County Board called to order by Chairman, Norman E. Anderson.

1. Letter from Robert 1A. Boche, Representative to the assembly, on Taxing
Mobile Homes.
Motion by Superv. Meinke, 2nd by Superv. Ryan that letter be placed
on file. Carried.
2. State Depit. of Health and Social Services letter increasing maximum
shelter allowance in St. Croix County to be $85.00 per month. Present
ratio is 45 -- 55 for St. Croix County. It was noted that St. Croix
budget would be increased also. Motion by Superv. Rivard, 2nd by
Superv. Peterson that letter be placed on file. Carried.
3. Dep't. of Natural tesources informed the County of State payments on a
basis of 10 cents per acre on Forest Crop Lands and 15 cents per acre
on County Forest Lands now in progress to all Towns and Villages.
Motion by Superv. Waldroff, 2nd by Superv. Ryan that this information
be placed on file. Carried.
4. Letter read from the Mayor of Hudson, Mr. Howard Wilcox, asking for
information on patroling the St. Croix River. Chairman, Anderson re-
ferred this request to a joint committee of Law Enforcement and
Comprehensive Planning, Zoning and Parks to report back to the Board as
soon as possible.
Remarks and comments by Supervs. Afdahl, Meinke, Carlson, Sandeen.
Superv. Rivard reported on Minnesota Wiscohsin Boundry Commission
meeting. They suggested joint water -patrol by all those on the Aiver.
Committee to contact Conservation Warden.
5. St. Croix County Comprehensive Recreational Plan which has been com-
pleted.by the Dep t. of Natural Resources. Motion by Superv. Meinke,
2nd by Superv. Hop that this Recreational Plan be accepted which auth-
orizes payment upon billing. Carried.

Chairman Anderson discussed his committee appointments briefly and asked,,
District Attorney, :Alan Maki, to explain the opinions submitted to the
Chairman. The Statutes read that any and all Standing Committees Only
shall not exceed a maximum of 30 meetings per year or about 22 meetings
per month average. The Highway Elected Committee does not come under this
provision nor does the County Board Sessions. Chairman Anderson stated
that he had to the best of his ability, with the assistance of Vice -
Chairman Carl Thompson attempted to divide the work load among the Board
members. Further discussion by Supervs. Pierson, -fdahl, Torgerson,
Bogut and Vehrs. Motion to accept the appointed Committees as submitted
with one exception, Civil Defense, by State Grder must be a separate
Committee and not included in the Genral Services Committee. This motion
2nd by Superv. Rivard. Carried.
TROY PARK D_UELOPl'IENT:.
Chairman Anderson called upon County ides. Dev, agent, Willard Olsen, to
give a report on the development of Troy Park. Present plans call for a
full-time attendant, hours 8:00 A.M. to 11:00 P.-M.. Fees $1.00 per car,
$5.00 season ticket, $5.00 per bus. College students employed are on a
Federal Cost Sharing. No life -guard at the present time. The Supervisor
and 2 assistants, 22 yeal°s of age, are deputized by the Sheriff who also
had installed a 2-way radio with the jail to be used in an emergency.
Future plans call for applying for Lacon and or OR:P funds, which could
include fencing and drilling a well. Discussion by Supervs. Rock, Rivard,
Arnquist and Lindstrom.

