FOR TELECOMMUNICATOR POSITIONS IN THE EMERGENCY SUPPORT
SERVICES DEPARTMENT

WHEREAS, on October 5, 2010, the County Board adopted Resolution No. 30(2010)
implementing a review process to be applied to all current and future vacant positions; and
WHEREAS, the current review policy requires all current and future vacant positions that
do not endanger the operation of essential county functions to be reviewed by the parent
committee and the Administration Committee and reviewed and approved by the County Board
before the position is refilled; and
WHEREAS, the Emergency Support Services Department has requested that the review
process be amended for telecommunicator positions in Emergency Communications; and
WHEREAS, the requested amendment to the review process is to eliminate the need for
County Board review and approval if the Public Protection Committee and the Administration
Committee agree that the vacant telecommunicator position be refilled; and
WHEREAS, the basis for the Emergency Support Services Department request for
amendment is: (1) the telecommunicator is an essential position within Emergency
Communications; (2) overtime pay considerations; and (3) filling all 16.4 FTEs necessary to
meet existing staffing backbone to meet demands of the Emergency Communications center; and
WHEREAS, the Public Protection Committee reviewed and approved this request; and
WHEREAS, the Administration Committee reviewed and approved this request; and
WHEREAS, the County Board approves this request.
THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the
vacant osition review process be amended to provide that a vacancy in the Emergency

need not be reviewed or approved by the County Board before the position is refilled if the
Public Protection Committee and the Administration Committee agree that the vacant position be
refilled.
