ST. CROIX COUNTY BOARD OF SUPERVISORS SESSION
TUESDAY - MAY 12th - 1970
9:30 A.M.
Board called to order by Chairman Norman E. Anderson
Vice -Chairman Superv, Carl Thompson and Allan Maki,
District Attorney, on the rostrum.
Roll Call by Clerk at 9:40 A.M.--- All Supervisors present.
Chairman Anderson gave the following announcements:
All Supervisors have on their desks,(received by the County Clerk)
copy of the unofficial 1970 Census for St. Croix County, which is
34026 population. An increase of almost 5,000 or about 15%. Detail
returns can be expected in October or November,
The Chicago Northwestern railroad has accepted the bid of St. Croix
County of $1,500 for the 6 miles of flight -of -Way between Woodville
& Spring Valley. The necessary papers will be forth coming.
There will be an Open House at the North Hudson City Hall from Noon
to 4:00 P.M. and dedication services will be held at 2:30 P.M.
Sunday Play 24th. All are invited. Clerk to send out notices to
all Supervisors.
CORR SPOND ICE:
Letter from State Board of Vocational, T;;chnical and Adult Education
read by Clerk: Motion by Superv. Meinke, 2nd by Superv. Vehrs that this
letter be placed on file. Carried.
Letter from Richard P. Rivard, Glenwood City regarding the need for
a County Dog Pound read at this time. Chairman Anderson informed
the Board that a member of the Humane Society would be on the program
this P.M.. No action at this time.
Letter from Dane County read by Clark regarding having 1/2 half of
County Board*of Supervisors elected every 2 years. Motion by Superv.
Rivard, 2nd by Superv. Wm. Thompson that this letter be placed on
file. Carried.
Letter explaining West Central Wisconsin Community Action Agency
thru West CAP read and explained.by Chairman, Anderson. Motion by
Superv. Keinke, 2nd by Supervo McCabe that this be placed on file,
but instructed Clerk to send copies to all Supervisors. Carried.
Correspondence to Chairman Anderson from St. Croix County Coroner
asking for authorization to attend the Annual Seminar of Wisconsin
State Coroners at Beloit. Motion by Superv. irnquist, 2nd by Superv.
Bogut to grant Coroner Dr. A. W. Limberg permission to attend the
above seminar. Carried. Clerk to notify.
REPORTS:
Chairman Anderson called upon the Chairman of the Comprehensive
Planning, Zoning and Parks Committee, Superv. Rock to give the
Committee report at this time.Committee had discussed Highway
aequistion of land for Highway purposes referring to eminent domain.
The Highway Comm. in purchasing property for future Highway use,have
to abide by recent sales of land in that area before arriving at a
price for the land they wish to purchase, Commmittee felt that they have
been doing a job well enough to not have any cases go to court. Superv.
Rock spoke on the new Statute regarding a County .assessor. The Comm.
recommended that this be tabled for future study and education of the
public. Discussion followed by Supervs. rlfdahl, Rivard, Carl Thompson
Lowe, Torgerson, Best and McCabe. Superv. Rock thanked for a fine
Committee report.
Chairman Anderson called on Mr. Arkadi Kask who had asked to appear
before the Board in April. Mr. Kask is a Director of the Pierce and
St. Croix County Humane Society and is a resident of North Hudson.
He explained that a Humane Society is being started jointly with the
two Counties, a volunteer group, who at present are working on member-
ship fees and donations. He asked for local Community as well as County
financi:-.1 support. Discussion and questions by Supervs. Lowe, Pierson
C. Thompson, Luckwaldt and Rivard. Mr Willard Olsen, Res. Dev. Agent
for St. Croix County asked by the Chairman to say a few words.

He spoke on the question of the type of standards of care that would
be set by the Humane Society. Superv. Best asked Mr. Kask about
Pierce County? The Pierce County Board are being approached on a
similiar manner: Motion by Superv. Lowe, 2nd by Superv. Hop that
this be referred to the Comprehensive Planning, Zoning and Parks Comm.
with an investigation of costs to be included and to report back to
the Board at a later date.
Superv. Rivard, Chairman of the Sheriffs Committee, gave a very
complete report on the New Communication System for the County, thru
the Wisconsin Council on Criminal Justice now approved. Total cost
including 2 Portable Units, 36,034,60. Iristallation of Mobile
.Repeater Control Stations and construction of 100 ft. of additional
Tower $2,537.50 additional. Fedral Funding $23,143.26. County cost
with trading of present units that cannot be converted, $9,628.80.
$10,000.00 was the budget last fall for this system and purchase
approved by County Board action. Superv. Rivard stated that the
purchasing agent will call for bids, requiring a deposit of $25.00
per copy of specifications, by Noon on May 27th, 1970.
CAP I T. BURKE OF THE Th..FFIC OFFICERS
Police suggested that there might be some use made of the trade-in.
A study is being made at this time. Superv. Rivard asked Sheriff
Grant if a Walkie-Talkie would be available to the Caretaker of
Troy Park this summer. Sheriff Grant assured the Park Committee
that there would be one available. Motion by Superv, Lowe, 2nd by
Superv. Peterson that this report be accepted and placed on file.
Carried.
In the absence of the Veteran Service Officer, Willis Cramer , Chair-
man Anderson gave the report on Government Day held here in the Court
House) Friday, Play 8th, 1970. 39 Students participated from 5
schools thru out the County.
St i Croix County ttecreati.on Industry report given by sir. Willard Olsen.
He gave a detail comparison figure on the growth of people and their
incomes. Where Tourist and resort money is spent. N7r Olsen thanked
for a fine report.
Chairman Anderson informed the Board of the request by Governor
Warren P. Knowles for a Council on Drug & Alcohol abuse. Appointment
made by the Chairman to form such a Council under the County Board:
members, Mrs i�ancy Thompson, Mr Sumner Bright, Mrs Carol Livinstcne,
Marion Erlien, R.N., Mrs John Dillon, Mr Willis Cramer, Mr Robert
Sanden and one case -worker. They are to attend the Governor's
Conference at Madison at the University of Wisconsin, June 9th & 10th.
Rotion by Superv. Rock, 2nd by Superv. Dahm that this Council be
approved. Carried.
Special Committee report on County Board re -organization as suggested
in the recent County wide survey given at this time. Chairman
xnderson called on Vice -Chairman, Carl Thompson, to present the
ConTaittee report. Superv. Thompson asked the clerk to read the
suggested revisions. Copies on all Supervisors desks.
Motion by Superv. Meinke, 2nd by Superv. Ryan that the Board stand
adjourned until 1:30 P.M.