COU14TY-WIDE S�;V-v AND WATER PLAN
icir. Olsen next explained the necessity for a County -elide sewer and water plan
which we have until October 1, 1971 to qualify for State and Federal grants.
He isted detailed amounts of anticipated grants in various areas in the County
for the benefit of the Board members. Questions by Supervs. Bogut, Pierson,
Vehrs, Lowe,Lindstrom,Hop and Best. State establishes jurisdiction of loans,
H U D for population over 5,500 and under 5,500 F.H.A.. Referring to the
recently completed St. Croix County Recreation Plan, Mr Olsen explained pro-
jections listed. St. Croix County has already exceeded the 1980 population
projection. Excluded are the Willow River Wisconsin State Park and the Glen
Hills 'dater -shed project, but not the Spring Valley Dam Area. Questions by
Supervs. Pierson, Torgerson, Best. Superv. Bogut complimented the Committee
on the work at the St. Croix County Troy Park.
Superv. Arnquist introduced Mr. Ned Hurtzman and Mr. Leon Bernschott from
Glenwood City, interested in roads for the Dam Site ir10 and the Golf Club area.
PROGRESS OF GLI!d\1 HILL; WATER -SHED
Discussion followed regards jurisdiction of Glen Hills Park. The Soil and
VTater Commission, which is a part of the Agriculture Committee, has complete,
jurisdiction of construction of this area. When completed in the future, it
will come under the Comprehensive Planning, Zoning and Parks Committee juris-
diction. Suggestion made that both Committees should meet jointly for a better
understanding of present and future problems. Pir Olsen informed the Board that
the Glen Hills project would be short of funds for complete development. That
the County was short on their appropriations portion. To complete the entire
development about $180,000.00 would be needed. Cost Sharing with th Federal
Government as of July 1st 1970 - $90,000.00. There is about $28,000 in the
Project Fund at the present time. Estimate of shortage $60,000 to $65,000 should
the County wish to complete the entire project. Federal Funds could be lost
if progress is not made. Present costs have doubled since the start of the
project. Committee to have a report for the July 14th session of the County
Board. Agriculture Committee Chairman, Wni. Thompson, stated there is a scheduled
meeting for the 24yh of June.
Chairman Anderson announced that the first person listed in the Appointed
Committees for 1970-1972 we2e asked to call the first meeting of that Committee
at the proper time and place. The first order of business is to elect a Chairman
and Secretary and to notify the County Clerk.
COUNTY HOSPITAL IMPROV g!,`tNTS
A progress report of the St. Croix County Hospital Improvement project given
by Supt. Sumner Bright. Five separate contracts were let, June 5th at a joint
meeting of the Building Committee and the Board of Trustees of the Hospital.
Total cost $172,219.00..Work to start within the next 2 weeks. At the present
time this is acceptable under Medicade. Comments and questions by Supervs.
Rivard, Best and Hop. The sewerage problem not included in the above improvements.
Estimate given $35,000 to $40,000 for a privat& system, if O.K by the State
Health Dep't.. To be connected to the City of New Hichniond Utilities the cost
could be $75,000 to $100,000. Sup't. Bright thanked for a fine report.
Lake Mallalieu Dam, in Lake Niall-alieu Park inspected under Comprehensive
Planning, Zoning & Barks Committee. Zoning Acb1iin. Harold Barber informed Abe
Board that recently the Dam had been inspected by a U.S. Coast Guard Enginee�
and found to be in good shape. \
Chairman of the Law Enforcement Comnittee' Superv. Felix Rivard gave a comp, `te
report announcing that the Wisconsin Council on Criminal Justice had approved
St. Croix Countys regquest for a Juvenile Officer, but has deleted the request
for a specialized training of this Officer. The Grant was for $10,800.00 from
the State. Superv. Rock asked the question on selecting such an Officer.
Chairman Rivard stated that an Ad had been placed in the newspaper for
Applicants to choose from and that he would be hired by the Law Enforcement
Committee.
NK1 COUNTY=VIIDE COiiiUNICATIONS SYSTEM
Chairman Rivard gave the details of the bids for the New Communications
System. Genral Electric Bid, per speciffications - $34,916.00 with delivery on
complete system of 65 days. Maintenance contract $1,210.00 per year Motorola,
low bidder also per specifications. Bid $30,450.30 with delivery of ten weeks
upon receipt at the factory. Maintenance contract for the complete system

$2,400.00 per year. County share about $9,000.00. Trade-in will make up the
balance. This bid was lass than the estimated cost of $38,000.00. Superv.
R. J. Luckwaldt posed the question "Difference on maintenance cost"? Informed
this amount includes all Motorola equipment in Towns, Cities and Villages.
Under the new system some refunds will be from Cities and Villages to the County.
C ONS I�RVAT ION WARDEN i�ADIO
Sheriff Grant informed the Board that the St. Croix County Conservation
Alliance Organization were paying for a Radio for the Warden's car on the same
frequency as the Sheriff's radio patrol. Cost to be about $900.00. Motion by
Superv. Lowe, 2nd by Superv. Waldroff that this installation be accepted. Carried.
Letter to the District At ;orney from Mr. Keith Rodle of Baldwin read, con-
cerning work in the District attorney's office. Referred to the Finance, Budget
and Personnel Committee.
Board adjourned on motion by Superv. Rivard, 2nd by Superv. Kellaher. Carried.
NOON RECESS
Board called to order at 1:30 P.M. by County Board Chairman Anderson.
Roll Call - 29 present. Superv. Virgil Becker absent.
Meteorologist, Mr Joseph Strube from the Minneapolis Weather Station intro-
duced to the Board by Mir Ted Myren, Civil Defense Director. A short film
shown on severe storms and the necessity of a warning system. Area from the
Weather Station that is covered was expalined, which includes a radius of
300 miles. Use of the spotter system explained in detail. Questions by Superv.
Arnquist and Lindstrom. Mir Strube thanked for his presentation.
Introduction to the Board of Mr, Arthur Jensen, Vice -Chairman of ADVOTECH,
District 18 -& Xn,T)aomas Koop by Chairman. Anderson. Both men are members of the
aDVOTEGH Board representing St. Croix County. Mr Jensen gave a short resume of
the present activities of :-LDVOTECH. Mr Koop stated that only full time courses
are in progress at this time. Questions by Supervs. Lindstrom, Pierson,
Arnquist, Rock and Best.
Report of the Mileage and Per Diem for this session of the County Board read
at this time. Total cost $619.46. Signed by General Claims Committee.

