Board called to order by Chairman Norman E. Anderson
Invocation by Rev. Robert Lindstrom, First Baptist Church of New Richmond.
Roll Call by the Clerk. 28 present. 2 absent, William Heffron excused and Roland
Vehrs on vacation.

Motion was made by Superv. Luckwaldt and seconded by Supe r-�,Waldroff to approve the
minutes of the June 12th session as written and mailed to each member. Motion
carried.
ANNOUNC 1E, NTS
The admonition ## 6 under Rule 12 of 1973 County Board Rules and Regulations was
read by Chairman Anderson as follows: "Any person, not a member of the Board,
desirous of addressing the Board on any subject matter shall first obtain per-
mission of his or her Supervisor to do so. They shall confine themselves to the
presentation of their problem and have one rebuttle but not debate."
The Chairman also reminded the Board of Rule 19 and read as follows: 11 Whenever
any member is to speak or deliver any matter tot he Board he shall rise and address
himself to the chair, confine his remarks to the question under debate and avoid
personalities. The member who shall rise to address the chair shall speak first.
When 2 members rise to speak at the same time, the chair shall name the member who
is to speak first." Chairman Anderson did stress addressing of chair to be re-
cognized, but felt that an exception should be allowed if the situation occurred
where a person in attendance was unable to rise.
Chairman Anderson thanked the City of Hudson for Courtesy Parking Tickets.
Chairman Anderson called upon Gerald Bretl, Agriculture Agent to present the
new personnel in the Manpower Office. Before Mr. Bretl made his introduction, Mr.
Bretl announced the resignation of Nancy Thompson, Home Economist Agent. A re-
placement Mary Lou Ihrke has been hired effective august 16th. Mr. Bretl then
proceeded to introduce Mr. Jeff Scheel of Menomonie, Manpower Agent and Mr. Scheel
introduced his assistant Judy Kelly from the Houlton area. Mr. Scheel gave a short
report on the function of his office. Basic function is placement of jobs for
people and people for jobs. Judy Kelly does most of the interviews and Mr. Scheel
spends a large portion of his time contacting business firms and employers to
locate positions for applicants. Mr. Scheel reported that they had 176 people
actively looking for work. 25 people have been hired in the 3 weeks of operation.
Forty people are looking for part time and temporary work and Ill people looking
for full time work. The type of positions desired are -Teachers, Clerk-Secy►s,
Salemen, Nursers Aids , farm workers, waitresses, construction people, air craft
mechanics, Draftsmen and assembly line people. They also have approximately 40
job openings in the office. The office is open 5 days a week at the Court House.
Questions and comments were given by Supervs. Pierson, Lowe, DeBoer, Blakeborough
and Waldroff. Chairman Anderson thanked Mr. Scheel and Judy Kelly for their pre-
sentations.
Chairman Anderson also called upon Robert Sanden, Director of Dept. of Social
Services to present the new Social Worker in their department. 1,ir. Sanden then
introduced Mr. Ed Schilling, originally from Minocqua Wisconsin. Mr. Sanden stated
that Mr. Schilling has worked with the Manitowoc County Welfare Department for 4
years. He is.a graduate with a Masters Degree in Social work from the University of
Wisconsin, and commences employment on August 15th with St. Croix County as a
Social worker. Mr. Schilling expressed his appreciation of what he has seen in
St. Croix County and is very anxious to start work. Chairman Anderson thanked both
Mr. Sanden and Mr. Schilling for their presentation.
Chairman Anderson also announced that there had been a resignation in the County
Nurses Office at Hammond. Sylvia Schram has resigned and Mrs. Carlotta Jones has
accepted the position and will commemce employment on August 15th.
Chairman Anderson announced that correspondence is usually given to committees
that it pertains to and any correspondence that came in since the agenda was put
out, will be dispensed with until latet in the day.
REPORTS
Chairman Anderson called upon Dennis Domack, Resource Development Agent to bring
the Land Use Program up to date. Mr. Domack reported he had 3 areas to bring up
to date on. First the Land Use Area for St. Croix County was # 1-the Agricultural
Area, ## 2- Industrial and Business area and ## 3—The Recreation Area. They started
with the Township of Hudson and moved to the township of Troy and to the township
of St. Joseph and eventually work through . the County. He showed a rough map of

what the Planning Commission can use. This map indicated the prime agricultural
land in the township of Hudson. They will meet with the town of Hudson and develop
a course on planning future developments so all would be able to make use of this
aid which would show them where a developer can come in. Mr. Domack mentioned
they are planning that Air, Richard Lehman and Air. Richard Stauber from the Univer-
sity of Madison are going to go over the zoning ordih.ance. Mr. Domack feels St.
