Admin. Code. This management plan identifies operation and maintenance activities necessary to ensure long-term system performance. Tacks that should be performed by the homeowner are identified. Professional management tasks shall be performed by a registered POWTS Maintainer in accordance with SPS 383.52 (3), Wisc. Admin- Code, however, it is the homeowner's responsibility to ensure all tasks get accomplished in a timely manner. Pursuant to SPS 383.52 (2), Wisc. Admin. Code, this system shall be considered a human health hazard if not maintained in accordance with this approved management plan. ► Keep this Management Plan with your Septic System Owner's Guide. ► Keep copies of all pumping records, maintenance activities and repair invoices with this document. ► Review this plan with your POWTS Maintainer at each visit; discuss any changes in product use, activities, or water -use. Prior to system operation, check septic/pump tanks for the presence of painting products or other chemicals that may impede the treatment process and/or damage the dispersal cells. If high concentrations are detected, have the contents of the tank removed by a licensed septic professional prior to use. System start-up shall not occur when soils are frozen at the infiltrative surface. During poWor outages, Pump tanks may fill above normal high water levels for system utilizing pumps. When power is restored, the excess wastewater will be discharged to the dispersal cell in one large dose potentially resulting in overloading of the cells. Backup or surface discharge of effluent may also result. To avoid this situation, it is highly recommended to have the contents of the pump tank removed by a licensed septic professional or have a septic professional manually dose the system to return the pump tank to normal operating levels prior to restoring power. Do not drive or park vehicles over any septic system components. Do not drive, park over, or otherwise disturb or compact the area within 15 feet downslope of any mound or at grade system or secondary septic system site. Inspections of tanks and dispersal cells shall be made by an appropriately licensed individual or business. Tank inspections must Include a visual inspection of the tank(s) to identify any missing or broken hardware, identify any cracks or leaks, measure the volume of combined sludge and scum, and to check for any backup or ponding of effluent on the ground surface. Access openings used for service and assessment shall be sealed watertight upon completion of service activities. Any unso nd d fecti e aggess openings shall he replaced immediatelL The dispersal cell(s) shall be visually inspected to check the effluent levels in the observation pipes and to check for any ponding of effluent on the ground surface. Ponding of effluent on the ground surface may indicate a failing condition that requires immediate attention by a licensed septic professional. Tanks must be pumped when sludge accumulation is within 12 inches of the bottom of the outlet baffle, or whenever the scum layer is within 3 inches of the bottom of the outlet baffle. In no case shall total sludge and scum volume occupy greater than 25% of the tank liquid capacity. The effluent filter shall be cleaned as necessaryto ensure proper operation. The filter should not be removed unless provisions are made to retain solids in the tank that may slough off the filter during removal. If the filter is equipped with an alarm, the filter shall be serviced if the alarm is activated continuously. Intermittent filter alarms may indicate surge flows or an impending continuous alarm and should be evaluated by a licensed septic professional. Pre-treatment components shall be maintained and serviced by a licensed septic professional according to the manufacturer's recommendations. CONTINGENCY PLANS If the septic tank, or any of it's components, become defective the tank or component shall be immediately repaired or replaced according to the original system design specifications. If a dosing tank, pump, pump controls, alarms, or related wiring becomes defective, they shall be immediately repaired or replaced with components of equal performance. If the soil treatment component fails to accept wastewater or discharges wastewater to the ground surface, it shall be repaired or replaced by; increasing basal area (if toe leakage occurs), rebuilding the component at the secondary system site (if identified), or removing and replacing biologically clogged absorption and dispersal media and associated piping. If repairs or rebuilding is not possible, a new soil and site evaluation must be performed to locate a suitable replacement area if one has not already been identified. If no replacement area is available, a holdingtank may be installed as a last resort replacement POWTS. ABANDONMENT If the septic