Anderson. Roll Call by Clerk. Pledge of Allegiance. Chairman to introduce County Board Guests: EDITORS from St. Croix & pierce County. Correspondence:--- 1. Resolution from Eau Claire County on Regional Planning. 2. Ordinance for Control of Large Assemblages. Resolution by Law Enforcement Committee. 3. Letter relating to Election of County Supervisors. 4. Reports: ---- A. Discussion on possibility of the necessity of more County Board Committee meetings per year? (General Services) B. CROIX BOARD OF SUPERVISORS SESSION THURSDAY -- JULY 30 - 1970 (Regular Aug, 11th Session changed to this date) GLENWOOD CITY Chairman Anderson called the Board to order. Roll Call and Mileage recorded by Clerk. 27 Board members present. Absent were Supervisors, Carlson, Vehrs and Luckwaldt. Chairman Anderson asked the Board to rise and open the Session by reciting together "The Pledge of Allegiance to Our Flag". Clerk read Resolution #1 from Barron County pertaining to the creation of a Regional Planning Commission which includes Barron, Chippewa, Clark, Dunn, Eau Claire, Polk, St. Croix, Taylor, Pierce and Pepin Counties. A letter to the Chairman from Al J. Karwtski, Director of the State Dept, of Local and Regional Planning, read at this time. At the present time Barron, Clark and Eau Claire have petitioned the Governor for the creation of a West Central Wisconsin Reg- ional Planning Commission. Superv. Rock informed the Board of a meeting with Pierce County. Discussion by Supervs. Lowe, Hop, and Rivard. St. Croix County has already obligated themselves as a member of the Regional Health Planning Corunission and contributed about $1,500.00. Supervs. Arnquist and Afdahl spoke on a uniform territory for both .Planning and Health. Motion by Superv. Lowe, 2nd by Superv. Dahm. that a copy of Resolution #1 as well as a letter from State Regional Planning be referred to the County Comprehensive Planning, Zoning and Parks Committee for further study and instructions to invite Director Karetski to the September 15th Board Session if necessary. Carried. ( 2) ORDINANCE R1 GUL T ING LARGE ASS>iMBLIES Clerk read letter from Attorney General, Robert Warren addressed to Chairman Anderson regarding a suggested licensing Ordinance for the County Boards con- sideration. Detail of this Ordinance regulating large assemblies was further explained by District Attorney Maki. Motion by Superv. Rock, 2nd by Superv. rnquist to adopt. Discussion by Supervs. Arnquist, Best, Waldroff and Rock. Sheriff Grant spoke on enforcement. No action taken on previous motion. Resolution #2 read at this time. Motion by Superv. Dahm, 2nd by Superv. Waldroff to adopt Resolution t#2. Discussion by Superv. Torgerson, Chairman Anderson and District Attorney Maki on issuance of permit and further discussion by Supervs. Lowe, Arnquist and Waldroff. Superv. Torgerson asked for a 2/3 show of hands. Results - 26 for and 1 against. Resolution #2 carried. Chairman Anderson referred to and read Rule #19 of the Rules and Regulations adopted by the Board; which gave Board procedures while in session. Letter from Dane County relating to Election of County Supervisors read by the Clerk at this time. Chairman referred this to the General Services Committe for further study and recommendation. Reprts were given at this time. (A) At the July 14th Session discussion on the possibility of the necessity of more County Board Committee meetings than the Statutes allow per year was not taken up. Statutes provide for a limit of 26 Committee meetings per year and if some Supervisors are on more than one Committee this presents a problem. District Attorney, Maki, stated that the County Board has to take action to change the number of meetings that can be held. Supervs. Dahm and Pierson both urged some revision. Motion by Superv. Dahm, 2nd by Superv. Best that this problem be referred to the Genral Service Committee to study and present to the Board a Resolution at the Sept. 15th Session as a result of their study. Carried. (B) Next order of business was a report by the Law Enforcement Committee on water enforcement problems, per Resolution at the July 14th Session of the County Board. Chairman,i'Superv. Rivard,'stated his Committee had not met on this subject. He reported on the meeting of the Minn.