Clerk's Office to draw checks for various amounts. Carried.
FIN NCING THE TRI-COUi Y DAY L_)ERVICE BOARD
An amendment to Resolution AT�11 adopted at the April County Board Session
was offered at this time by Superv. Torgerson, member of the Board of the
Tri-County iviental Health Clinic. Original Resolution under financing called for
three participating Counties by allocation of a 113 share of the net operating
cost to each County. The Amendment would be by allocation of a pro -rate share
of the net operating cost to each County on a percentage basis in accordance
with equalized valuation of each County. This ratio would be lag% for St. Croix
County, 29% for Dunn County and 29% for Pierce County. Superv. mock spoke
opposing the equalized valuation method of financing the Tri-County Day C".re
Service. Superv. Torgerson gave figures on past 6perations. Administrator.,
Mr Donald Lib was present and explained the funding thru grants of both the'
Tri-County Mental Health Clinic and the Tri-County Day Care Services. Motioi`,
by Superv. Luckwaldt, 2nd by Superv. Lowe that by a 2/3 show of handsaction be,
placed on todays agenda. Carried. Discussion by Supervs. Arnquist, Rock, Lowe',
Pierson and Sandeen. Superv. Vehrs called for a roll call vote. Results of
vote. 21 No's - 6 Yes - 2 pass. Original Resolution #11 is not changed.
Board recessed for Committee work on order of the Chairman.
Chairman Anderson called for the election of one Elected member of the Board
on the Tri-County Mental Health Clinic. Mr Fritz Friday's term expires in 1970•
Member is elected for a 3 year term. Superv. Meinke nominated Mr. Fritz Friday.
Superv. Peterson moved that nominations be closed, 2nd by Superv. Vehrs. Carried.
Superv. Jacobson moved that as there was but one nomination the Clerk be in-
structed to cast a unanimous ballot for lair. Friday. Mr Friday declared elected.

Further discussion at this time by Superv. Rivard, County Board Liaison with
the Minnesota -Wisconsin Boundry Commission on the St. Croix River Patrol. This
is not up to St. Croix County alone, to patrol the river. Superv. Peterson
remarked that there was sufficient information at t .is time. Water Patrol
problem not only on the St. Croix but on all waters within the County. Chairman
Anderson urged action before the July 4th week -end. Suggested joint meeting
be called. County Clerk to be notified.
DOG LICENSE, RAISED IN ST. CROIX COUNTY
Superv. Lindstrom asked about action on County Dog Kennels? Mr Willard Olsen
discussed class of treatment being studued for all animals which would govern
in St. Croix County. Discussion by Superv. Rock, Luckwaldt, Lowe, Waldroff,
Vehrs and Pierson. All agreed that dogs are a local problem. District Attorney
gave Statutes regarding Dogs. County Board may by County Board action, with a
majority vote, set price of the Dog Tax for St. Croix County. After consider-
able discussion, with the present Dog License $1.00 for male or spayed female
and $2.00 for a female. The Board,in the past) has not had enough funds from
the Dog Licenses to pay for Dog Claims (damage to live stock by dogs) submitted
once a year by Farm people in St. Croix County. Motion by Superv. Waldroff, 2nd
by Superv. Arnquist that effective January 1, 1971 the Dog License will be $2.00
for male or spayed female and $4.00 for a female. Motion by Superv. Waldroff,
2nd by Superv. Ryan that by a 2/3 show of hands action be placed on todays
agenda. Carried. Question asked for on original motion. Motion carried. On
question by Superv. Rock, the District Attorney quoted the Statutes on un-
licensed dogs-- they may be kept 7 days before doing away with the dog.
Motion by Superv. Pierson, 2nd by Superv. McCabe that the County Clerk set
forth the reason for the increase from minimum Dog Tax to the increase adopted
in the newspapers.
Sheriff Grant gave the Board figures on our St. Croix County Jail admittance
to date. Up to June 3, 1970, 442 adults have been admitted to the St. Croix
County Jail as compared to 252 for the same period in 1969. The juveile records
show that up until June 3, 1970, 169 have been detained as compared to 61 for
the same period in 1969. A chart showing 1969 jail population for all Counties
in the State was passed out by Sheriff Grant to all Board members. Sheriff
Grant announced a new Federal funded application for a minimun training course
for Police Officers. Basic Training is a 320 hour course for a new Officer,
which includes meals, lodging, travel, labatory fees, etc. Cost by Federal
Government $2,070.00 with no cost tb.the County. Motion by Superv. Lowe, 2nd by
Superv. Rock that this be referred to the Law Enforcement Committee for what
ever action they see. fit. Carried.
Motion by Superv. Rock, 2nd by Superv. Vehrs that Board be adjourned. Carried.
