Location: The NW '/4 of the SE '/4, Section 3, T31 N -R1 6W, Town of Cylon. Information on this petition may be obtained from the office of the Zoning Director, Hudson, St. Croix County, Wisconsin. In the case of cancellation of this hearing, such notice will be announced on WIXK and WEVR Radio Stations, or call the Zoning Office at 715 -386 -4680 before 5:00 p.m. Jan Zoerb, Convenor Planning and Zoning Committee MINUTES St. Croix County Planning and Zoning Committee May 26, 2004 St. Croix County Agricultural Center, Baldwin, Wisconsin Committee members present: Supervisors Jan Zoerb, Lois Burri, Buck Malick, Wally Habhegger and Brian Hurtgen. Staff present: Rod Eslinger, Deb Zimmermann Chairperson Zoerb called the meeting to order at 7:00 p.m.. Motion by Burri, seconded by Habhegger and carried to open the public hearing. Zoerb explained the hearing process and Eslinger read the public hearing notice. Kermit Thompson: The request is to rezone approximately 11 +/- acres of land from Agriculture to Ag/Residential. Location: The NW 1 /4 of the SE 1 /4, Section 3, T31N -R16W, Town of Cylon. Kermit Thompson is the owner and explained that he would like to rezone this parcel of land for his granddaughter to allow her to build a home. He believes this is a good place on the property for the home as this parcel is separated from adjacent fields by an abandoned railroad bed on the property. Eslinger went over the staff report stating that the request is consistent with the County Plan. The Town of Cylon has recommended approval of the request, and considered State Statute 91.77 in making their decision. Amy Lavaier, an adjoining property owner, had questions on the plans for development of this lot and how it would affect her property. Thompson explained that they plan to locate one home on the parcel, and have no plans to further subdivide. Hearing closed. Discussion held by the committee. Motion by Malick, seconded by Burn and carried to approve the rezoning request for Kermit Thompson to rezone 11 +/- acres of land from Ag to Ag/Residential and forward to County Board for approval. The approval was based on the following findings: 1. The parcel is in the rural planning area and is an appropriate use. 2. This triangular site is an open filled with a creek running through one corner. There is a former building site in the southwest corner. A former railroad grade runs along the southeast boundary and separates the land from adjacent farm fields. 3. The site has access to a town road to the west, 235 Street, and north, 235 Ave. 4. The Town of Cylon has recommended approval and has stated that they have considered §91.77 in making their decision. The request will be forwarded to the County Board. Release of Escrow Money: Eslinger stated that the Town of Cady and the Town of Troy have requested for money to be released from their escrow accounts to allow them to help out with park costs in their towns. Discussion held. Motion by Malick, seconded by Burri and carried to approve the request for $9,000 to be released from the Town of Cady escrow account for costs related to improvements to the Village of Wilson Ball Park. 1 • t Motion by Malick, seconded by Hurtgen and carried to approve the request for $56,405 to be released from the Town of Troy escrow account for costs related to improvements at the South Cove Boat landing located on the St. Croix River. Staff will forward these approvals to the Treasurer. Zoning Bills and Invoices: Motion by Habhegger, seconded by Hurtgen to approve the zoning bills of $24, 310.69 and revenue report for $69,048.50 for the month of April 2004.