Croix County is fortunate to be included in the Metropolitan Council. The
Metropolitan Council claims it ig just a Statistical inclusion rather than financial.
Remarks by Superv. Best.
Chairman indePson called for the report from the General Services Committee re-
garding the Resolution that had been presented at the last County Board Session,
from the School Districts. Superv. Boc,he stated that their Committee had had
a meeting with the Vocational j,chainistrators and the Public School Administrators.
The consensus of opinion, after the meeting was not to change the program. Superv.
Boche mentioned the Vocational School plans to have a 2 year course in the future
and an Open Door ;Policy, allowing students to go where they ddsire. Superv. Lowe
stated that he had attended a meeting in Shell Lake on august 13th and they did
pass on an Open Door Policy in our District: Superv. Lowe stated if any one had
questions, both N1r. Jim Covey and Air. Warren Leonard., Representatives from Advotech
were in Attendance at this Session. Mr. Covey confirmed Superv. Lowes statement
that their Board did pass an Open Door Policy. District will pay tuition for all
eligible citizens to attend other VT�zE districts and the State of Minnesota
where a reciprocity agreement is available. ti brief discussion followed by Supervs.
Lindstrom, Pierson, Boche, Solwn, Best and Chairman Anderson. Mr. Leonard from
New Richmond stated that 230 students were enrolled last year and 269 students are
enrolled for this fall. Fourteen classes are available under Trade, Industry,
Agriculture, Marketing and Health occupations. Classes vary from 8 weeks to 2
years on the New Richmond Campus. All 4 schools, Rice Lake, New Richmond, Superior
and Astland will start at the saiiie time and have the same school year. He re-
ported that 1400 students attended Indianhead District last year.
It was moved by Serv_..Uowe and seconded by Superv. Pierson that the St. Croix
County Board send a letter to the Advotech Board commending them for being the
first one to implement the Open Door Policy. Motion carried,
With reference to the Baldwin-:Vioodville Resolution from last session, motion was
made by Superv, Hop and seconded by Superv. Luckwaldt that the matter of the
Vocational School be brought up at the November Session for discussion. Motion
carried.
Superv. Rivard, Chairman of the Law .Enforcement Committee introduced Air. Russell
Nelson, who was appointed at their May 9th meeting for the Water Patrol position.
Mr. Nelson gave a short report of the duties that are performed. Patroling
Wednesday thru Sunday with about 50 Hrs. on the River and other time is spent with
book work. The main function of Water Patrol is to protect and serve. Pick up
litter, give aid and sometimes give citations. Superv. Best inquired if the Water
Patrol only pertained to the St. Croix River and wondered if inland waters were
getting any Water Patrol Service. He replied that inland waters are mostly patroled
by game wardens, 1� . Nelson stated that last year there were 15 arrests for the
summer. To date this year there have been 12 arrests. Sheriff Grant reported
that the Water Patrol program is funded thru DITH by the State at 75' of all costs
except for drownings. Countyies share is 25%. The District Attorney questioned
whether State assistance would be available for Snowmobile Patrol. Sheriff Grant
replied that the same aid is available. Comments by Superve. Best, Solum.9
Luckwaldt, Blakeborough, Waldroff, Rock and Rivard. Chairman Anderson thanked
Mr. Nelson for his report.
Harold Barber, Zoning Administrator presented Chairman Anderson with a cer-
tificate for St. Croix County from the U.S. Department of the Interior conveying
title to Nike Battery 20 for use in perpetuity for Public Park and Recreation
dated July 13, 1973. The Deed was recorded on July 17th, 1973. Mr. Barber informed
the Board that security guards are still at the park and should be released of their
duties. The first thing St. Croix County will have to do is put up a sign (within
6 months) showing "PUBLIC P�rtli".
Mr. Barber also read a letter from Mr. Gary Thompson, President of Landfill Land
Co. from Stillwater, stating they are presently operating a private dry fill
dumping operation at the old Pilquist gravel pit west of Roberts. It was their
intention to develop the site to a full Sanitary Landfill, but have not had
approval from St. Croix County, Since they are not able to develop the site they
are offering St. Croix County first opportunity to purchase this site for landfill,
Superv. Luckwaldt suggested that the County check into the price that he is asking
for the site. There are approximately 37 acres at the site. Comments by Supervs.
DeBoer, `vJaldroff and Meinke.