system fails and/or is permanently taken out of service, the system shall be abandoned according to SPS 382-384, Wisc. Admin. Code abandonment regulations. Requirements include: All piping to tanks shall be disconnected and abandoned pipe openings sealed. The contents of all tanks shall be removed and disposed of by a licensed septic professional. -Tanks shall be crushed & filled, or removed. - A septic system abandonment notification shall be submitted to the appropriate local governmental unit. WARN/NG11 SEPTIC, PUMP, AND OTHER TREATMENT TANKS MAY CONTAIN LETHAL GASSES AND/OR INSUFFICIENT OXYGEN- DO NOT ENTER A SEPTIC TANK, PUMP TANK, OR OTHER TREATMENT COMPONENT UNDER ANY CIRCUMSTANCES. I looked over the Stormwater Management Plan for the basin including the soil borings provided by Thomas J. Schmitt. He indicated sand to gravely loamy sand soils continuing down to at least 82" (directly beneath the proposed basin). Given the limited area of runoff (driveway/parking only is my understanding) to be intercepted by the proposed retention basin, the frequency and duration of water collection should be limited. The design of the east basin indicates all water collected will be infiltrated within 5 hours following a maximum rainfall event. Much like POWTS trenches, these systems are designed to move water away vertically, not horizontally. While some horizontal infiltration is certainly possible, it should be very minimal given the course texture of the subgrade soils. The trenches are also positioned uphill of the basin near the peak of the lot. Infiltrated stormwater that does flow laterally would follow the natural subsurface gradients which head west towards the waterfront (i.e. away from the trench). As drawn, the western edge of the lowest trench is approximately 10 feet (horizontally) from the edge of basin. All effluent will be treated within 3 feet vertically and horizontally of the trench as per WI code. Taking all of this information into account, it is my opinion that the infiltration is not likely to cause saturated conditions beneath the adjacent POWTS trench or significantly reduce its treatment capacity in the long run. As a matter of precaution, however, the system loading rate was reduced to 0.6gpd/ft2 (instead of an allowed 0.7) and the trenches are being dosed via a distribution box to encourage even dispersal and lengthened "dry periods". I share your concerns regarding the potential disturbance of the septic area by construction activities. I spoke with John this afternoon. He will be out to fencece/tape off the entire area to ensure it doesn't become a parking/staging area. He mentioned he would also discuss it with the builder/designer to make sure they were aware. The PDF has a Grading & Erosion Control plan, the soil test site plan, and the Sanitary Permit site plan. 1. In reviewing the Grading & Erosion Control (GEC) plan, the East Biofilter has grading around the edges in order to create the biofilter (stormwater basin). There are elevations listed for the top = 693.5' (MSL) and BTM = 692.0' (MSL). The elevations on the site plan for the septic installation are set to the BM = 100.0' There will be grading in the western portion of the soil tested area to create the stormwater basin. I have scaled off the approximate locations of the soil borings on the GEC plan. The system elevations in the sanitary permit show that the system will be installed at 2.50' below grade/contour. Then there must be 36 inches of suitable soil below the system elevation, which means a total of 5.50' below grade/contour. (approx. 697.0 — 5.50 = 691.50' for the west -most trench. Since the top of the stormwater basin is 693.5' there is potential for the basin to fill in with water, at least periodically, which could saturate the soils below the system elevation (treatment zone), since the trenches are next to the stormwater basin. How will the system be protected against this potential periodics saturated conditions? Perhaps the trenches are located far enough away that this will not likely be an issue often? Just trying to think of this now, prior to installation and issues. I am not sure whether they provided you with the GEC plan, as they show disturbance in a greater area than just the stormwater basin. 2. 1 will have our staff include a Condition of the Land Use Permit, that the system area be flagged or roped off, so that there will be no site disturbance in the area where the trenches will be installed — both initial trenches and replacement area. Would you like to be the ones to flag this area to ensure that there will be enough area for the initial and replacement system trenches? This would not have to be done immediately, but certainly prior to any site disturbance. There is just no other location for they system to be installed if the soil tested area would be destroyed.
