WHEREAS, on December 7, 2010, the St. Croix County Board of Supervisors adopted a resolution to
implement a process to restructure St. Croix County from an Administrative Coordinator format to
County Administrator; and
WHEREAS, the Administration Committee then developed an ad hoc Administrator Transition
Committee consisting of Daryl Standafer, Sharon Norton Bauman, and Charlie Carlson to develop a job
description and recruitment plan; and
WHEREAS, the ad hoc committee met with staff from the Human Resources Department, Finance
Department, and Corporation Counsel to develop a position description and a recruitment plan for the
County Administrator; and
WHEREAS, the Administration Committee has reviewed the job description and the recruitment plan as
presented by the ad hoc committee and approved them; and
WHEREAS, the County Board has reviewed the job description and the recruitment plan for the County
Administrator,
THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the job description for
the County Administrator and the recruitment plan be approved.

COUNTY ADMINISTRATOR — ST. CRO1X COUNTY, W1.

St. Croix County, WI (83,000), a beautiful, rapidly growing county in the Twin
Cities metropolitan area with all the advantages of a country environment and the
cultural and economic opportunities of a vibrant region. This is a newly created
County Administrator position replacing the Administrative Coordinator form of
government that has had two professional administrators since 1989.
This position reports to a 19 member County Board elected to two -year terms.
The Board downsized from 31 members two years ago and conducts its policy
work through five standing committees. The County has over 600 regular
employees, an $84 million operating budget, and a Aa2 bond rating with only
$9.2 million in outstanding debt.
The successful applicant will have: a Bachelor's Degree with emphasis in public
or business administration, and a Master's Degree is preferred; minimum of ten
years experience in business, industry or government at a responsible
management level; minimum of five years management experience in a
unionized work environment; administrative experience with finance, labor
relations, and equal employment practices and principles; or an equivalent
combination of education and experience.
The County will enter into an employment Agreement and provide a
comprehensive benefit package. Reasonable relocation assistance is available,
and County residency is required within one year.

Position Description
County Administrator
Summary. The County Administrator is the chief administrative officer of the County under Wisconsin Statutes
sec. 59.18. The County Administrator is appointed by, and is accountable to, the County Board. The County
Administrator works under the general supervision of the Administration Committee. The County Administrator
administers, directs and coordinates the activities of the County personally or through County departments in
accordance with laws and ordinances, policies, goals and objectives established by the County Board.
Essential Duties and Responsibilities. Essential duties and responsibilities include but are not limited to the
following. Other duties may be assigned.
1. Administrative Duties.
A. Directs, supervises, and coordinates all administrative and management functions of the County's
departments and agencies under direct jurisdiction or fiscal control of the County Board, including
requiring the periodic submission of organizational charts and department activity reports, and
conducting regular meetings with department heads. Oversees the day -to -day operations of all
County government functions ensuring effectiveness and efficiency.
B. Researches and recommends the establishment and modification of County policies, and interprets
for and advises department heads concerning board policies, directives and expectations. Ensures
the policies and programs adopted by the County Board are effectively carried out.
C. Appoints and supervises all department heads of the County, other than the Constitutional officers
who are elected in general elections. Appointments of department heads are subject to County
Board confirmation.
D. Manages the County Administrator's Office and supervises the County Administrator's Office
employees.
E. Reviews all recommendations for disciplinary suspensions and discharge of all employees with
Human Resources prior to action being taken.
F. Ensures that all ordinances and resolutions adopted by the County Board are faithfully executed.
G. Appoints the members of all boards and commissions that are not elected by the County Board,
subject to the confirmation of the County Board.
H. Acts as a resource for all union negotiations, and participates in the development of the County's
negotiation strategy.
I. Reviews and determines whether vacant positions should be filled, in consultation with Human
Resources.
J. Directs the preparation of all research, studies and reports that the County Board may require
concerning operations of the County; prepares plans and programs for the County Board's
consideration in anticipation of future needs.
K. Reviews and signs all contracts for goods and services after review by Corporation Counsel and
Finance.