Superv. Robk made a motion that a registered letter be submitted by the District
Attorney to the Malvins Security Company informing them that St. Croix County is
not responsible for their Security. 2nd by Superv. Becker. Motion carried.
Superv. Rock continued the discussion on Sanitary Landfills and informed the
Board that the Solid Waste Study by the West Central Wisconsin Regional Planning
Commission has been completed and that the committee will have to make a study of
how many waste disposal sites will be necessary for St, Croix County and what sites

will be suitable. NIr. Rock also ondered if the County is going into the Waste
Disposal business. If so, it is 1 personal opinion that this would entail
supervision, equipment and hiring of men. He felt it would be better to let
private contractors bid on landfilling of solid waste. Superv. Solum inquired
if burning is allowed. Mr. Barber replied it is allowed in some places. Superv.
Solum felt some more thought should be given to burning laws and that burning is
essential. Superv. Luckwaldt suggested the Planning Committee find out the cost
of the site and bring the information to the Board at the next session. Comments
by Supervs. Rock, Lowe, Pierson, Cave, Waldroff, Holmes, Afdahl and Solum.
Harold Barber, Zoning Administrator also mentioned that Mr. Richard Lehman and
Mr. Richard Stauber from Madison were here and talked to the Zoning Committee
and Board of Adjustments"-e-xplained how the Zoning Ordinance could be tigntened.
District Attorney Williams and i1r. Barber went to Madison on August 7th and these
gentlemen had gone thru St. Croix County's ordinance and did find discripancies
where they could tighten loop holes. It would cost the County approximately
$800.00 to strighten the Ordinance. District Attorney Williams read the letter
from the University of Wisconsin Extension Service. They proposed a 4 point
program.
PHASE I: Cost not to exceed $800.00 which includes a study by them of our Zoning
Ordinance and redrafting to plug the loop holes. The study will include 5 days
and two trips of which a presentation of the study will be given the County Board
of Supervisors. PHASE II: They have an expert in analysis of Developmental Trends.
He could analize the development of St. Croix County. How he predicts its going
to develop if things are not changed, and how we can attract the type of develop-
ment we want to encourage. PHASE III: They would be presenting their recommenda-
tions to the County Board. PHASE IV: It would be a comprehensive redrafting of
the entire zoning ordinance to plan and encourage what Supervisors feel should be
encouraged and to discourage what should be discouraged. The cost is not known
of the completion of the last 3 phases. Federal assistance would be available at
80%. District attorney Williams read the Memorandum Agreement to the Board, which
covers Phase I. The work would be completed within 45 days upon receipt of signed
Memorandum from St. Croix County. It was moved by Superv. Rock and 2nd by Superv.
Thompson that the Zoning Committee be empowered to sign this Memorandum Agreement
for Phase I. Comments by Supervs. Afdahl, DeBoer and Waldroff. Motion carried.
Chairman Anderson thanked Mr. Barber and District Attorney Williams for their
reports.
Superv. Thompson reported on the progress of Dam Site # 6. They have all the
property but two pieces are in condemnation. District Attorney Williams confirmed
this and it will be heard in Fall Court. The buildings have been sold. Highest
bids for the garage and barn were $500 apiece and the house for W 5.00. They
are moving the buildings out now and the recreation area has been started.
Chairman Anderson thanked Mr. Thompson for his report.
Chairman Anderson announced that the Planning and Zoning, Agriculture, Finance
and Highway Committees would convene for committee work at 2:30 P.M.
Superv. DeBoer gave a report on the EPSDT in Wisconsin. EPSDT (Early and
periodic screening, diagnosis and treatment). This program was first mentioned in
1967 amendment to Title XIX (medicaid) of the Federal Social Security Act effective
7/1/69. None of the States started any EPSDT programs however, until after it
became a mandatory Federal requirement on Jan. 7, 1972 for all States participating
in Medicaid. Chairman Anderson further explained that purpose is to screen child-
ren from birth to age six and from age six to seventeen to find out physical con-
ditions and to have a record bank in one central location of all the youth in the
County. The program would be started in the poverty area and eventually will in-
clude all youth to age seventeen. This would help determine illnesses and defects
early in life so that they can be corrected. It is a compulsary program. Budget-
ing must be done first in the Fall and program goes into effect in 1974. There is
Federal and State Aid for this program. Superv. DeBoer commented that the Health
Committee felt they were forced into this program.
Superv. Waldroff reported on the plans by the Reapportionment Committee. He
stated they had held several meetings. Their first problem was the City of Hudson.
