PLANNING AND ZONING COMMITTEE
ST. CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI
January 27, 2004
Supervisors: Art Jensen, Jan Zoerb, Linda Luckey, Veronica Anderson and Lois Burri were present.
Staff: Steve Fisher, Jon Sonnentag, Deb Zimmermann and Kay Walsh

Chairman Jensen called the meeting to order at 9:00 a.m. Burri moved, seconded by Zoerb, and carried, to
adopt the agenda.
Date of next meeting: The next meeting for this committee is February 4, 2004, at the Government
Center in Hudson.
Minutes: Motion by Zoerb, seconded by Burri and carried to adopt the January 13, 19, 20 and 21, 2004
minutes with corrections mentioned.
Major and Minor Subdivisions

The committee recessed from 10:00 a.m. to 10:10 a.m.
Bills, Invoices and Revenue Report: Motion by Zoerb, seconded by Burri and carried to approve
December 2003 bills of $218,604 and to note revenue of $40,643.34.
Violations and Citations: The Committee reviewed the report with staff. Short discussion held on
Slocum hearing that was held on January 26
Rezoning Schedule: The committee set the following dates for a rezoning hearing: March 3, 2004 at the
St. Croix Government Center in Hudson at 7:00 p.m. — Neumann (Somerset) and Halleen (Stanton).
Escrow Funds: Motion by Jensen, seconded by Anderson and carried to approve the release of escrow
funds for the Town of Hudson in the amount of $36,344.66. The money will be used towards the
development of a new park on County Road UU and the expansion of the town hall park in the Town of
Hudson.
Land Information Internet Policy: The committee was previously handed out the proposed policies on
this. Discussion held with Kay Walsh, Register of Deeds, on how this information will be accessed and
who will be using it. Walsh explained that this is a very good tool for the public, and all of this
information is available on the internet now. This is just a better avenue for the public to get the
information needed, rather than go through the staff. Walsh added that there was a 24% increase in
revenue for Land Records from 2002 to 2003.
Motion by Zoerb, seconded by Anderson to recommend that this policy be put on a future agenda as an
informational item and that the committee endorse policy options 2 and 4 as stated on pages 6 and 7 of the
St. Croix County Land Information Internet Policy dated December 15, 2003. Motion carried on a
unanimous vote.
The committee recessed for lunch from 11:20 a.m. to 12:20 p.m.

Ordinance Development: The Committee reviewed the staff's draft of the proposed subdivision and
sanitary ordinances.
Adjournment: Meeting declared adjourned at 5:00 p.m.

ATTACHMENT A MINOR SUBDIVISIONS: January 27, 2004
1. Owner: Richard Scherer
Location: NE' /4 - NW '/4, NW '14 NW '/4 of Section 29 and SE '/4 SW '/4, SW '/4 SW '/4 of Section
20, Town of Warren, 1 lot totaling 3.11 acres, original parcel 10.01 acres.
Staff Recommendation: Conditional approval: 1) The remnant parcel must be attached to
adjacent land east of the original parcel.
Committee action: Motion by Zoerb, seconded by Luckey to approve with condition
recommended by staff, carried.
2. Owner: Cher Yang, Lor Tova, Tria Lor
Location: NE ' /4 - SE %4, Section 3, Town of Kinnickinnic, 2 lots and 1 outlot, totaling 13.2
acres, original parcel 13.2 acres.
Staff Recommendation: Conditional approval: 1) A note regarding the future use of the access
strip shall be placed on the face of the map as follows: "No additional platted lots may take
access through the 66' wide portion of lot 5 unless all structures conform to applicable setbacks
and county road standards are achieved. "
Committee action: Motion by Zoerb, seconded by Anderson to approve with condition
recommended by staff and with one additional condition: 2) Modification to erosion control note
to read "... these lots." Motion carried.
3. Owner: Michael Haller
Location: NW'/4 - NW' /4, Section 33, Town of Baldwin, 1 lot totaling 2.959 acres, original
parcel 115 acres.
Staff Recommendation: Conditional approval: 1) A note regarding the future use of the access
easement shall be placed on the face of the map as follows: "No additional platted lots may take
access via the 66' wide easement unless all structures conform to applicable setbacks and county
road standards are achieved."
Committee action: Motion by Zoerb, seconded by Burn to approve with condition
recommended by staff, carried.
4. Owner: Merle Neilson
Location: SW V4-NE ' /4 and SE ' /4 - NE '/4, Section 27, Town of Kinnickinnic, 2 lots totaling
17.859 acres, original parcel 42.03 acres.
Staff Recommendation: Conditional approval: 1) The remnant parcel must be attached to land
adjacent to the original parcel; 2) The existing livestock must be removed from the structures
located within 100 ft. of the property line; 3) The existing trailer homes must be removed or
modified consistent with the memo dated 1/21104.
Committee action: Motion by Anderson, seconded by Luckey to approve with conditions
recommended by staff and with one additional condition: 4) Modification to erosion control note
to read "... these lots." Motion carried.
5. Owner: Walter Germain
Location: SE' /4 - SE' /4, Section 14, Town of Somerset, 1 lot totaling 7.03 acres, original parcel
20 acres.
Staff Recommendation: Conditional approval: 1) The remnant parcel must be attached to land
adjacent to the original parcel; 2) DOT number must appear on the face of the map.
Committee action: Motion by Zoerb, seconded by Burn to approve with conditions
recommended by staff ,carried.
6. Owner: Mike Germain
Location: NW '/4 - NW '/4, Section 10, Town of Somerset, 4 lots totaling 40 acres, original parcel
40 acres.
Staff Recommendation: Conditional approval: 1) The following note must be placed on the
face of the map: "An erosion control plan will be required by the St. Croix County Zoning Office

prior to construction on these lots "; 2) A note regarding the future use of the access strip shall be
placed on the face of the map as follows: "No additional platted lots may take access through the

Committee action: Motion by Zoerb, seconded by Anderson to approve with conditions
recommended by staff, carried.

Staff Recommendation: Conditional Approval: 1) The developer and project engineer must sign
the supplemental "Conditions of Approval — Exhibit #I "prior to construction.
Committee Action: Motion by Zoerb, seconded by Jensen to approve with condition
recommended by staff, carried.
2. I.M.H. Development I — Preliminary
Owner: Jay Uldrych
Location: Section 4, Town of Eau Galle, 2 lots totaling 7.90 acres.
Staff Recommendation: Table
Committee Action: Motion by Burn, seconded by Zoerb to table the request until the town has
formalized an approval and the outstanding issues with the Land and Water Conservation
Department have been resolved.
