PUBLIC PROTECTION
JULY 9,2004
MEMBERS PRESENT: Julie Speer, Denise Gunderson, Chuck Mehls,
Lori Bernard and Mark Erickson.
STAFF PRESENT: Sheriff Dennis Hillstead, Chief Deputy Ron Volkert, Office Manager Mary Martell, Child
Support Administrator Katy Kapaun, District Attorney Eric Johnson, Law Student Intern Scott Endicott, Medical
Examiner Cindy Litzell, Emergency Communications Supervisor Casey Swetlik and Renee Carufel.
Meeting called to order at 8:35 a.m. by Chairperson Speer. Motion by Mehls/Bemard to approve the agenda. Carried. Next
meeting is August 11th at 8:00 a.m. The budget meeting will be on the August 16` a.m. The September regular meeting
will be 10` at 8:30 a.m.
f Motion to approve the minutes of June 9` by Gunderson/Bernard. Carried.
MEDICAL EXAMINER'S REPORT Bills were reviewed. Motion by Gunderson/Bernard to approve the bills of $3317.51.
'Carried. Swetlik presented a report of phone reports, cremations, scene calls and autopsies. Review was made. A revenue and
expense report was also presented. Swetlik informed the committee the department is looking at using a medical examiner intern
program from the University of River Falls. This person would do data entry for the department while learning the job. The
software, photo attachment and upgrade for this program would cost about $5300. Swetlik will see if the State could provide this
at no cost.
CHILD SUPPORT REPORT Kapaun presented a report of monthly facts and figures. Cases continue to increase. Reviewed
invoices. Looking ahead to 2005, the Department will be getting less State revenue. The State has created a new standard by
which we will be collecting more child support for medical services. Reported on staff training. Collections year to date through
;June are over 5 million dollars. Kapaun praised her hard working staff for the extra work in the summer. Motion by
Mehls /Gunderson to accept the bills of $1479.45. Carried.
DISTRICT ATTORNEY'S REPORT Law student Brad Endicott was introduced by Johnson as intern in the DA's office. He
is in the process of being certified so he can work on traffic cases. This will help relieve the shortage of district attorneys in the
office.
Johnson requested approval for the difference in hotel rates for David McQuillen as his hotel room exceeded the $62.00 County
limit per night when he went to the Meth convention in San Francisco. This expense is covered by the Confiscated Drug fund.
;Chair Speer suggested he fill out the form from the Finance Department.

'Johnson explained the legislation he would like to introduce regarding Meth at the State level. Motion to approve
I the bills of $1728.91 by Erickson /Bernard. Carried.
( ATM MACHINE Mehls reported there is not much hope for the ATM machine after checking with other departments.
TRAFFIC TICKET COLLECTIONS: As of last week, four officers have collected $25,829 with credit card collections.
Mehls reported there should be a sub - committee just for collection of outstanding fines. This should consist of the Clerk of
Court, Corporation Counsel, Sheriff, District Attorney, Personnel, Administrative Coordinator and the five Public Protection
Committee members. Discussed publishing the names of violators in the local papers. Discussed possible ways of handling
these delinquent fine violators. There should be a separate meeting on this in October.
WEB BROWSER: Nothing new per Hillstead.
j SHERIFF REPORT The Department will be working the Apple River on Saturday. A report of the outcome will be made at
jnext month's meeting.

IHillstead reported there have been five fatalities for the year. Traffic citations have increased considerably in the past. Fifteen
more credit card machines will be put in patrol cars before August.
Hillstead reported on a number of buy busts for Meth in the past few weeks. Burglaries have decreased since the last arrests.
The Department has not worked the last two concerts because the numbers have been down but expect to be working the August
28` one in Somerset.

I Hillstead reported on the increase in the Huber inmate problems. Average daily population in the Jail for the month of June was
116. The carpet cleaner for the Jail has broken so a new one is needed. The cost is $1280 for a new one. Motion by
Gunderson/Mehls to approve this purchase from the Jail Assessment Fund. Carried.
AUTOMATIC PAWN SHOP SYSTEM: No action at this time and will be put on the agenda in August.
INMATE DEBTS Hillstead reported we are still working on taking these to small claims court.

Discussion was held on the need for additional storage space for storing confiscated evidence to be built.
BILLS & VOUCHERS Motion by MehlsBernard to accept the Jail bills of $24,356.28. Carried. Motion by
Gunderson/Bemard to accept the Sheriff's bills of $28,125.68. Carried.
River Falls Lions Club donated another defibrillator to the Department. This was put in a squad car.
Hillstead reported the Boat Patrol has made 17 arrests on the river. We have applied for a grant to purchase a smaller boat to
use on small lakes in the County.

Hillstead reported on where the department is according to the budget and indicated they are under budget on gas purchases.

Video conferencing was discussed. Director of Computer Services Tom Boron should be invited to the next meeting to report
on the progress of video conferencing. Consensus of committee is to use this as much as possible to save transportation costs.
