WHEREAS, on October 5, 2010, the St. Croix County Board of Supervisors adopted a resolution
requiring any position in which a vacancy occurs to be reviewed by the parent committee, the
Administration Committee and the County Board prior to refilling; and
WHEREAS, the Health and Human Services Board is the parent committee for the part-time position of
Program Aide/Mental Health Tech in the Health and Human Services Department; and
WHEREAS, a vacancy has occurred in this position; and
WHEREAS, the Health and Human Services Board has reviewed the vacant part-time position and
recommends not filling the part-time position but restructuring the position by adding the budgeted hours
to the remaining three part-time positions; and
WHEREAS, the Administration Committee has reviewed the position and agrees with the conclusions of
the Health and Human Services Board and recommends the positions be restructured as recommended;
and
WHEREAS, the County Board has reviewed the position and agrees with the conclusions of the Health
and Human Services Board and the Administration Committee and concludes that the position should be
restructured.
THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the position of Program
Aide/Mental Health Technician in the Health and Human Services Department be restructured from 4
part -time positions to 3 part-time positions.

Program Aide /Mental Health Technician
1. What has been the recent annual and monthly trend of work performed by
the position? The request is to consolidate this position into the other three part-
time positions within the unit. The work done in this position is with the severe
and persistent mentally ill clientele. They support the clinical work done by
Bachelor and Master level staff and focus on supporting these individuals in the
community. Caseload demands for this position have been relatively stable over
the past several years (10 to 15 cases per program aide).
2. Who fills in for the position during absences for PTO? Coverage is typically
absorbed by the other program aides or the Bachelor and Master level staff when
needed. This position requires 1,000 hours of supervised experience with the
severe and persistent mentally ill clientele.
3. What will the impact to the public of a delay in filling the position? This
position performs a great deal of transportation support to clientele and delay in
filling this position would directly impact these consumers ability to access
therapeutic appointments (therapist and psychiatrist). This would also impact our
ability to follow through with appropriate case planning for these consumers and
could increase the incidence of hospitalization or community placement.
4. How much is the net savings for each month the position is unfilled? The
savings for not filling this position would be roughly $25,000 per year, plus
prorated benefits. The staff in this position does bill Medical Assistance for some
of the work they do (estimated at roughly $4,000 to $6,000 annually). Any net
savings would also be diminished by potential increased incidence in
hospitalization or community placement expenses noted above.
