Cc: County Board Office, News Media/Notice Board, County Clerk, Committee Members MINUTES St. Croix County Planning and ZoningCommittee Monday, March 1, 2004 St. Croix County Government Center, Hudson, Wisconsin Chairman Art Jensen (Excused and arrived at 9:20 a.m.), Supervisors Veronica Anderson, Lois Burri, Linda Luckey, and Jan Zoerb. Staff: Dave Fodroczi, Steve Fisher, Jon Sonnentag, Bob Heise, Ellen Denzer, Pete Kling, Rod Eslinger. Guests: Nina Boonacker, Bye Barsness, Ron Raymond, Bill Berndt, Lloyd Dahlke, Dick Pearson, Don Schone, Mary Murphy, Carolyn Barrette, Mick Howland, Don Kadidlo, James Ray, Elaine Ray, Peggy Rode, Gene Nelson, Bob Rolle, Joe Granberg, Jim Emmert, Judith Hansen Jorgenson, James Jorgenson, J. Uldrych, Jim Zeller, Miles Wittig, Douglas Zahler, Ed Flanum. Vice -Chair Luckey called the meeting to order at 9:00 a.m. Motion by Anderson, 2nd by Zoerb and carried to adopt the agenda. The next meeting will be Wednesday, March 3, 2004 at 7:00 p.m. for rezoning hearings. Review of Public Hearing Comments to Proposed Ordinance Amendments — Luckey presented a matrix of the top six critical comments. Each Committee member concurred with the top issues identified. Fisher summarized the staff review and materials in agenda packet. Fisher reviewed the status of the public hearing for March 18. Consideration of Land Division, Zoning, and Sanitary Ordinance Revisions in Response to Public Hearing Comments — Anderson mentioned that there are communication issues and technical issues. Communication issues should be addressed first, then technical issues. Luckey expressed concerns about the process and especially relations with towns. Zoerb Concurred with Luckey's comments. Burn stated that we should still hold a public hearing on March 18. Anderson stated that we should try to address the right timeframe. Luckey stated that ordinances take a lot of time to develop and is concerned that we have run out of time to do justice to the amount and nature of comments involved. Anderson stated that technical issues aren't that difficult to deal with. Luckey is still concerned about available time. Anderson asked about timeline of ordinance work in the County plan. Fodroczi indicated that considerable drafting work has been completed for a new zoning ordinance, but the Committee shifted priorities to implement conservation design before that work continues. Chairperson Jensen gave members of the public an opportunity to comment. Several parties in attendance offered comments on the ordinance revisions and the approval process. The Committee further discussed the process for review and approval of the ordinance revisions. Luckey stated that the process should be slowed down, but not go on forever. There is obvious interest from the towns to do more review and make comments. A number of options could be considered, such as work groups. 1 Zoerb stated that old work group was for zoning and would probably not be appropriate. A target County Board meeting date should be set and then work back from there. She recommended a May meeting. Zoerb moved to extend the public hearing process for the sanitary, zoning and land division ordinances and to present the completed ordinances at the June County Board meeting with another public hearing on the third Thursday in May. Every effort will be made to inform and educate towns and the public. Second by Burn. Motion carried. Zoning Department and Resignation of County Zoning Director - Motion by Burri, 2nd by Zoerb to go into closed session at 11:05 a.m. pursuant to Wisconsin Statutes 19.85 (1)(c) to consider employment, promotion, compensation or performance evaluation data of a specific public employee and to reconvene into open session immediately following closed session. Roll call vote: Zoerb, yes; Burri, yes; Luckey, yes; Anderson, yes; Jensen, yes. All in favor. Fisher and Supervisor Ron Raymond were present during the closed session. Motion by Anderson, 2 by Luckey to reconvene into open session. All in favor. Motion by Zoerb, 2 by Anderson that the Planning and Zoning Committee will review the Zoning Director's job description at the Planning and Zoning Committee meeting on March 3, 2004. The Committee requests that the personnel department supply them with a summary of where this job opening will be advertised. Motion carried unanimously.
