Chairman Art Jensen called the meeting to order at 1:00 p.m.
Present: Art Jensen, Linda Luckey, Lois Burri, Dave Fodroczi, Pete Kling, Jon Sonnentag,
Steve Fisher, Deb Zimmermann and Rod Eslinger. Also present were a mix of about 40
surveyors, developers and realtors. A sign -in sheet is available listing those who attended.
Chairman Jensen welcomed everyone to the meeting and announced that the agenda would
consist of information and discussion of revisions or amendments to the Chapter 12 Sanitary
Ordinance, Chapter 13 Land Division Ordinance and Chapter 17 Zoning Ordinance. He then
turned the meeting over to Planning Director Dave Fodroczi.
Fodroczi performed staff introductions and gave an overview of the agenda. He explained
that the materials presented at this meeting are the same as those presented at the public
hearing in February. The most frequent comment provided in the public hearing testimony
was that people needed more time to review the proposed ordinance changes. To prevent any
confusion, which might be caused by providing multiple versions of an ordinance, this
information meeting covers the ordinances as they were presented at the hearing. During
April staff and committee members will prepare changes to the ordinances based on public
comment. Those changes will be presented at two public information meetings on May 12 at
WITC and May 13 at the Government Center. A public hearing on the ordinances with those
changes will be held May 20 at WITC. Fodroczi provided a copy of the timeframe that
explains the process proposed for the committee to review, revise, receive public input and
move the proposed ordinance amendments forward to the County Board for action.
Fodroczi and Zoning Director presented information on the proposed ordinance changes. A
power point handout is available with the complete presentation. Fodroczi reviewed changes
in all three ordinances relative to conservation design development. Fisher reviewed the
general changes in the three ordinances.
An extensive question and answer period followed with time spent on any ordinance changes
people had questions about and the adoption procedures for each ordinance. Additional
diagrams were shown using overhead projection, these illustrated conservation design
development and primary environmental corridors. The staff informed the surveyors and
developers that the county is willing to work with them, and to please submit suggestions in
writing to the Planning and /or Zoning Department for review.
Chair Jensen thanked everyone for attending and closed the meeting at 5:05 p.m.
