BACKGROUND INFORMATION
This resolution is necessary to designate who is authorized to access information related to
criminal background checks.

RESOLUTION ESTABLISHING A PRETRIAL SUBUNIT OF THE JUSTICE
SUPPORT SERVICES DEPARTMENT AUTHORIZED TO PERFORM
PRETRIAL RELEASE SUPERVISION IN ST. CROIX COUNTY
1 WHEREAS, the Justice Support Services Department was created in 2021; and

3 WHEREAS, a Pretrial Services subunit of the Justice Support Services Department is
4 necessary in order to obtain access to the National Crime Information Center (NCIC) to conduct
5 pretrial criminal background checks on defendants; and
6
7 WHEREAS, the Justice Support Service Department seeks to establish a Pretrial
8 Services subunit as the designated pretrial release agency, authorized to perform pretrial release
9 of accused and sentenced persons or criminal offenders; and

11 WHEREAS, the Pretrial Services subunit of the Justice Support Services Department
12 will perform the administration of criminal justice and a substantial portion (greater than 50%) of
13 its annual budget will be allocated to the administration of criminal justice; and
14
15 WHEREAS, the Pretrial Services subunit will perform the following activities related to
16 the administration of criminal justice: pretrial release, pretrial supervision, and rehabilitation of
17 accused persons or criminal offenders.

19 NOW, THEREFORE, BE IT RESOLVED by the St. Croix County Board of
20 Supervisors that a Pretrial Services subunit of the St. Croix County Justice Support Services
21 Department is hereby established and authorized to perform the administration of criminal justice
22 through pretrial release, pretrial supervision, and rehabilitation of accused persons or criminal
23 offenders.
