HomeMy WebLinkAboutResolution 2011 (12) a RESOLUTION TO PROVIDE COVERAGE DURING AN EMPLOYEE LEAVE OF ABSENCE IN THE BIRTH -TO -3 PROGRAM Resolution No. / (-� 01 ]) St. Croix County, Wisconsin WHEREAS, on October 5, 2010, the St. Croix County Board of Supervisors adopted a resolution requiring any position in which a vacancy occurs to be reviewed by the parent committee, the Administration Committee and the County Board prior to refilling; and WHEREAS, an employee in the Health and Human Services Department Birth -to -3 Program is taking a leave of absence; and WHEREAS, the Administration Committee deems this situation to be covered by the vacant position review policy; and WHEREAS, the Health and Human Services Board is the parent committee for the Birth -to -3 Program; and WHEREAS, the Health and Human Services Board has reviewed the situation and determined that coverage is necessary during the employee's leave of absence and that coverage can be achieved by temporarily increasing the hours of an existing part-time position and hiring a contract employee for up to 8 hours per week; and WHEREAS, the Administration Committee has reviewed the situation and agrees with the conclusions of the Health and Human Services Board and recommends the hours of the existing part-time position be temporarily increased and a contract employee hired for up to 8 hours per week; and WHEREAS, the County Board has reviewed the situation and agrees with the conclusions of the Health and Human Services Board and the Administration Committee and concludes that the hours of the existing part-time position should be increased temporarily and a contract employee be hired for up to 8 hours per week. THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the hours of the existing part-time position be temporarily increased and a contract employee be hired for up to 8 hours per week during the employee's leave of absence from the Birth -to -3 Program in the Health and Human Services Department. What has been the recent annual and monthly trend of work performed by the position? Birth to 3 Program enrollment is up significantly from this time last year. We currently have 98 kids enrolled, and we had 70 some at this time last year. Our teacher is going on family leave sometime the last half of December. 2. Who fills in for the position during absences for PTO? The position is currently working 35 hours per week and the request is to fill with an employee agreement for a special education teacher for 8 hours per week (covered by ARRA funds). Other coverage is provided by current staff (they will cover service coordination and the teacher will do evaluations and play group). 3. What will be the impact to the public of a delay in filling the position? We will not be able to comply with the federal mandate to provide special instruction and assessment. 4. How much is the net savings for each month the position is not filled? No net savings because the staff has PTO to cover the leave of absence. The additional expense will be covered with ARRA funds.
