WHEREAS, on October 5, 2010, the St. Croix Gounty Board of Supervisors adopted a resolution
requiring any position in which a vacancy occurs to be reviewed by the parent committee, the
Administration Committee and the County Board prior to refilling; and
WHEREAS, Treasurer's Office seasonal employees were approved in the 2011 budget by the County
Board on October 26, 2010; and
WHEREAS, the Administration Committee deems these seasonal employees to be covered by the vacant
position review policy; and
WHEREAS, the Administration Committee is the parent committee for the Treasurer's Office; and
WHEREAS, the Administration Committee has reviewed the need for seasonal employees and
determined they are necessary and there are no viable alternatives, and therefore recommends that
seasonal employee positions be filled to meet the July needs of the Treasurer's Office; and
WHEREAS, the County Board has reviewed the need for seasonal employee positions and agrees with
the conclusion of the Administration Committee that the seasonal employee positions should be filled.
THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the seasonal employee
positions be filled to meet the July needs of the Treasurer's Office .

Position Justification
Position Title Seasonal Employees — Tax Collections FTE
1. What has been the recent annual and monthly trend of work performed by the position?
Workload has increased due to economy — more phone calls from tax payers.
Local treasurer office hours vary so taxpayers call the county for assistance.
Seasonal staff is utilized for input and processing of checks.
Additional support assists regular staff for input and various daily tasks.
Clerical workload increased because of returned checks, mail, and other items.
Collecting for five more municipalities due to various reasons.
2. Who fills in for the position during absences for PTO?
If not for seasonal employees work would get backlogged.
Assistance to tax payers would be on hold until finished with the tax season.
3. What will be the impact to the public of a delay in filling the position?
Payments will not be posted timely.
Unable to service the counter properly without the extra help.
4. How much is the net savings for each month the position is unfilled?
Cost savings this past collection season — Dec. -Feb. — would have been $4,800.
Offset the cost of seasonal employees from the revenue of billing the local
municipality and this amount is also approved by the committee in my 2011 budget.
Thank you for your consideration in allowing me to continue to employ seasonal employees
in the Treasurer's office.
