St. Croix County, Wisconsin
WHEREAS, since 1987, pursuant to Wisconsin Statutes §59.19, St. Croix County has utilized
the position of administrative coordinator to coordinate administrative and management
functions of County government; and
WHEREAS, on November 23, 2010, the Board members, meeting as the Committee of the
Whole, met to discuss County government management structure and adopted a motion to
recommend to the Board to move toward a county administrator form of government; and
WHEREAS, on December 7, 2010, the St. Croix County Board of Supervisors (Board) adopted
Resolution No. 44(20 10) approving restructuring County government under the office of county
administrator, pursuant to Wisconsin Statutes §59.18; and
WHEREAS, Resolution No. 44(20 10) created a process to move to a county administrator form
of County government (see Three Phases for Consideration of County Administrator, attached);
and
WHEREAS, the process has reached the point where the office of county administrator can be
created and recruiting candidates for the office can begin; and
WHEREAS, Ordinance No. 159(86), Ordinance Creating the Position of County Administrative
Coordinator, should be repealed; and
WHEREAS, the following amendments should be made to the Rules and Bylaws and to the
Operations Policies of the Board:
1. Rules and Bylaws, Article IV, Section B.l.g. — Change "Administrative Coordinator"
to "Administrator"
2. Rules and Bylaws, Article VI, Section B.2. — Change "Administrative Coordinator" to
"Administrator"
3. Operations Policies, Section III — Change "Administrative Coordinator" to
"Administrator" in 2 places and remove "County Board Chair."
THEREFORE, be it resolved by the St. Croix County Board of Supervisors that:
1. The office of county administrator is hereby created
2. Ordinance No. 159(86), Ordinance Creating the Position of County Administrative
Coordinator is repealed

3. The Rules and Bylaws and the Operations Policies of the Board are amended as shown
above.
