1. An Ordinance Amending Chapter 17, St. Croix County Zoning Code, to Amend
Section 17.15, Agricultural /Residential District by adding the following:
Section 17.15(6)(v) Temporary establishment and operation of a portable
ready -mix concrete plant for the production of material to be used in the
construction or maintenance of public roads, to be limited in time to a specific
project duration.

St. Croix County Planning, Zoning and Parks Committee
January 7, 2004
St. Croix County Government Center, Hudson, Wisconsin
Committee members present: Supervisors Art Jensen, Veronica Anderson, Jan Zoerb, Linda
Luckey and Lois Burri. Staff present: Rod Eslinger and Deb Zimmermann
Chainnan Jensen called the meeting to order at 7:00 p.m. A motion was made by Zoerb,
seconded by Anderson and carried to adopt the agenda. The next meeting is scheduled for
January 13, 2004 at the Government Center in Hudson.
Jensen explained the hearing process and opened the hearing. Eslinger read the notice into the
record as follows:
An Ordinance Amending Chapter 17, St. Croix County Zoning Code, to Amend Section 17.15,
Agricultural/Residential District by adding the following: Section 17.15(6)(v) Temporary
establishment and operation of a portable ready -mix concrete plant for the production of material to
be used in the construction or maintenance of public roads, to be limited in time to a specific project
duration.
Bennie Stenner appeared on behalf of the Kraemer Company. They have petitioned to have an
amendment to the ordinance to allow temporary concrete plants in the ag /residential district with
a special exception permit. This is important to contractors doing work in the areas, as it would
allow the concrete plants to be located close to the projects where they are needed. The concrete
sets up quickly, so the closer to the plant can be located to the project, the better. There is
language in the current ordinance that allows for temporary asphalt plants to be located in the
ag /residential district with a special exception permit, and Stenner explained that this is very
similar in nature. With all of the road projects in the county, this amendment would be
beneficial to many.
Eslinger explained that the staff supports this request and reiterated that this is very similar in
nature to the temporary asphalt plants. The use is generally associated with government uses and
DOT projects. The Board of Adjustment can place conditions on these permits if necessary.
The hearing was closed. Discussion held. Motion by Jensen, seconded by Zoerb and carried to
recommend approval of the request to Amend Section 17.15, Agricultural/Residential District by
adding the following: An Ordinance Amending Chapter 17, St. Croix County Zoning Code,
Section 17.15(6)(v) Temporary establishment and operation of a portable ready -mix concrete plant
for the production of material to be used in the construction or maintenance of public roads, to be
limited in time to a specific project duration.
The request will be forwarded to County Board for the January 20, 2004 meeting.
Motion by Zoerb, seconded by Jensen to adjourn at 7:33 p.m.

The St. Croix County Planning, Zoning and Parks Committee will be conducting a public
hearing on Wednesday? JarAMO" MOM 7:00 p.m. at the St. Croix County Government
Center, 1101 Carmichael Road, Hudson, Wisconsin (lower level community room), to
consider the following petition(s):
1. An Ordinance Amending Chapter 17, St. Croix County Zoning Code, to
Amend Section 17.15, Agricultural /Residential District by adding the
following:
Section 17.15(6)(v) Temporary establishment and operation of a portable
ready -mix concrete plant for the production of material to be used in the
construction or maintenance of public roads, to be limited in time to a
specific project duration.
Information on this petition may be obtained from the office of the Zoning Director, Hudson,
St. Croix County, Wisconsin. In the case of cancellation of this hearing, such notice will be
announced on WIXK and WEVR Radio Stations, or call the Zoning Office at 715 - 386 -4680
before 5:00 p.m.
