St. Croix County, Wisconsin
WHEREAS, on October 5, 2010, the St. Croix County Board of Supervisors adopted a resolution
requiring any position in which a vacancy occurs to be reviewed by the parent committee, the
Administration Committee and the County Board prior to refilling; and
WHEREAS, the Administration Committee is the parent committee for the position of Accountant/Fiscal
Manager in the Finance Department; and
WHEREAS, a vacancy has occurred in this position; and
WHEREAS, the Administration Committee has reviewed the position and determined the position is
necessary and there are no viable alternatives to refilling the position, and therefore recommends that the
vacant position be refilled; and
WHEREAS, the County Board has reviewed the position and agrees with the conclusions of the
Administration Committee and concludes that the position should be refilled.
THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the position of
Accountant/Fiscal Manager in the Finance Department be refilled.

Position Justification
Position Title: Accountant/Fiscal Manager (Finance Department) FTE 1
1. What has been the recent annual and monthly trend of work performed by the
position? This position has a full workload. Responsible for HHS financials and
State Report filing. Responsible for NH, ADRC and St. Croix Industries f nancial
reports as well.
2. Who fills in for the position during absences for PTO?
No one fills in for this position when the person is on PTO. An interim plan has been
implemented to meet the most critical aspects of the job until it is refilled — which
means staff have to put aside less critical duties.
3. What will be the impact to the public of a delay in filling the position? A delay in
filling this position will mean slower recovery of revenues from the State or slower
delivery of other financial reporting needs.
4. How much is the net savings for each month the position is unfilled? The salary and
fringe cost per month is $6,723 for this position. The interim solution will result in
increased hours and some overtime costs which are estimated at $1,500.
5. Are there opportunities to automate tasks (in the whole department - not just for this
position) to reduce staff workload? Any opportunities for automation in the Finance
department are being examined and implemented if they are cost neutral. This
position is key in implementing those changes as it relates to HHS process and
procedures.
