HomeMy WebLinkAboutResolution 2011 (11) RESOLUTION TO REFILL ON -CALL JOB COACH, PRODUCTION ASSISTANT, AND VAN DRIVER POSITIONS Resolution No. / i (� 6 11 St. Croix County, Wisconsin WHEREAS, on October 5, 2010, the St. Croix County Board of Supervisors adopted a resolution requiring any position in which a vacancy occurs to be reviewed by the parent committee, the Administration Committee and the County Board prior to refilling; and WHEREAS, the Health and Human Services Board is the parent committee for the on -call positions of Job Coach, Production Assistant, and Van Driver in the Health and Human Services Department; and WHEREAS, vacancies have occurred in these positions; and WHEREAS, the Health and Human Services Board has reviewed the on -call positions and determined the positions are necessary and there are no viable alternatives to refilling the positions, and therefore recommends that the vacant on -call positions be filled; and WHEREAS, the Administration Committee has reviewed the on -call positions and agrees with the conclusions of the Health and Human Services Board and recommends the on -call positions be refilled; and WHEREAS, the County Board has reviewed the positions and agrees with the conclusions of the Health and Human Services Board and the Administration Committee and concludes that the on -call positions should be refilled. THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the on -call positions of Job Coach, Production Assistant, and Van Driver in the Health and Human Services Department be refilled. What has been the recent annual and monthly trend of work performed by the position? These people work with our disabled consumers in the community. They are only called in when we have the need to supervise someone in a community job and regular FTE job coaches are busy with other consumers. 2. Who fills in for the position during the absences for PTO? There is no need to fill in for this position since they only work when there is a need to supervise a consumer in the community. 3. What will be the impact to the public of the delay in filling the position? If we where not able to hire on -call job coaches the developmentally disabled consumers would not be able to obtain jobs in the community through St. Croix Industries. We only utilize on -call job coaches when we have demand for the supervision of a disabled person. 4. How much is the net savings for each month the position is unfilled? The economic impact for not filling this on -call position would be reduced revenue coming in due to consumers not getting a job in the community. We are reimbursed for these services. St. Croix Industries - Production Assistant 1. What has been the recent annual and monthly trend of work performed by the position? This position works with our disabled consumers in St. Croix Industries. They are only called in when we have the need to supervise consumers in our building. This could be due to regular FTE staff on PTO or a new consumer needing closer supervision and a higher staff ratio. 2. Who fills in for the position during the absences for PTO? This position fills in for other staff when they are on PTO. There is no need to fill in for this person if they are not in due to the fact that they only work when there is a need to supervise consumers within SCI. 3. What will be the impact to the public of the delay in filling the position? We need to keep a minimum staff ratio for the health and safety of our consumers (currently 12 consumers to 1 staff but can vary dependent upon acuity). If we did not meet these levels we would have to look at limiting the number of St. Croix County citizens who attend the program. We are requesting that we be granted permission to fill the on -call position should the need arise to keep our consumers working, safe, and earning a paycheck. 4. How much is the net savings for each month the position is unfilled? This is an on -call position and there is no cost unless on -call help is needed. If we were to limit the number of consumers who can come to the program due to lack of ability to provided adequate supervision, we would lose revenue. St. Croix Industries -On Call Van Driver 1. What has been the recent annual and monthly trend of work performed by the position? This person fills in for van drivers when they are on PTO. Anywhere from 2 — 8 days per month. 2. Who fills in for the position during the absences for PTO? If we did not have an on -call van driver other higher paid staff persons at SCI must drive (special license requirements). 3. What will be the impact to the public of the delay in filling the position? There would be times when some of the consumers of SCI would not be picked up due to lack of an on -call driver. 4. How much is the net savings for each month the position is unfilled? This is an on call position there is no cost unless the driver is needed. The costs for not filling the position if vacant would be a higher paid employee performing the job. We are reimbursed for transportation, so we stand to lose that revenue and we would not be reimbursed for other services if the consumer was not brought to work.