2. Nleetin Attendance and Responsibilities.
A. Attends all meetings of the County Board and the Committee of the Whole, except when excused
by the County Board Chair, and advises the County Board and /or recommends courses of action to
the County Board.
B. Supports the County Board by assisting with the preparation of County Board meeting agendas
and minutes, and all resolutions and ordinances to be presented to the County Board.
C. Provides the County Board with regular reports and data regarding County programs and
activities.
D. Attends and participates in meetings of County Board standing committees.
E. Monitors, reviews and keeps the County Board fully informed of any federal and state
administrative, legislative and judicial developments that may affect or impact the County.
Solicits and represents the County Board's position on proposed legislation, drafts responses to
legislators and others and recommends amendments. At the request of or with approval by the
County Board, represents the County at state legislative meetings or hearings, or engages in
lobbying efforts, on behalf of the County.
3. Strategic Planning and Organizational Improvement.
A. Directs long -range strategic planning for all County activities.
B. Presents capital improvement program proposals to the County Board.
C. Uses County resources whenever possible to implement strategic plans adopted by the County
Board.
D. Evaluates, on a continuing basis, the levels of service provided by County departments and
recommends the establishment and/or modification of policies, procedures, or operating standards.
Recommends reorganization, improvement, or development of new functions, or abandonment of
unnecessary functions, to the County Board.
4. Budget Preparation and Execution.
A. Works with the Administration Committee to establish procedures and schedules for the
preparation of each annual County budget based on priorities established by and directives of the
County Board. Conducts and schedules budget meetings and/or hearings on budget requests with
the Administration Committee. Attends budget meetings of and makes budget recommendations
to the County Board. y
B. Prepares and presents each annual budget with explanation to the County Board.
C. Executes the adopted budget, ensuring that all expenditures of County funds are made in strict
compliance with the budget; reviews and administers all department and agency requests for
adjustments or transfers of budgeted funds with Finance and the Administration Committee as
required by law and County policy.
5. Financial Reports and Planning.
A. Makes regular financial reports to the County Board, keeping the County Board fully advised as to
the financial condition of the County and its future financial needs.
B. Develops financial plans in which revenues and expenditures are projected against anticipated
County growth, and recommends methods of financing future needs.
C. Maintains and provides departments with current information on availability of funds and
procedures to apply for federal and state grant programs and assists in application for and
procurement of such grants. ti
D. Develops bonding projects for the County and makes appropriate recommendations to the County
Board.

6. Property Management.
A. Monitors the use and maintenance of all buildings, grounds and property of the County, and
ensures that an accurate inventory of all County property is maintained.
B. Directs the preparation of plans for the management of County properties and for the construction
and alteration of physical facilities needed to render County services properly and presents plans
to the County Board, recommending the priority of projects.
C. Coordinates the preparation of architectural plans for County buildings and their construction.
D. Allocates space to County departments and agencies.
7. Community and Intergovernmental Relations.
A. Initiates contact with other state and local governmental agencies to identify opportunities for
cooperation, explore and evaluate potential operational efficiencies and cost savings, discuss
policy shifts and resolve developing conflicts.
B. Invites other local units of government to cooperate with the County through the establishment of
work groups, task forces, or committees.
C. Handles the public relations affairs of the County and the County Board. Serves as the chief
administrative spokesperson for the County in coordination with the County Board Chair, who
acts as the chief elected spokesperson.
D. Maintains effective community relations, including ensuring timely investigation and response to
citizen complaints and inquiries.
8. Supervisory Responsibilities.
A. Supervises all County department heads. Responsibilities include interviewing and hiring;
assigning and directing work, programs and projects; appraising performance; rewarding and
disciplining; addressing complaints from and about department heads.
B. Responsible for the management of the County Administrator's Office and supervision of County
Administrator's Office employees. Responsibilities include interviewing, hiring, and training
employees; planning, assigning, and directing work; appraising performance; rewarding and
disciplining employees; addressing complaints and resolving problems.
9. Qualification Requirements.
A. To be successful in this position, an individual must be able to perform each essential duty
satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to
perform the essential functions.
B. The following education and experience are required for this position:
Bachelor's Degree with emphasis in public or business administration, Master's Degree is
preferred; minimum of ten years experience in business, industry or government at a responsible
management level; minimum of five years experience in management in a unionized work
environment; administrative experience with labor relations, finance, and equal employment
opportunity practices and principles; or an equivalent combination of education and experience.
C. Additional requirements: establishment of residency in St. Croix County within the first year of
appointment and maintaining residency in the County for the duration of the appointment as
County Administrator; possession of or the ability to obtain a Wisconsin driver's license within
the first year of appointment.
