HomeMy WebLinkAboutResolution 2011 (22) RESOLUTION TO HIRE SEASONAL EMPLOYEES HIGHWAY DEPARTMENT Resolution No. ('a&') I St. Croix County, Wisconsin WHEREAS, on October 5, 2010, the St. Croix County Board of Supervisors adopted a resolution requiring any position in which a vacancy occurs to be reviewed by the parent committee, the Administration Committee and the County Board prior to refilling; and WHEREAS, Highway Department seasonal employees were approved in the 2011 budget by the County Board on October 26,2010; and WHEREAS, the Administration Committee deems these seasonal employees to be covered by the vacant position review policy; and WHEREAS, the Transportation Committee is the parent committee for the Highway Department; and WHEREAS, the Transportation Committee has reviewed the need for seasonal employees and determined they are necessary and there are no viable alternatives, and therefore recommends that seasonal employee positions be filled in the Highway Department; and WHEREAS, the Administration Committee has reviewed the need for Highway Department seasonal employees and agrees with the conclusion of the Transportation Committee and recommends the seasonal employee positions be filled; and WHEREAS, the County Board has reviewed the need for seasonal employee positions and agrees with the conclusions of the Transportation Committee and Administration Committee that the seasonal employee positions should be filled. THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the seasonal employee positions in the Highway Department be filled. Croiw County Clerk 1 t Position Justification St. Croix County Highway Department { 12 -15 Summer Help for the 2011 Construction Season Position Title: Highwgy Doartment Summer Help FTE: N/A Date: 02 -14 -2011 The Highway Department annually utilizes twelve (12) to fifteen (15) summer helpers that are paid less than our current full time employee (FTE) — Commercial Driver License (CDL) holders. These are typically post - secondary students who are enrolled full -time, must be 18 years old, and pass a pre- employment physical. Duties performed by summer help that free up CDL holders to do CDL work includes handwork type activities related to mowing; brushing; patching; paving; chip sealing; drainage, culvert, & bridge maintenance and construction work; building maintenance; road construction; and many other activities that do not require a specialized license or certification to perform. A typical season will employ between 6500 and 7500 summer help hours that would have cost an additional $9 -12 1hour in wages, which ranges about $65, 000 to say $75, 000 per year plus incidental labor costs, depending upon workload, rain days, etc. These cost savings are already budgeted into estimates for the various work. We would need to re- evaluate our estimates and either increases the respective budgets and/or reduce the amount of work we do accordingly, if we did not employ summer helpers. Many local units of government also benefit from the utilization of Highway Department summer help for the various types of work done for them. If summer helpers were not employed, they should to be contacted, as the costs would be greater for this type of work than anticipated. 1. What has been the recent annual and monthly trend of work performed by the position? N/A — Steady workload during the construction season as has been the case for several decades. 2. Who fills in for the position during absences for PTO? N/A — These seasonal workers have no PTO benefits per union contract. 3. What will be the impact to the public of a delay in filling the position? It will cost more to perform projects and will delay projects further into the year or even into the next year, which will drag out accomplishing our goals. These impacts vary seasonally and with the weather. Also, as these are seasonal positions, any delay in hiring eliminates, in effect,, our ability to hire. 4. How much is the net savings for each month the position is unfilled? N/A — These `positions" are temporary and are only used if there is work to be done. There is a cost rather than a savings in these positions not being filled.
