HomeMy WebLinkAboutResolution 2011 (08) RESOLUTION TO FILL 2 CONTRACT POSITIONS OF MULTISYSTEMIC THERAPIST Resolution No. `a n St. Croix County, Wisconsin WHEREAS, on October 5, 2010, the St. Croix County Board of Supervisors adopted a resolution requiring any position in which a vacancy occurs to be reviewed by the parent committee, the Administration Committee and the County Board prior to refilling; and WHEREAS, the MultiSystemic Therapist positions are 2 new contract positions approved in the 2011 budget by the County Board on October 26, 2010; and WHEREAS, the Administration Committee deems these new positions to be covered by the vacant position review policy; and WHEREAS, the Health and Human Services Board is the parent committee for the contract positions of MultiSystemic Therapist in the Health and Human Services Department; and WHEREAS, the Health and Human Services Board has reviewed the positions and determined the positions are necessary and there are no viable alternatives to the positions, and therefore recommends that the 2 vacant positions be filled; and WHEREAS, the Administration Committee has reviewed the positions and agrees with the conclusions of the Health and Human Services Board and recommends the 2 positions be filled; and WHEREAS, the County Board has reviewed the positions and agrees with the conclusions of the Health and Human Services Board and the Administration Committee and concludes that the 2 positions should be filled. THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the 2 contract positions of MultiSystemic Therapist in the Health and Human Services Department be filled. What has been the recent annual and monthly trend of work performed by the position? These are new positions to our agency /community. We will be the first certified MST in the State of Wisconsin. Each therapist will have 4 -6 cases. Work is very intense. Services are available 24/7; namely for crisis intervention. These positions will fill a current gap in services that have been identified by agency and community. This service is expected to help continue our lower utilization of alternate care and avoid placements. We also expect that this will assist in expediting reunification when youth are placed in alternate care. 2. Who fills in for the position during absences for PTO? These positions are anticipated to be Employee Agreements and, as such, will not qualify for full benefits. Within the structure of the MST process, the team members and supervisors back up the clinical work during absences. 3. What will be the impact to the public of a delay in filling the position? As the MST model is a 20 -week clinical service model, delaying the filling of these positions will extend the service delivery to these families in other HHS service areas. In addition, the MST families are high risk for out -of -home placement and delays in filling these positions could adversely impact the F &C Alternate Care budget. The 2011 budget calculated reductions in the F &C Alternate Care budget due to this program beginning in January of 2011. 4. How much is the net savings for each month the position is unfilled? No net savings is anticipated. HHS will stand to lose approximately $45,000 in an Office of Justice Assistance Grant which has already been approved. In addition, purchase service contracted expenses were reduced in the 2011 budget and reallocated to earmark funding for these positions.
