HomeMy WebLinkAboutResolution 2011 (09) RESOLUTION TO FILL THE CONTRACT POSITION OF ADULT PROTECTION SOCIAL WORKER Resolution No. L� St. Croix County, Wisconsin WHEREAS, on October 5, 2010, the St. Croix County Board of Supervisors adopted a resolution requiring any position in which a vacancy occurs to be reviewed by the parent committee, the Administration Committee and the County Board prior to refilling; and WHEREAS, the Adult Protection Social Worker position is a new position approved in the 2011 budget by the County Board on October 25, 2010; and WHEREAS, the Administration Committee deems this new position to be covered by the vacant position review policy; and WHEREAS, the Health and Human Services Board is the parent committee for the position of Adult Protection Social Worker in the Health and Human Services Department; and WHEREAS, the Health and Human Services Board has reviewed the position and determined the position is necessary and there are no viable alternatives to the position, and therefore recommends that the position be filled; and WHEREAS, the Administration Committee has reviewed the position and agrees with the conclusions of the Health and Human Services Board and recommends the position be filled; and WHEREAS, the County Board has reviewed the position and agrees with the conclusions of the Health and Human Services Board and the Administration Committee and concludes that the position should be filled. THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the position of Adult Protection Social Worker in the Health and Human Services Department be filled. What has been the recent annual and monthly trend of work by the position? The Adult Protection Social Workers follow up referrals from families, health care providers, law enforcement, and other community members. They assist with guardianships, protective placements, and follow up on emergency referrals to the after hours call line — Northwest Connections. The number of referral has increased with the change in mandated reporting (2008- 116 referrals, 2009 -164 referrals, 2010 -175 referrals). These two staff also completes 95 protective placements annual reports. 2. Who fills in for the position during absences for PTO? Currently, when the Adult Protection Social Workers are absent, one of the Information and Assistance Specialist/Options Counselors assist with the intake process. They may also assist with guardianships or placements, but then their job duties are not being completed. 3. What will be the impact to the public of a delay in filling the position? The state requires follow up all on referrals and without adequate staff we would not be in compliance with state mandates. This would also hinder the individual from receiving the services they are in need of to keep them out of harms way. The staff covering for the absent Adult Protection Social Worker also impacts their caseload. The individuals seeking Information & Assistance /Option Counseling would be delayed. 4) How much is the net savings for each month the position is unfilled? This position is a contracted position at $25,000 /year. This is a reduced request from the original request in the 2011 budget.