Board reconvened at 1:30 P.M. by call to order of the Chairman.
Roll Call showed all present.

Vice -Chairman, Carl Thompson, asked the Clerk to clarify questions
asked on the suggested re -organization plans. Superv. Rock made a
motion to adopt the suggested re -organization plan as read, 2nd by
Superv. Best. Open discussion & questions by Supervs. Meinke�
O'Connell, Vehrs, Torgerson, McCabe, Pierson, Rivard, Bogut, Dahm,
Best & Luckwaldt.

Superv. Torgerson offered amendment #1, 2nd by Superv. Ryan that in the 2nd
paragraph the words "OR ANY PORTION" be deleted. Carried. Chairman of this
Committee, Superv. C. Thompson, with the assistance of the other Committee
members, Supervs. Sandeen and Lowe answered questions and discussed sections
of the suggested re« -organization. Superv. Rivard offered amendment #2, 2nd
by Superv. Lowe that the standing Committee shall elect their Chairman &
secretary from the members of their own Committee. Carried. Question called
for on the original motion with amendments #1 and ##2 on adopting the suggest-
ed re -organization plan as read. Motion by Superv. Pierson for a Roll Call
Vote, 2nd by Superv. Ryan. Carried. Result of Roll Call Vote. 15--Yes
15--No. Motion defeated.
Motion by Superv. Luckwaldt:, 2nd by Superv. Pierson that the suggested
co-ordinating Committee be deleted in its entirety from the proposed re-
organization plan. Carried. Roll Call Vote. 29--Yes. 1--No.
VETERANS SERVICE OFFICERS SQL AY ADJUSTED ANNUALLY
April Session Resolution #16 tabled at that time, re -read to the Board
referring to Statute 45.43, Laws of 1967, that the Veterans Service Officers
salary be fixed annually instead of every two years. Motion by Superv. Rock,
2nd by Torgerson that Resolution #16, April Session be adopted. Carried.
Resolution #1 read by Clerk pertaining to a salary increase for Veteran
Service Officer. Chiarman referred this Resolution to General Service
Committee.

PERS01414EL - COUNTY HIGHGJriY SiiFETY COMMITTEE
The members of the 1970-1971 St: Croix County Highway Safety Committee
for one year ending May 12, 1971, to serve without compensation, appoint-
ed by the Chairman read at this time, Motion by Superv. Rivardj 2nd
by Superv; Kellaher that this appointment be accepted and approved.

COiINTY HEALTH RESOURCE COMiITTEE
Resolution establishing the recognition and establishing a St. Croix
County Health resource Committee, which will serve as the link between
the County Board and the Jest Central Wisconsin Health Planning Council,
a non-profit corporation. The appropriation from St. Croix County is
based on .050 per 1960 population of 29,164. or $1,458.20. Committee
appointed from County Board, Superv. Rock with h1r. Wm. McKecknie,Hudson:
Dr. Torkelson, Baldwin; notion by Superv. Hoek, 2nd by Superv. Hop
that Committee be approved. Carried.

INADEQUATE TA11r_.-aT ION ON MOBILE HOMES
Resolution 14 submitted by Comprehensive Planning, Zoning and Parks
Committee regarding taxation as it now applies to Mobile Homes as being
inadequate to insure equal taxation. Motion by Superv. Arnquist, 2nd by
Superv. Jacobson that Resolution be adopted as read. Carried. Motion by
Superv. Hop, 2nd by Superv. Luckwaldt that copies be sent to Assemblyman
Boche, Senator Robert Knowles and Governor Warren P. Knowles. Carried.

SALLRY INCREASE FOR SHERIFFS DEPARTMENT
Resolution #5 read by Clerk. Motion by Superv. Rivard, 2nd by Superv.
11ienke that by a 2/3 show of hands Resolution #5 be placed on the Agenda
for action at this time. Carried. Motion by Superv. Peterson, 2nd by
Superv. Goodwin that resolution #5 be adopted. Superv. Rock posed the
question, "If enough money was in the Sheriff's Budget for this increase?"
Chairman Rivard assured the Board that there was. Motion carried.
GENERriL CLAIMS
Clerk read in detail the mileage and per diem for the May 12, 1970
County Board Session. Total--$639.60 for 30 Board Members.
Motion by Superv. Rock, 2nd by- Superv. Dahm that the various amounts, as
read, be ordered paid by the County Clerk. Carried.

Vice-Chairman , Carl Thompson, announced that the Highway Department
had to move their present County Work -Shop at Star Prairie and
build a new one. The present area is going to be used for a
Village Park.
Chairman Anderson congratulated the Study Committee for theer work
and the action taken by the entire,Board. He announced that he hopes
to have the Standing Committees personnel appointed and in the mail
to each Supervisor shortly,
There being no further business, motion by Supervl Lowe, 2nd by
Superv. Kellaher that the St Croak County Board stand adjourned
