Location: The S'h of the N %2, Section 25, T31 N -R19W, Town of Somerset. 2) Gary, Arlene and Steven Halleen to rezone approximately 121 + /- acres of land from Agriculture to Ag -II. Location: Located in the NE %, Section 11, T31 N -R1 7W, Town of Stanton. Information on this petition may be obtained from the office of the Zoning Director, Hudson, St. Croix County, Wisconsin. In the case of cancellation of this hearing, such notice will be announced on WIXK and WEVR Radio Stations, or call the Zoning Office at 715 - 386 -4680 before 5:00 p.m. Art Jensen, Chairman Planning and Zoning Committee X MINUTES St. Croix County Planning and Zoning Committee St. Croix County Government Center, Hudson, Wisconsin March 3, 2004 Committee members present: Supervisors Art Jensen, Veronica Anderson, Linda Luckey and Lois Burri. Supervisor Jan Zoerb was absent and excused. Staff present: Jon Sonnentag, Deb Zimmermann Chairman Jensen called the meeting to order at 7:00 p.m. A motion was made by Luckey, seconded by Anderson and carried to adopt the agenda. The next meeting for this committee is Tuesday, March 9 at the Government Center in Hudson. Jensen explained the hearing process and opened the hearing. Earl Neumann /Jerry Neumann: The request is to rezone approximately 159 +/- acres of land from Agriculture to Ag/Residential. Location: The S '/z of the N %z, Section 25, T31N -Rl9W, Town of Somerset. Jerry Neumann spoke on behalf of the request. He explained that the property to be rezoned is to be division among the Neumann children and may be developend in the future. The property is in very close proximity to the Village of Somerset. Neumann went over a concept map of the property with the committee, pointing out the proposed road layout for the property. There was no opposition to the request. Fisher went over the staff report and planning analysis, stating that the county recommends approval of this rezoning to Ag/Residential and it complies with the County Plan. The Town of Somerset has reviewed and recommended approval, stating that it is compliant with the Town Plan and they considered State Stat. 91.77 in making their decision. Short discussion held. Hearing recessed. Motion by Jensen, seconded by Luckey and carried to approve the rezoning request for the Earl and Jerry Neumann to rezone 159 +/- acres of land from Ag to Ag/Residential and forward to County Board for approval. The approval was based on the following findings: 1. The parcel is in the rural planning area and is an appropriate use. 2. The site consists of open rolling land with some woods, a residence, outbuildings, and some farm fields. 3. There is one very small area of severe limitations for Private Onsite Wastewater Treatment Systems (POWTS) on the site. 4. Surrounding land uses include a subdivision to the northeast, small residential sites to the west and northwest, agricultural land of the south and east. 5. Surrounding zoning is exclusive ag to the north of the site and ag residential to the northwest, northeast, west, south and east. 6. The site has access to State Highway 35 to the west and a town road, 80` Street, to the east. 7. Proposed use is future development, however, there are no immediate plans for development. 1 8. Potential development is approximately 50 to 70 lots. 9. A conceptual site layout showing access and road layout is not provided. 10. The St. Croix County Natural Resource Management Plan Goals II, III and IV also encourages protection and preservation of surface waters and wetlands; fish and wildlife habitats; and agricultural land and soils to preserve ecological functions and recreational and scenic values and wildlife habitat. 11. The Town of Somerset has recommended approval of the rezoning and states that the rezoning does comply with Wisconsin Statutes Chapter 91 and the Town Comprehensive Plan. 12. The Somerset Town Plan uses five guidelines to delineate where preferred development areas shall be located. Based on the criteria in the plan, this rezoning is generally consistent with the Town Plan. 13. The area is in proximity to some existing development. The parcel's terrain is suitable for development. The request will be forwarded to the County Board.
