Staff present: Jon Sonnentag, Deb Zimmermann Chairman Jensen called the meeting to order at 7:00 p.m. A motion was made by Zoerb, seconded by Burri and carried to adopt the agenda. The next meeting for this committee is Tuesday, April 13 at the Government Center in Hudson. Jensen explained the hearing process and opened the hearing. Pecilunas Family Trust: The request is to rezone approximately 40 +/- acres of land from Agriculture to Ag -II. Location: Location: Located in the NE '/4 of the SE t /4, Section 15, T28N- R16W, Town of Eau Galle. Paul Pecilunas represented the Family Trust and explained the request for the rezoning of the 40- acre parcel. This is a trust between 8 people and they decided to sell the property. The plan is to have one home on the parcel, as they were only able to find one site on the property that would perk for a septic system. Sonnentag affirmed that there was a soil test submitted to the zoning department showing one suitable area for a mound septic system. Staff has reviewed the soil test. Bill Peavey, neighboring property owner, spoke in favor of rezoning the property. Sonnentag went over the staff report and planning analysis, stating that the county recommends approval of this rezoning to Ag -II. Short discussion held. Hearing recessed. Motion by Jensen, seconded by Anderson and carried to approve the rezoning request for the Pecilunas Family Trust to rezone 40 +/- acres of land from Ag to Ag -II and forward to County Board for approval. The approval was based on the following findings: 1. The parcel is in the rural planning area and is an appropriate use. 2. The site consists of woods and farm fields. 3. None of the site is identified on the primary environmental corridor map. 4. Almost the whole site has severe limitations for Private Onsite Wastewater Treatment Systems (POWTS) on the site. 5. Applicant has furnished a soil evaluation report documenting a mound type septic system can work with special design criteria. 6. The land around the parcel is zoned exclusive ag to the north and south, ag II to the southwest and ag residential to the northwest and east. 7. The site has access to a town road to the east, 250 Ave. S. The proposed use of the land is one new building site. 9. Potential development is two 20 -acre lots. 10. The Town Board has no objection to this rezoning and has considered §91.77 in making their decision. 1 The request will be forwarded to the County Board.
