CROIX COUNTY GOVERNMENT CENTER, HUDSON WI FEBRUARY 10, 2004 Present: Chairman Art Jensen, Supervisors, Veronica Anderson, Lois Burri, Linda Luckey, and Jan Zoerb. Staff: Brian Halling, Dave Fodroczi, Steve Fisher, Ellen Denzer, Brett Budrow, Shar Croes, Jennifer Havens and Judy Olson. Guests: Bill Berndt Adoption of the Agenda -The meeting was called to order at 9:05 a.m. Motion by Anderson, 2nd by Burn to adopt the agenda and carried. Adoption of Previous Minutes — Motion by Zoerb, 2nd by Burn to approve the minutes of November 25, December 10, December 23, January 7, and January 26 with corrections. Motion carried. COUNTY SURVEYOR UPDATE Surveyor — Job Description — Committee members reviewed the updated job description. Motion by Zoerb, 2nd by Jensen to approve the St. Croix County Surveyor Job Description as presented with changes. Motion carried. Halling will bring in copies of the new job description next month. PLANNING BUSINESS Bills and Invoices- Motion by Burri, 2 nd by Zoerb, to accept the revenue report of $1,268.35 as presented and approve the payment of the bills in the amount of $72,168.66. Motion carried. Town Planning Projects- Budrow reported that the Town of Baldwin has completed the transportation element except for some work on the Highway 63 corridor. They are doing further work with DOT on preservation in that corridor. The housing segment is complete and they are beginning economic development. Hammond is continuing work on the agricultural segment. It is a difficult segment with all the new building in that town. Approximately 900 acres have been put into major subdivisions over the last four years. If that rate continues over the next eight to ten years, major subdivisions will take up 3,000 to 4,000 acres, but a large segment of land in the town will still remain in agricultural use. Pleasant Valley has completed the agricultural and natural resources segments and is beginning the land use segment. Another open house is planned for March to obtain more input on the issue of density. Budrow noted that he has talked to towns about the proposed ordinance revisions and answered questions about conservation design versus conventional design, density, setbacks, central water, and zoning changes. Denzer reported that Cylon has completed the cultural resources segment and is beginning the economic development and agricultural segments. There were concerns about a possible junkyard. The town of Stanton has completed the cultural resources & housing segments. Denzer distributed copies of the ordinance proposals at the last meeting for review and discussion. 1 Fodroczi reported that he received a letter from the Town of Kinnickinnic Chair expressing interest in getting some services for planning and engineering activities for developing a town plan. He agreed that it would be good for him to meet with the plan commission and town board. There are several new members and it would be beneficial to inform them about what we are doing and how it relates to their interests. The town chair will meet with the town plan commission later this month and reply back to Fodroczi. STH 65 Corridor Study — Budrow attended an operational planning meeting with DOT and consultants recently to discuss goals, the study, project scope, and long term and short term needs. There are two possible alternatives, a northerly bypass and a southerly bypass. The southerly bypass seems to be the chosen route. Invitees included DNR, USF &WS, Army Corps of Engineers, Regional Planning, USGS, town, village & city officials, and utilities representatives. All the preliminary data were collected. Four public information meetings are planned. Information is also on the DOT website. An environmental study and preliminary plat of the chosen route showing the right -of -way mapped out will be ready in 2005. The DOT is working closely with the Town of Warren and Village of Roberts on a comprehensive plan. The plan is for no access onto Highway 65 between the interchange at I -94 and Highway 12. The study includes a four -lane highway from I -94 to New Richmond. Regional Wastewater Issues — Fodroczi stated that he has heard nothing yet on the Watershed Initiative Grant. Groundwater modeling proposals were received from USGS which were sent to Bob Heise and Pierce County to review. There is a $75,000 cost on what is proposed. Cost sharing would result in $30,000 of their funds and $45,000 of local funds. Any funding for this effort would not be considered until the 2005 budget process later this year. We talked about the possibility of having another rather large group meeting of all the state and federal agencies with local input, possibly within the next month. That kind of conversation can happen early and if there is any opportunity to build some partnerships with developers over time we can accomplish that. Fodroczi stated that the Regional Wastewater group is tracking through the process with expectations that there are some budget implications which will be shared