Speer DATE: February 20, 2004 & March 3, 2004 COPIES TO: Respective Department Heads, County Board Chair, Administrator Coordinator, County Clerk, Public Protection Committee, News Media and News Board. *These items will be presented and discussed by each department PUBLIC PROTECTION COMMITTEE MEETING March 5, 2004 MEMBERS PRESENT: Julie Speer, Denise Gunderson and Dan Raebel. Chuck Mehls and Mary Louise Olson were excused. STAFF PRESENT: Sheriff Dennis Hillstead, District Attorney Eric Johnson, Chief Jailer Karen Humphrey and Renee Carufel. Meeting called to order at 8:30 a.m. by Chairperson Speer. Motion Gunderson /Raebel to approve the agenda. Carried. Next meeting is April 7 th at 8:30 a.m. Motion by Gunderson /Raebel to approve the minutes of February 10 Carried. CHILD SUPPORT REPORT A list of bills was presented to the committee. After review, motion by Raebel /Gunderson to approve the bills as presented. DISTRICT ATTORNEY'S REPORT A budget status report was presented. Motion by Raebel /Gunderson to approve the bills as presented. Carried. Victim Witness received a check for $9,112 for expenditures under our VOCA grant for the period October 1 through December 31, 2003 from the State. SHERIFF'S REPORT The bills were not presented so they will be approved at the next meeting. The Huber facility is open and being used at the present time. By the end of March there will be 80 people in the Huber facility, which will be at capacity. Hillstead reported on several arrests of persons who were involved in the local home burglaries. He also reported on a drowning on the St. Croix River and a 70 yr old man who swamped his boat. St Croix County deputies rescued this man. There have been 2 fatalities so far this year. DEFILBRILLATORS No action was taken at this time. JAIL ACCOUNTING Humphrey reported the Caucus software is working very well. The accountant is very pleased with its performance. Hillstead reported switching to US Best for the Jail food because of a cost saving of $90,000 annually. r MUNICIPAL JAIL CHARGES Hillstead reported the County will charge a regular rate for municipal court inmates. Motion by Gunderson /Speer to keep the rate for municipal Jail inmates at $60 per day. Carried. LONG TERM LEAVE OF ABSENCE: Scott Knutson has applied for a one year leave of absence to go to Iraq to train the police forces. Discussion was held. Motion by Gunderson /Raebel not grant a 12- month leave of absence to go to Iraq to train their police force but in the event that he resigns for the aforementioned he will be given high consideration for rehire in the Sheriff's Department /Jail upon his return. Carried. EXPENDITURES FROM THE DRUG FUND: Hillstead reported he will be sending an officer to more extensive meth training in California. The cost of this will be around $3000 and will use funds from the Drug Fund. Next month the voucher system and timing will be discussed. Hillstead requested the St. Croix, Polk, and Pierce County District Attorneys provide information as to how much time is spent on drug cases. JAIL CAPTAIN'S REPORT: Humphrey reported the Jail has received a grant for $13,000 to be used for education in the Jail. This money will not be available next year so plans are being made as to how to raise these funds. MEDICAL EXAMINER'S REPORT Report reviewed. Committee would like to know the ratio of deaths to autopsies. Motion by Gunderson /Raebel to approve $3977.82 for the February bills. Carried. Motion by Gunderson /Raebel to go into closed session as per WI Statutes 19.85 (1) (b) for evaluation of an employee at 10:15. Motion by Speer /Gunderson to come out of closed session at 10:30. Evaluation will be postponed until next month when the whole committee will be present with the employee.