They took the six wards and divided into 5 districts. City of Hudson didnTt like
it because of election problems. It was suggested that they go to Judge Doyle
to see if they could have election at Large. It was decided that if they were to
try to go at large in the City of Hudson, then they should try to go at large in
the City of New Richmond, as lst Ward in the City of New Richmond was to large.
By changing this the suit that is against St. Croix County by the City of Hudson
would automatically be cancelled. District Attorney Williams explained the letter

St. Joseph would go to own of Somerset and Village of Somerset. t-I small area was
taken out of the Town of Star Prairie and given to Stanton and Erin Prairie. A
small area out of Baldwin and given to Hammond. A small area out of Wilson and
Springfield and given to Eau Galle and Cady. A small area out of Hudson and Troy
and given to Warren and Roberts. District Attorney Williams felt in order for the

City to have elections at large, a recommendation would have to come from the re-
apportionment committee. District Attorney Williams will check procedure and re-
port back later in the day. Comments by Supervs. Solum, DeBoer, Boche, Nelson,
Thompson, Dahm and Pierson.
At 12:00 noon Chairman Anderson recessed the session until 3:00 P.M. The
Board was invited to tour the Octagon House at 1:00 P.M. and eommittes work would
resume at 2:30 P.M.
Board reconvened at 3:00 P.M. following a very pleasant and enlightening tour
of the Octagon House.
Roll call by the Clerk. 27 present- 3 absent- Superv. Lowe was excused at noon.
The Clerk read the General Claims report for the 2nd quarter, totaling $7,213.67.
Motion was made by Superv. Kellaher and 2nd by Superv. Bogut to accept the report.
Notion carried.
The Mileage and Per Diem report for the one day session was read by the Clerk.
Motion was made by Superv. Kellaher and 2nd by Superv. Peterson to accept the
report. Motion carried.
Superv. Waldroff resumed the discussion of the two possible plans for Re-
apportioning St. Croix County. Comments by Supervs. Luckwaldt, Keinke, Pierson,
Ryan, Boche and xfdahl. Superv. Best inquired if it wouldntt be wise to take both
plans to Judge Doyle and show him what St. Croix County Board of Supervisors pre-
fer. It was also suggested to have both plans at the Public hearing.
It was moved by Superv. Lindstrom and 2nd by Superv. Holmes to introduce Plan I
by running City of Hudson at large, leaving township lines the way they were and
City of New Richmond as is.
Plan 2- Have City of Hudson at large and City of New Richmond at large and break
township lines as recommended by Reapportionment committee which gives a deviation
of Motion carried.

Chairman Anderson called upon Sumner Bright, Director of County Hospital to
explain the Unified Board Memorandum under Sec. 51.42. Mr. Bright read the Unified
Board Memorandum . At one time the County had a choice if they wanted to enter
into the program or not. The newly adopted State Budget Bill repeals all Mental
Health reimbursements statutes including both out patient clinic aids and the
County Hospital reimbursement formulas, thus it becomes necessary for all Counties
in the State to adopt the Unified Board Legislation Sec. 51.42 in order to receive
any financial aids for Mental Health Programs. The effective dates of this
Legislation is l/l/74. A lengthy discussion followed. Conmients were made by
Superv. Thompson, Pierson, Hop, Chairman Anderson, Lindstrom, Bogut, Blakeborough,
Best, Luckwaldt and Solum. Other than Board members comments were made by lair.
Ogland, Mr. and Mrs. Heiting and Hudson Public School Nurses, Mrs. Hibbard and
Mrs. Richie.
Judge Hughes commented that he felt in order to solve the overall problem, the
County should go into a single Unified Board.
Superv. Pierson expressed his disire for St. Croix County to keep the staff at
the dental Health Clinic at Baldwin. He also felt that the people would be served
better by a Single County Board. Superv.Holmes pointed out that in funding
TCIvMC, St. Croix County was assessed 44% on valuation. Maybe more essential to
have St. Croix County Single Unified Board.
Superv, hock stated that the Statutes that created the Mental Health Clinic
will cease to exist after Jan. 1. If they are to continue they have to live by
the creation of a Unified Board.
Motion by Superv. Best to present Resolution # 32 to the Board. 2nd by Superv.
Dahm. 2/3rds show of hands was taken. Motion carried.
RESOLUTIONS
Resolution # 32 was read by the Clerk. resolution pertains to establishing a
Comprehensive Community Plan for Mental Health, Mental Retardation, Alcoholism and
Drug Abuse Services Pursuant to Wisconsin Statutes 51.42. Motion by Superv. Bogut
2nd by Superv. Luckwaldt to adopt Resolution # 32. Motion carried.
