HomeMy WebLinkAboutResolution 2011 (23) RESOLUTION TO HIRE SEASONAL EMPLOYEES PARKS DEPARTMENT Resolution No. (D-6 I t ) St. Croix County, Wisconsin WHEREAS, on October 5, 2010, the St. Croix County Board of Supervisors adopted a resolution requiring any position in which a vacancy occurs to be reviewed by the parent committee, the Administration Committee and the County Board prior to refilling; and WHEREAS, Parks Department seasonal employees were approved in the 2011 budget by the County Board on October 26, 2010; and WHEREAS, the Administration Committee deems these seasonal employees to be covered by the vacant position review policy; and WHEREAS, the Community Development Committee is the parent committee for the Parks Department; and WHEREAS, the Community Development Committee has reviewed the need for seasonal employees and determined they are necessary and there are no viable alternatives , and therefore recommends that seasonal employee positions be filled in the Parks Department; and WHEREAS, the Administration Committee has reviewed the need for Parks Department seasonal employees and agrees with the conclusion of the Community Development Committee and recommends the seasonal employee positions be filled; and WHEREAS, the County Board has reviewed the need for seasonal employee positions and agrees with the conclusions of the Community Development Committee and Administration Committee that the seasonal employee positions should be filled. THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the seasonal employee positions in the Parks Department be filled. These positions are limited term — Summer Park workers to assist staff in the operations and maintenance of the SCC — Park facilities. The workload has remained constant over the past several years. We do not anticipate any changes to the seasonal staff and what they have assisted us with seasonal help in the past. 2) Who fills in for the position during absences for PTO? During the park season months April — October we operate 7 days a week, with the Parks opening at 8:00a.m. and closing at 10:00 p.m. (Friday and Saturday nights @ Glen Hills Park we operate until midnight) * Each park runs a slightly different park schedule depending upon usage. To account for this type of operation and scheduling this can not be completed without summer help. We operate 3 staffed parks, a 61 unit campground and provide maintenance to 7 additional county facilities. Without the summer park workers the lawn mowing, general maintenance, Glen Hills Dam maintenance and overall operation of the facilities would be significantly compromised. 3) What will be the impact to the public of a delay in filling the positions? As stated above, without the summer park workers park hours, overall operation and maintenance would be greatly compromised. Customer service would severely be impacted, park revenue would be reduced and safety issues would be on the rise because staff would not be able to keep up with ongoing operation maintenance. 4) How much is the net savings for each of the positions is unfilled? The seasonal park positions do not receive any fringe benefits, except the basics of FICA and workman's comp. Essentially, on the average, $6000.00/ 3 -month position, $10,000.00 for 6- month position. J From the Temporary Help Request Forms that were developed and included in the 2011 budget package, the users fees generated at the parks help offset the cost of seasonal park help. Essentially, hiring summer help is the best bang for our dollar. There is no long term employment commitment, these employee's receive minimal or NO county fringe benefit, such as retirement or health insurance and the general salary is rather low to what we ask these folks to perform. We do have to account for FICA and workman's compensation. The 3 -month positions are filled by college students /retiree's who generally are ineligible for unemployment. Moreover, they provide a great service to the public and assist in maintaining a safe outdoor experience for the park user.
