a full -day on Good Friday and adding Martin Luther King Day and President's Day. The Committee reviewed language changes to the Personnel Handbook which would reference the new holiday schedule and a new PTO multiplier schedule. Moved (Wentz, Leonard) and approved to incorporate the new language regarding annual holidays and the PTO multiplier into the Handbook, effective January 1, 2005. Standafer adjourned the meeting at 10:50 a.m. Respectfully submitted, Esther Wentz, Secretary
