PUBLIC PROTECTION COMMITTEE MEETING
February 10, 2004
MEMBERS PRESENT: Julie Speer, Chuck Mehls, Mary Louise Olson,
Denise Gunderson and Dan Raebel.
STAFF PRESENT: Sheriff Dennis Hillstead, Administrative
Assistant Mary Martell,District Attorney Eric Johnson, Child
Support Administrator Katy Kapaun and Renee Carufel.
Meeting called to order at 9:00 a.m. by Chairperson Speer.
Motion by Raebel /Gunderson to approve the agenda. Motion by
Raebel /Gunderson to amend the agenda to delete 4a
(Methamphetamine presentation)until next month. Carried. The
March meeting is scheduled for the 5th at 8:30 a.m. Mehls is
excused for the March meeting. Motion to approve the minutes
of January 6th by Gunderson / Mehls. Carried.
The meeting for April will be on the 7 th at 8:30 a.m.
CHILD SUPPORT REPORT: Kapaun presented the monthly report of
caseload tracking and expenditures for January. She reported
collections exceeding ten million dollars in support in 2003.
She explained starting a mandatory pre -trial with individuals
and Corporation Counsel to see if they can come to an agreement
without going to court. This was very agreeable with the
Judges.
Kapaun asked the committee if it would be possible to collect
back child support from individuals involved in the County's
class action suit. Consensus of committee is to check with
Corporation Counsel and go ahead with this idea.
DISTRICT ATTORNEY'S REPORT Johnson presented a budget report.
Discussion was held. He reported we are receiving the grant for
$50,000 from the Federal Government. He would like to split this
money between methamphetamine education in high schools and the
diversion program for the Jail.
Defibrillators were discussed. The defibrillator for the
Government Center has not been in place as we are waiting for
the Personnel Department to recruit staff for training on this
machine. Motion by Mehls / Raebel to approve the bills of
$2033.39. Carried. There will be a methamphetamine
presentation by the District Attorney's office on March 5 th in
the Community room for the public.
MEDICAL EXAMINER'S REPORT Report was reviewed. Motion by
Mehls /Olson to accept the bills as presented. Discussed the
collection cost of cremations. This will be discussed next
month.
PRIORITIZE PROGRAMS This will be coming up in April. Each
department will be responsible for prioritizing their own
department.
Lori Diaby Gassma, County Sanitarian, reported to Raebel the
Somerset campsite owners and concert providers are meeting. They
would like to meet with the County committees regarding public
safety to create an ordinance.
SHERIFF'S REPORT Hillstead reported on a double traffic
fatality last week. There were several home burglaries last
month. He is considering additional patrol coverage to help
with this problem. Meth arrests have increased this past week.
Hillstead indicated the Huber building is behind schedule. Some
of the delays are: intercom, cameras and door locks. The
Department is aiming for a March opening. If the County had
been able to populate the Huber facility on time it would have
not lost the monthly revenue.
There are problems with the intercoms in the Jail. The system
is burning out and we are having trouble getting parts. There is
no money in the budget this year to replace the whole system.
Adjustments have been made until this can be remedied.
Discussion of the cost of municipal holds in the County Jail was
held. Other counties charge municipalities about half of the
cost of housing inmates. Hillstead will research if each
municipality could add the cost of each day in jail to the
inmate.
Hillstead informed the committee he will provide Assistant
District Attorney Dave McQuillen, who works on meth cases, with
a laptop. The cost of the laptop is $2300. Hillstead needs to
purchase a new 33 mm gas launcher for $1478.60 plus shipping.
The funds will come from the Confiscated account.
Discussion of budget year -end payments. If something was
ordered in 2003 and paid for in 2004 it must come from the 2004
budget.

CHIEF DEPUTY'S REPORT: Volkert reported he attended the 6th
Annual Sheriff's convention. He explained the topics discussed
at the convention.
VIDEO CONFERENCING There is still going to be a trial run for
this with adjoining counties.
Captain Humphrey had more surgery on her eye and will not be
able to return to work until March 1.
JAIL ACCOUNTING: The system is working well. Hillstead is
meeting with inmates to see if they have any concerns.
Hillstead will review any grievance and inmates can contact him
directly. The grant for inmate education has been cut back from
$30,000 to about $12,000. We will try and get donations from
different companies so we do not have to cut back on educational
services.
BILLS & VOUCHERS Motion by Gunderson /Olson to approve the 2003
bills of $42,236.09 for the Jail. Carried. Motion by
Mehls /Gunderson to accept the January 2004 Jail bills of
$31,958.44. Carried. Motion by Gunderson /Speer to pay the 2003
Sheriff bills of $44,958.99. Carried. Motion by
Mehls /Gunderson to pay the towing bills of $3150( #6511 -3231) is
paid out of the 2003 budget and the remainder from the 2004
budget. Carried.
Martell reported she will be working with Computer Services on
the web browser. She also reported a vacancy in the Sheriff's
Department has been filled. Court security will start on April
1, 2004. There are three jail positions to fill.
