St. Croix County, Wisconsin
WHEREAS, on October 5, 2010, the St. Croix County Board of Supervisors adopted a resolution requiring any
position in which a vacancy occurs to be reviewed by the parent committee, the Administration Committee and the
County Board prior to refilling; and
WHEREAS, UW- Extension Office seasonal employees were approved in the 2011 budget by the County Board on
October 26, 2010; and
WHEREAS, the Administration Committee deems these seasonal employees to be covered by the vacant position
review policy; and
WHEREAS, the Community Development Committee is the parent committee for the UW- Extension Office; and
WHEREAS, the Community Development Committee has reviewed the need for seasonal employees and
determined they are necessary and there are no viable alternatives , and therefore recommends that seasonal
employee positions be filled in the UW- Extension Office; and
WHEREAS, the Administration Committee has reviewed the need for UW- Extension seasonal employees and
agrees with the conclusion of the Community Development Committee and recommends the seasonal employee
positions be filled; and
WHEREAS, the County Board has reviewed the need for seasonal employee positions and agrees with the
conclusions of the Community Development Committee and Administration Committee that the seasonal employee
positions should be filled.
THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the seasonal employee positions
in the UW- Extension Office be filled.

Position Justification
Position Title: Summer Fair /Office Assistant FTE: 3 month seasonal Qune —

1. What has been the recent annual and monthly trend of work performed by the position?
Below are the duties listed in the position description:
County Fair /Office Assistant Responsibilities
Develop Promotional Youth Tent Activities
Type County Fair Show Catalogs
Input County Fair Entries and Judging Results
Recruit County Fair Helpers
Coordinate State Fair Entries
St. Croix County Fair Activities
Assist with Organization and Management of Daily judging
and events
Responsibilities may include:
• Farm City Day 4 -H Promotional Booth and organizational help
• Family Living Programming help as needed
• Agricultural Programming help as needed
• Other office help as needed
Without this position it would be impossible for the extension office to handle county fair
entries Qunior Fair -5888, Open Class -4057, and Sr. Citizens -139), judging results, coordinate
volunteer helpers, help manage county fair, and enter youth for state fair.
2. Who fills in for the position during absences for PTO?
This is seasonal staff so there is no PTO or other benefits offered. The work would
not get done without this position being filled: no entries could be taken for the
county fair and no judging results.
3. What will be the impact to the public of a delay in filling the position?
If this position is not filled, most of the programs will not be offered. It would cause
many challenges at the county fair since the fair assistant helps with entry
management, set up, judging and management of the county fair.
4. How much is the net savings for each month the position is unfilled?
This position is offered currently at $290 /week ($3,480 /summer). Reimbursement for
official job travel, meals, etc. will be given according to county policy.

4 -H Summer Assistant
Camp Counselor Training St. Croix County Fair
Chaperone Summer 4 -H Camp Assist with preparations for county fair
including
Develop Promotional Youth Tent Coordinate Clothing projects- workshop
Activities & revue
Coordinate and Chaperone WI Tour Assist with Foods Fair
Cloverbud Explorer Fun Day Recruit County Fair Helpers
Assist with 4 -H Gateway Academies
Additional Responsibilities include:
• State 4 -H Youth Conference Orientation
• Tractor Driving Contest
• Dairy Fitting and Showing Clinic
• Farm City Day 4 -H Promotional Booth and organizational help
• Family Living Programming help as needed
Agricultural Progra help as needed
Without this position it would be difficult or impossible to offer these programs
2. Who fills in for the position during absences for PTO?
This is seasonal staff so there is no PTO or other benefits offered. The work would
not get done without this position being filled, which means fewer opportunities for
youth in the summer.
3. What will be the impact to the public of a delay in filling the position?
If this position is not filled, most of the programs will not be offered. If programs
are offered they will be with reduced opportunities. In the case of 4 -H camp, we
may need to take less youth or increase costs due to not enough adult staff and
chaperone coverage with out this summer employee. It would also cause more
challenges at the county fair since the 4 -H assistant helps with set up, judging and
management of the county fair.