them with as many agencies and organizations as possible. Correspondence was received from DNR on the facility planning projects at Hammond and Roberts. Separate facilities in each community are most likely. However, there was one comment that a combined facility with a Twin Lakes discharge may still be considered. Both communities will be upgrading treatment facilities. Land Information Program- Budrow reported that parcel mapping is being completed for Deer Park and Wilson. A UWRF student will do mapping edits for Roberts and Hudson. Budrow demonstrated the land information now on the St. Croix County Intranet available to County staff. He then, for comparison, demonstrated the land information available on other counties' websites: Polk County, Pierce County, Clark County and Washington County, Minnesota. Some of the sites offer maps, some have aerial photos, some provide owner names, while others do not. Budrow then demonstrated the I -Doc site for searching for Register of Deeds documents. Users must be registered and are charged for use. 2 Land Information Internet Access Policy — Fodroczi reported that the policy was reviewed by Information Services Committee. It was recommended that it be handled as part of the Computer Services Department report to the Finance Committee. This will not require a formal public hearing, only a meeting for public information. Digital Orthophoto Proposals — Seven proposals were received which will be reviewed and scored by five staff members. The proposals were received from two large national firms, and five Minnesota and Wisconsin firms. The interview process has not yet been determined. The costs for higher resolution photography range between $112,000 and $260,000. The costs for lower resolution (higher flight) photography are between $57,000 and $116,000. The proposals will be scored on the basis of the qualifications of the firms, the merit of their proposal, and cost. This will be completed this week. The staff will meet on Friday to review the results and do follow -up contact and references. A recommendation will be ready by the end of next week and submitted to the committee for action on February 24 and award of a contract. Fodroczi stated that there is a commitment for some of the funding from MRCS. Most will be funded from land records funding. The RFP's were structured with a number of optional services that can be done as add -ons for municipalities and other agencies that would be interested in other features such as contours or additional mapping. Those optional services were built in to get commitments from the firms to do the additional work. This would result in better prices for additional work for partners on the project. Real Property Lister Report — Croes reported that tax processing was completed on December 16, three days earlier than last year. Few problems were encountered during the process. There were printer problems and one town's statements had to be reprinted. The entire supply of envelopes was used since this type of envelope will not be used after this year. Overall, the process went very well. The tax processing started on December 2, but some of the clerks faxed mill rates in earlier as they were able to obtain the information from the Department of Revenue website. Croes distributed the tax listing timeline and an example of the process of getting the plat from the recorded stage to the assessment roll. She also distributed a listing of all new subdivision plats recorded during 2003, a total of 1,117 lots. Recycling Program Orientation — Havens, Recycling Specialist, gave a presentation on the County Recycling Program. Over 35,000 pounds of hazardous waste were collected in 2003. Four or five appliance collections are held each year. 967 appliances were collected in 2003. The 2003 tire collections brought in 4,388 tires. Other collections at the Planning Department are ongoing, collecting mercury thermometers, inkjet cartridges, rechargeable batteries and cell phones. Havens stated that she welcomes requests for technical assistance from area residents, schools and businesses. She distributed a draft of the recycling and hazardous waste events scheduled for 2004. ORDINANCE DEVELOPMENT 3 Subdivision Ordinance /Sanitary Code— Fisher noted that the public hearing will be held on Thursday, February 12. Fisher and Fodroczi explained the procedures planned for the public hearing. Public participants will be able to verbally address concerns and/or submit comment cards. All comments are due by February 23. The information from the comment cards received will be given to committee members on February 24. ZONING BUSINESS Municipal plat- Fisher presented the plat of Whispering Pines North in the Village of Somerset. Motion by Jensen, 2 nd by Zoerb to certify no objection to the plat, and stipulating that no opinion is expressed concerning adequate sewer service. Motion unanimously passed. The committee recessed at 12:55 p.m. for lunch and to do one viewing in the Town of Somerset.