-Wisc. Boundry Commission. Chairman Anderson spoke on probable assistance from the City of Hudson and had interviewed Warden Omar Stavlo who was agreeable to an appropriation of $2,000.00, using $1,000.00 as a salary for a helper for the balance of the year and apply- ing $1,000.00 as part payment for a Boat under the establishing of a i2i icipal Water Patrol. Superv. xrnquist spoke on Warden Stavlo's suggestion for better supervision of inland waterways. Discussion by Chairman Anderson on the neeo for County Ordinances. District Attorney stated that the County could not enforce City Ordinances. ��arden Stavlo stated that due to the Conservation Dep t. cut- back this year, the new boat and equipment promised him probably will nbt be forth -coming. Further discussion by Supervs. Dahm, Rock, Wdl:droff,'C. Thompson -2-- and Sandeen. Superv, Pierson asked questions on this County warden assistance at this time. Warden Stavlo assured the Board this present amount of money asked for, was only until a Municipal Water -Patrol could be established under which the State pays 75% of the operating cost - St. Croix County 25%. The District Attorney informed the Board that if County Ordinances are adopted regulating some of the Lakes and Streams problems, they could be self-supporting. Fines would then be paid into the County. Motion by Superv. Best, 2nd by Superv. Torgerson that the sum of $3,000.00 be set-up in a Water -Patrol Funds and auth- ori.xation to transfer this amount from the General Fund. Warden Stavlo stated that under this appropriation $1,500.00 should be under Conservation for Warden man -power and $1,500.00 under the Sheriff Dept. for Municipal Water -Patrol equipment. Chairman Anderson called on Finance Chairman, Dahm, who stated that this should all be in a separate department of Water -Patrol. Superv. Rock questioned the advisability of increasing the amount when $2,000.00 was asked for and most of this season is gone. Comments by Supervs. Best and xrnquist. Superv. C. Thompson spoke on the need for County Ordinances. Dist, Attly. Maki stated it would take until the Septt. 15th Session to draw up the necessary County Ordinances. Question on motion called for. Roll Call Vote. Results, 27 present. 26 yes - 1 no.. Motion carried. _ -3- Mx�,n7 G1-,L ASSISTANCE RESOLUTION (C) Report on Resolution from Door"and - ron County referred to the General Service Committee given at this time. Chairman Waldroff reported his -Committee was still working on the Resolution from Iron County, which relates to dis- tribution of property tax and would recomment that it be tabled until the Sept. 15th Session., esolution from Door County on probale cancellation of the Fed- eral Medical assistance program affecting County Mental Hospitals and Nursing Homes. The Committees recommendation on the Door County Resolution was that this Resolution be passed by the Stl Croix County Board. Resolution #3 read by the Clerk, Motion by Superv. Waldroff that a similiar Resolution be drawn up and sent to our representatives, 2nd by Superv. Afdahl. Carried, Chairman Anderson called on Mr. Ralph Larson, Director of the A.S.C.S. who introduced his Committee. Board recognized them as their guests at this time. Other guests introduced to the Board were: Mr Willis Miller, Editor of the Hudson Star -Observer and Mr Schreiber; Mr Ross DeWitte, -Editor of Glenwood City Tribune. Under new business, Chairman Anderson thanked Superv. Arnquist and his son John arnquist for the arrangements st Glenwood City. County Clerk instructed to send letters of thanks for the use of all facilities: Holy Cross Trinity Church, City Council, Fair `a sociation and the Glenwood City Community Club for furn- ishing the Noon meal for the Supervisors and their Guests. Board informed that if th y wish, the Glenwood City Library is in this building and they are invited to inspect these facilities. Superv. Best offered the suggestion and so recommended that the Comprehensive Planning Committee study the possibility of a full-time County Warden. Comments by Supervs. Dahm and Waldroff. Superv. Rock spoke on Ordinance controlling inland waters, he referred spec- ifically to Dam #10 in the proposed Glen Hills recreational area. The question osed was "Which Committee, at this time, has contrl of setting up such an Ordinance?" Until the project is completed the Agriculture Committee still has jurisdiction. warden Stavlo spoke on the use and the mis-use of our Rivers and Lakes. Motion by Superv. Dahm, 2nd by Superv.
