HomeMy WebLinkAboutResolution 2011 (40) RESOLUTION TO REFILL ADMINISTRATIVE SECRETARY POSITION Resolution No. ( // St. Croix County, Wisconsin WHEREAS, on October 5, 2010, the St. Croix County Board of Supervisors adopted a resolution requiring any position in which a vacancy occurs to be reviewed by the parent committee, the Administration Committee and the County Board prior to refilling; and WHEREAS, the Community Development Committee is the parent committee for the position of Administrative Secretary in the Planning & Zoning Department; and WHEREAS, a vacancy has occurred in this position; and WHEREAS, the Community Development Committee has reviewed the position and determined the position is necessary and there are no viable alternatives to refilling the position, and therefore recommends that the vacant position be refilled; and WHEREAS, the Administration Committee has reviewed the position and agrees with the conclusions of the Community Development Committee and recommends the position be refilled; and WHEREAS, the County Board has reviewed the position and agrees with the conclusions of the Community Development Committee and the Administration Committee and concludes that the position should be refilled. THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the position of Administrative Secretary in the Planning & Zoning Department be refilled. What has been the recent annual and monthly trend of work performed by the position? This position is one of only two remaining support staff in our department. Although this position has department -wide responsibilities, it is the primary support staff for all Code Administration activities and the Board ofAdjustment (BOA). It receives and processes all ordinance andperyrrit applications forfurther review and action by other staff and BOA. It also maintains related databases and financials. It prepares all minutes, notices, agendas and mail distribution for the BOA. In addition to these responsibilities, this position is our primary counter and telephone staff. The content and volume of workload for this position expanded in the lastyear with the layoff of the other Administrative Secretary in the department in 2010. As the economy improves, the unit volume of the work for the position will increase accordingly. 2. Who fills in for the position during absences for PTO? The Office Manager is the primary backup for thisposition as the only other support staffposition in the department. Wle eliminated all support staff temporary he p at least threeyears ago. Our counter andphones are covered by other technical and professional staff in the department when both support staff are out of the office. If the position is vacant, we would have to prioritise the work activities for reallocation among all the remaining staff and for elimination or delay. 3. What will be the impact to the public of a delay in filling the position? Counter and general telephone service will be disrupted and less organized as several people will do this work as a secondary part of their jobs. Application and permitprocessing will be disrupted and delayed for applicants and local units ofgovernment. Support services for the Board ofAdjustment will be less productive and less timely. 4. How much is the net savings for each month the position is unfilled? The current monthly salary and fringes for the position are ,4,209. The funding for the position is spread across six d�oerent budgets. All but one of the budgets are revenue generating accounts, and 16% of the position is funded with non -levy budgets.
