PLANNING AND ZONING COMMITTEE
ST. CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI
May 25, 2004
Supervisors: Jan Zoerb, Lois Burn, Buck Malick, Wally Habhegger and Brian Hurtgen were present.
Staff: Rod Eslinger, David Fodroczi, Jenn Emmerich, Brad Roy, Deb Zimmermann, Pete Kling
Others: Doug Zahler, Ty Dodge, Art Feyereisen, Dennis Nelson
Chairperson Zoerb called the meeting to order at 9:00 a.m. Malick moved, seconded by Burri, and
carried, to adopt the agenda.
Date of next meeting: The next meeting for this committee is May 26, 2004, at 7:00 p.m. at the Ag
Center in Baldwin.
Minutes: Motion by Malick, seconded by Burri and carried to approve the May 5, 2004 minutes.
Major and Minor Subdivisions
Minor Subdivisions: See attachment A:

Bills, Invoices and Revenue Report: Will be on the agenda for tomorrow night's meeting.
Violations and Citations: The Committee reviewed the report with staff.
Rezoning Schedule: The committee set the following date for a rezoning hearing: June 23, 2004 at the
St. Croix County Ag Center in Baldwin at 7:00 p.m. — Nelson (Somerset) and Curtiss (Richmond).
Amendment to Town of Hudson Zoning Ordinance: Motion by Burri, seconded by Malick
and carried to recommend approval of the following amendment to the Town of Hudson Zoning
Ordinance:
Amendment to 105 -14 B (1) Commercial/Light Industrial portion of the Zoning Ordinance to allow
(p) the sale of new utility, recreational, camper and agricultural trailers and pick -up truck
accessories to accommodate 5 th wheels.
Staff will prepare the Resolution and forward onto County Board for approval.
Personnel Update: Staff updated the committee on zoning staff. The temporary support staff will
continue working regular hours in the absence of Jessie Nye. Jon Sonnentag will be leaving June 2 °
This vacancy has been announced and put in the papers. The closing date for this position is June 15`
Interviews will probably take place the end of June. Jenn Emerich will be covering the subdivision
reviews in the interim.
Closed Session pursuant to Wis. Stat 19.85(1)(f): Motion by Malick, seconded by Burn and carried
unanimously to convene into closed session. Motion by Malick, seconded by Burri and carried to
reconvene into open session. Unpaid leave request granted unanimously in closed session.
The committee recessed from 11:55 a.m. to 1:00 p.m.

Departmental Reorganization - Chairperson Zoerb suggested this item be included on all
Committee agendas until further notice. Whiting, Kathan and Fodroczi reviewed the original and
revised draft of the position description for the Planning and Zoning Director. Kathan reported
that she received several responses from other counties about merged departments and
department head position descriptions. The responses were very helpful in developing the
original draft. Fodroczi indicated that he added and clarified a few ongoing responsibilities.
Motion by Malick, seconded by Burri to approve Draft 2 of the position description for the
Planning and Zoning Director and the related Mission Statement for the Planning and Zoning
Department for Hay System evaluation and review by Personnel, Administration, Finance and
County Board. Motion carried
Ordinance Development - Corporation Counsel Timmerman reviewed his memo of February 23,
2004 regarding Committee and staff responsibilities for administering the Land Division
Ordinance. The Committee expressed a willingness to consider delegating staff review of land
divisions for conformance with ordinance standards. The committee could still evaluate a select
number of staff approvals after review. Committee members could also request review of
surveys of notable concern. Motion by Malick, seconded by Burri to draft the new ordinance
with staff approval of land divisions under new ordinance with the Committee to establish a
transition policy for review of actions and sample decisions. Motion carried. Supervisor
Habhegger requested that staff check on review procedures of other counties.
The Committee continued review of the proposed Land Division Ordinance from page 39
through page 58.