Superv. Blakeborough, Director of St. Croix County Fair Association, reported on
the St. Croix County Fair. It was a most successful fair. Comments by Superv.
Thompson, Rock, Dahm and Best.
A Resolution pertaining to St. Croix Counties official position relating to
Twin Cities Standard Metropolitan Area. After discussion a motion was made by
Superv. Luckwaldt, 2nd by Superv. Hop to table until the Sept. session and refer
it back to the Planning Committee for study. Motion carried.

Resolution # 33;
Pertains to hiring of new Social Service employee, Mr. Ed Schilling as the Dept.
of Social Services read by the Clerk. Motion by Superv. Rivard 2nd by Superv.
Peterson to adopt Resolution T 33. Motion carried.
Resolution # 34
Pertains to disignatiug the Hudson Star Observer as St. Croix County official
newspaper pursuant to Chapters 345.05 (1) (a), 985.05(1) and 985.03 of the Wisconsin
Statutes. Publications will still continue in all other County newspapers.
Motion by Superv. Rivard and 2nd by Superv. Holmes to adopt Resolution # 34. Motion.
carried.
Superv. Best conmiented on the fact that the River Falls Journal has a subscrip-
tion list of 1500 in circulation in St. Croix County. Motion by Superv. Best and
2nd by Superv. Dabi that the River Falls Journal be a part of the St. Croix County
Newspapers Publications. Notion carried.
A resolution pertaining to Springfield and Glenwood township roads leading to
Glen Hills Park read by the Clerk. Motion by Superv. Soluri, 2nd by Superv. Rock to
place on the floor. 2/3rds show of hands was taken. Motion carried.
Comments by Supervs. Pierson, Best, Thompson, Waldroff, DeBoer, Solwn, Boche,
Blakeborough,Afdahl, Luckwaldt, District Attorney Williams. Motion by Superv.
Lindstrom to table Resolution until the Sept. session and refer back to Agriculture
committee, Highway committee and District Attorney for further study. 2nd by
Superv. DeBoer. Motion carried.
Chairman Anderson expressed his appreciation to the County Board for the
sponsorship of the trip, however for the record he wanted it clear to the Board
that he financed the trip personally.
Resolution t 35:
Pertains to Federal Revenue Sharing Funds to be used for Highway Construction
Fund for Hovde Bridge. Motion by Superv. Afdahl 2nd by Superv. Ryan to put
Resolution on the floor. A 2/3rds show of hands was taken. Iviotion carried. A'.•
motion by Superv. Waldroff and 2nd by Superv. Hop to adopt Resolution # 35. A
discussion by Supervs. Boche, Best, Rock, tlfdahl, Waldroff and Hop. Motion
carried.
Resolution # 36:
Pertains to authorizing the County Clerk to draw up a conveyance of real estate
property to Lance C, Rygg on E 9 rods of 51 SW -NE (Sec. 16-30-19) Town of Somerset','
Motion by Superv. Best 2nd by Superv. Rivard to place Resolution on the floor.
2/3rds show of hands was taken. Motion carried. Motion by Superv. bock, 2nd
by Superv. Waldroff to adopt Resolution # 36. Motion carried.
Superv. Bogut representing County Hospital Committee, reported on the study
that had been requested at the last County Board session. Superv. Bogut reported
that the committee had decided not to accept the proposed study from Northwest
Farm Business and Record Service until January of 1974. Comments by Superv. Best,
Nelson, Solum and Boche. Superv. Best moved that a representative from the
Northwest Farm Business and Record Service appear before the County Board at the
Sept. Session. 2nd by Superv. Waldroff. Motion carried. Clerk instructed to
notify Agriculture Records Cooperative of the meeting.
Chairman Anderson announced that part time employees have been put on the pay-
roll twice a month. He also inquired of the County Board members if they pre-
ferred General Claims to be paid once a month instead of quarterly. The general
opinion was to leave General Claims payment as is.
Chairman Anderson also mentioned the fact that if Board members and Dept. heads
feel it is necessary to request monies in advance for attending conventions or out
of County meetings representing St. Croix County, they could procure an advance
check from the County Clerk. Motion by Superv. Luckwaldt, 2nd by Superv. Best
that Board members or Dept. heads may procure a check. Motion carried.
There being no further business, Motion was made by Superv. Rock and 2nd by
Superv. Boche to adjourn. Motion carried.
Adjournment was at 5:40 P.M.
